1 Scope of Work 1. Introduction PURCHASE OF BATTERY TESTER ON SUPLY BASIS. PTCL intends to purchase battery testers on suply basis for preventive maintenance of batteries installed in its network. It is proactive approach to check the health of batteries. There is huge quantity of batteries of low, medium and high capacity (AH) both dry (maintenance free) and lead acid batteries. Following is usual formation of battery banks working in PTCL to energize telecom equipment: a. Four 12V batteries for 48V out put b. Twenty Four 2V batteries for 48V out put 2. Required Features/Functions 1. On site battery testing and recording the results shall be performed with in minimum possible time. 2. Bidders shall quote the battery tester with all accessories such as probes, leads, clamps, inernal battery, software (without license), casing/bag, catalog, brucures, etc 3. Battery Tester shall bear at least following features: 4. Battery tester shall be based on internal battery resistance measurement. 5. It shall have digital storage and multifunction to quickly and accurately measure and record internal resistance, voltage and can indicate battery condition good or bad. 6. Shall be able to measure the required parameters of individual cell/battery or bank of batteries. 7. It shall have friendly operation/menue. 8. It shall have high precision online testing automatically switch the testing range between mω mω 9. It shall have high data storage capacity 10. It shall have English Menu, 320 x 240 LCD Display or more better. 11. SD Card shall save data and export data to PC for analysis the battery according to the history data. 12. If Operate with battery, then shall have suitable lithium cell capacity and also operate with AC 100V 240V power supply. 13. It shall have Low battery indication. 14. It shall give automatically analysis of battery bad or Good state. 15. It shall describe the battery sate curve. 16. It shall describe Batteries contrastive analysis in the dame battery pack. 17. It shall administer all batteries by different levels (excellent, good, medium, bad)

2 3. Technical specifications Bidder shall provide the technical specifications of offered battery testers at least for following parameters. i. Testing range of both voltage and internal resistance ii. Testing precision of both Voltage and Internal Resistance iii. Communication mode iv. Display v. Power supply vi. Size (dimensions) vii. Net weight 4. Quantity Required Successful bidder shall provide Two (2) battery testers and shall be quote with cost, taxes, duties, etc. to deliver at site. 5. Site Name Address Successful bidder shall deliver both testers at PTCL Telecom Complex, Satellite Town, 7 th Road Rawalpindi, Pakistan. 6. Delivery Time Successful bidder shall deliver testers within 15 days after receiving LOI. 7. Training Successful bidder shall impart training to at least five (10) persons to operate and use the tester and analyze the data records.

13 It can set the parameter for battery string and start to test. Test Tester continues to finish the last testing which is not to finish. 15 Chart 3.4 Setup parameter interface If you are the first time to test the battery string, please set the value in RoomNo, StrNo, you can query the test result according to the RoomNo and StrNo., and then set the other data, if you don t set the data, the tester will use the default parameter when it is testing. Set the CellNum(the cell quantity in the battery string). 9

16 The tester default the cell quantity is 24 in the battery string, you can set cell quantity in MAX.500. 17 Press and choose voltage only (only test voltage), Volts then Internal Res. (test voltage first, then test the internal resistance.), Volt & Internal Res. (test voltage and internal resistance synchronously), Note: if you don t want to effect the voltage testing when you test the internal resistance, please choose Volts then Internal Res., and finish all voltage testing, then disconnect the tester and battery, connect the tester to the first battery, then start to test the internal resistance. 2 Enter Open and set the data.(the historical test result in Open interface) Historical test results are stored in the tester(latest 200 group data.). If you want to modify the primary battery string data, choose Open and press OK, choose the battery string No. and press OK to modify the data, and then press OK to test. 11

19 You must test all poles and connectors (strap) on a cell battery before testing the next cell battery in the battery string. You can test cell battery poles in any direction as long as you are consistent. However, you must test a cell battery pole and then the connector that connects it before you test the next post on the cell battery. Please pay more attention about the testing order. 1 Test the poles. -Black +Red Chart 3.6 the cable to cell battery poles. 2 Add the connectors testing. (test the poles first then test the connectors) 13

20 When you choose Test Mode into Pole & Connector,test the poles first as chart3.6, then connect the cable to connector on cell battery as chart Black +Red Chart 3.7 the cable to cell battery connector Chart 3.8 shows the connecting order for test the poles and connectors. 14

21 -Black +Red Chart 3.8 In chart 3.8, No.1, 3, 5, and 7 are connected as chart 3.6, No.2, 4, 6, and 8 are connected as chart 3.7. Battery string testing steps: 15

22 Test the cell battery poles first, then test the connector; after you finish testing the both poles and connectors, you can test the next cell battery poles and connectors as the same direction. 3.3 Test battery Choose Test in main menu, the tester will continue to finish the testing which it didn t finish last time. If the tester is never set, the tester will be alarm. If you want to retest the cell battery in the testing process, press number key 2 (retest),tester will test the battery data and replace the last test result. 16

28 3.4.2 Data Delete Choose the test result you want to delete, press 3 to delete. Chart 3.15 confirms to delete the test result. Press OK to confirm deletes the data. 22

29 Note: Please confirm that the testing record is exported and saved before you delete the data TEST RESULT EXPORT All data store in the SD card, Users need to insert SD memory card into the card reader, and upload data to the computers through the USB port. 3.5 System management Mode Choose Utilities Setup in main menu, press OK enter the interface. Choose Mode, press OK to confirm, press C to cancel (back). 23

30 Chart 3.17 selects the testing mode Manual: This mode is default. In this mode, user must press ok to start to test every time. Auto: The tester will test the battery automatically according to the setting data when the testing cable connects to the battery. 24

35 CHAPTER 4 FAQ 4.1 Failure to start. If the tester is failure to start, please check the battery contacts tester well, and then confirm the battery need to be charged or not, if the tester is use for a long term, the battery should be replaced. It indicates the capacity of the battery as follows, Charge 1. Connect the adapter to tester and AC power. 2. When the green LED on adapter is light, the charging is finished. 29

36 Note: The maximum charging time is 8 hours, overcharge is not allowed. 4.2 Pinhead of testing probe bending or can t restoration. The steps of replace the pinhead as follows, 1. Clip on the probe pinhead by pincers. Caution: don t clip on the sleeve, prevent to shatter the probe. 2 Pull out the pinhead straightly. 3. Clip the new probe pinhead and put into the sleeve. 4.3 Display please check the Batt. clamp connection when test internal resistance. Please check the clamp contact the poles well, further more confirm the battery voltage is more than 1.5V. 30

37 4.4 SD card Please insert SD card before test. If not insert SD card this test can not allowed. if pull out the SD card on the test that test results will not be able to save 31

38 CHAPTER 5 OTHERS 5.1 NOTE Please operate the tester according to the instruction The store environment is damp proof and fireproofing. 5.2 Technology support and service. Prohibit repair the tester by maintenance man who is not our company employee or our company licensed to repair. If user make bold to disassemble and repair the tester, the guarantee is invalid. 32
