1 JOB DESCRIPTION JOB TITLE: DEPARTMENT: FLSA Status: KIDS CONNECTION PROGRAM DIRECTOR RECREATION DEPARTMENT EXEMPT ADMINISTRATIVE REPORTING RELATIONSHIPS: This Position Reports to: The Recreation Director This Position Supervises: Assistant Program Director, Program Leader, Program Aides and volunteers. JOB SUMMARY: This position is responsible for the programming, management and supervision of the Monte Vista after school/day camp programs. Supervision Exercised Responsible for recruiting, interviewing, hiring, scheduling and supervising Youth Program Staff and volunteers. Responsible for daily management of, and recommendation s for discipline and termination of Kids Connection Staff. Responsible for training program staff according to licensing standards and City of Monte Vista policies. Responsible for staff and volunteer schedules and approving employee time sheets This position s primary duty is the performance of office or non-manual work directly related to the management of the Kids Connection Program. The primary duties include the exercise of discretion and independent judgment with matters of significance related to the management of the Kids Connection Program, has the authority to formulate, affect, interpret, or implement management policies or operating practices. 2/7/2013; Page 1/5

2 ESSENTIAL DUTIES AND RESPONSIBILITIES: The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The City retains the right to modify or change the duties or essential functions of the job at any time. Responsible for creating and implementing policies for Kids Connection that are in line with both Colorado School Age Licensing Requirements and Colorado Department of Health licensing requirements for school-age facilities. Responsible for planning, scheduling and supervising daily programs, field trips, youth advisory meetings, Rio-Grand Prevention Partnership media meetings. Responsible for the physical safety and cleanliness of the facility. Responsible for all communications with Kid Connection parents, guardians, youth advisory board and the general public. Responsible for budgetary planning and monitoring, purchasing of equipment and inventory control of equipment and supplies. Responsible for all record-keeping, including but not limited to daily attendance, program evaluations, reports, and statistics. Generating reports supplies and billing statements for members. Create purchase requisitions and collection of receipts. Responsible for acquiring and management of program related Grants. Planning special events within Kids Connection and working with the community to help facilitate program activities at special events where children will be present. Work with community organizations boards for greater regional network. Responsible for fundraising efforts for the program. Responsible for demonstrating and implementing discipline procedures for participants and staff when needed. PERIPHERAL DUTIES: Performs other miscellaneous duties and responsibilities as assigned by supervisor. Supporting the Recreational Department in special events where additional man power is needed. Maintain vehicle maintenance logs for assigned vehicles. The duties listed above are intended only as illustrations of the various types of work that may be performed. MINIMUM QUALIFICATIONS: Must be 21 years of age Education and Experience: Must have verifiable education or training in work with school-aged children in such areas as recreation, education, scouting, or 4-H; and must have completed at least one of the following qualifications. a. A four (4) year college degree with a major such as recreation, education with a specialty in art, elementary or early childhood education, or a subject in the human services field. b. Two years of college training and six (6) months of satisfactory and verifiable fulltime or equivalent part-time, paid or volunteer, experience, since attaining the age of eighteen (18), in the care and supervision of four (4) or more children. 2/7/2013; Page 2/5

Three years of satisfactory and verifiable full-time or equivalent part-time, paid PT, volunteer, experience, since attaining the age of 18, in the care and supervision of four (4) or more children. Must complete six (6) semester hours, nine (9) quarter hours in course work from a regionally accredited college or university, or forty (40) clock hours of training in course work applicable to school age children within the first nine (9) months of employment. Must submit a medical statement signed and dated by a licensed physician or other health care professional, verifying that they are in good mental, physical, and emotional health appropriate for the this position. This statement must be dated no more than 6 months prior to employment or within 30 days after the date of employment. This statement must indicate when subsequent medical statements are required. Must submit to the Colorado Bureau of Investigation and the Federal Bureau of Investigation (FBI) a complete set of fingerprints taken by a qualified law enforcement agency to obtain any criminal record held by the CBI and FBI. The applicant must not have been convicted of: a. Child abuse, as specified in Section C.R.S b. A crime of violence, as defined in Section , C.R.S c. Any felony offenses involving unlawful sexual behavior, as defined in Section (9), C.R.S. d. Any felony, the underlying factual basis of which has been found by the court on the record to include an act of domestic violence, as defined in Section , C.R.S. e. Any felony involving physical assault &, battery, or a drug-related/alcohol-related offence within the five years preceding the date of application for a license or certificate; f. Has shown a pattern of misdemeanor convictions within the ten (10) years immediately preceding submission of the application. Pattern of Misdemeanor shall include consideration of Section ), C.R.S, regarding suspension, revocation and dental of a drivers license, and shall be defined as: 1) Three (3) or more convictions of 3 rd degree assault as described in Section , C.R.S., and /or any misdemeanor, the underlying factual basis of which has been found by any court on the record to include an act of domestic violence as defined in Section , C.R.S,; or 2) Five (5) misdemeanor convictions of any type, within at least two (2) convictions of 3 rd degree assault as described in Section , C.R.S., the underlying factual basis of which has been found by any court on the record to include an act of domestic violence as defined in Section , C.R.S.; or 3) Seven (7) misdemeanors convictions of any type. g. Any offense in any other state, the elements of which are substantially similar to the elements listed in a-e above Certifications & Licenses: A valid Colorado Drivers License Standard First Aid and CPR certifications are required within the first six months of employment. 4 Knowledge, Skills and Abilities Knowledgeable in Colorado School Age Licensing Requirements and Colorado Department of Health licensing requirements for school-age facilities. Knowledge of special event planning, recreational programming, and facility management. Working knowledge of the procedures, equipment and material related to youth programming and facility management. Ability to follow oral and written directions. Ability to read and understand written materials, and compose information/instruction in written form. Ability to work in a team environment. Ability to establish and maintain effective working relationships with employees, the public and participants. Ability to work with Advisory Boards and Councils. Ability to interact with general public and other employees of the City of Monte Vista. Problem Solving Skills are helpful in developing solutions for unanticipated issues and challenges. Bilingual skills preferred TOOLS AND EQUIPMENT USED: Automobiles, telephones, calculator, computer, copiers, typewriter, and similar other business/office equipment. PHYSICAL DEMANDS: The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this position the employee is frequently required to sit, talk, and hear a full range of communication with others; ability to stand and walk for long periods of time. Specific vision abilities required for this position include, close vision, distance vision, color vision, depth perception and the ability to adjust focus, requires full range of peripheral vision monitor computer screens. The employee is required to use hand to finger dexterity to handle, grasp or feel objects, tools or controls, and reaches with hands and arms; requires repetitive movement standard in office related actives such as typing, sitting and standing, talking in person and via telephone. 5 WORK ENVIRONMENT: The work environment characteristics herein are representative of those an employee may encounter while performing the essential functions of the position. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The noise level in the work environment is moderately quiet to loud. The majorities of this position s duties are performed inside within a protected facility, but may work outdoors up to several hours at a time. Frequently encounters the noise of office machines and conversation. MENTAL ACTIVITIES Reasoning: Ability to apply common sense understanding to carry out assigned duties. Ability to reason with a diversity of cultures and individuals and difficult conditions and often strong and vocal viewpoints. Logic: Ability to perform basic skills, including organizational and process management. Language/Communication: Demonstrable ability to communicate clearly and concisely orally and in writing.
