Purpose of the Position Role of Department Environment & Policy The Environment & Policy Department is one of four departments within the organisation. Its purpose is to provide planning and regulatory services and the promotion of environmental stewardship. It is also responsible for emergency management. Role of the Resource Consents Section The role of the Resource Consents Section is to administer Council s Plans prepared under the Resource Management Act 1991 providing for the sustainable management of natural and physical resources within the Gisborne district. The Resource Consents section process resource consent applications, provide planning information to customers and implement the rules of the relevant Plans. Role of the The will monitor compliance with resource consent conditions and respond to breaches of Council Plan rules. The will be required to undertake appropriate action to ensure that consent conditions are complied with and complaints are resolved. The will establish and coordinate monitoring schedules for both district and regional resource consents. The Monitoring and compliance Officer shall assist other Environment and Policy Department Officers with inspection, enforcement, and prosecution as directed by the team leader.

3 Primary Functions 1. Resource Consent Monitoring Undertake and coordinate monitoring of resource consent conditions. 2. Investigations Provide a clear and consistent approach to investigations. 3. Compliance Action Undertake the appropriate level of informal or formal compliance action to achieve compliance with consent conditions and Council Plan rules. Assist with monitoring and enforcement in other Environment and Policy areas if directed. 4. Customer Service Provide a responsive customer service for any Request for Service (RfS). 5. Advisory and Liaison Provide professional advice to Council on monitoring and compliance matters. Regular liaison with key stakeholders both internal and external. 6. Teamwork Active contribution to teamwork within the Monitoring and Compliance team, Resource consents sections and other departments of Council. 7. Systems Support and Processes Update and maintain files including data entry and maintenance of resource consent database module. Assist with improvement of processes to enhance service delivery. 8. Corporate Requirements Assist Council to achieve its organisational goals Academic / Professional Competencies Resource management qualification or compliance/compliance related work experience. Skills / Knowledge Essential: Sound knowledge of resource management legislation or compliance procedures. Time and project management skills. Effective dispute and conflict mediation skills. Excellent interpersonal skills and the ability to establish and build on working relationships effectively both internally and with members of the public. Sound interpretative, analytical and problem solving skills. Sound communication skills - written and oral. Ability to read and interpret plans, diagrams and regulations. Skilled and confident with computers/database programmes and financial systems. A current full driver s licence. Ability to maintain a high quality of work. Good thinking and problem solving ability. Ability to analyse issues objectively. Work Experience At least two years resource management or compliance experience. Additional Responsibilities The job holder is expected to contribute to maintaining a safe working environment, reporting incidents and accidents as they occur and assisting with hazard identification. Furthermore, the job holder must participate in civil defence emergency management training initiatives upon request and assist with any civil defence emergencies as required. Work will be on sites where exposure to hazards will be unavoidable. Safety procedures must be adhered to, protection being on the hierarchy safety principle of eliminate isolate minimise. Hours of Work Normal office hours, plus attendance at training opportunities as arranged with Resource Consents Manager together with such other times as may be reasonably necessary to fulfil the responsibilities of the position. 5 Job Expectation Primary Functions and Related Deliverables 1. Resource Consent and related Monitoring Undertake and coordinate monitoring of resource consent conditions. Ensure that all inspections are thorough and that accurate and complete records are kept. Ensure reasonable monitoring costs are recovered. 2. Compliance Action Undertake the appropriate level of informal or formal compliance action to achieve compliance with consent conditions. Investigate complaints and gather evidence in regard to breaches of Plan rules and take appropriate action to resolve customer complaints. Where necessary, act as a mediator in disputes between parties. 3. Customer Service Promote a customer first attitude within the team. Ensure that customers requests for service (RfS) are promptly responded to. Follow through on customer requests. 4. Advisory and Liaison Provide professional advice on monitoring and compliance matters to Council and other Council officers. Prepare reports for consideration at the appropriate Committee, following review by the Resource Consents Manager. Assist in the review of Council s Plans by providing information and liaising with the policy staff. Represent Council s interests before the, Environment Court, Government Departments, other local authorities, Iwi authorities and other community or business organisations. 5. Teamwork Contribute to the team environment and inter-department relationships. Participate in work initiatives and programmes as may be required. Carry out all instructions from the Resource Consents Manager and Monitoring & Compliance Team Leader that are consistent with the position. 6. Systems and Processes Assist the Monitoring & Compliance Team Leader in the maintenance and accuracy of the resource consent database module. Implement processes to achieve best practice in terms of quality and timeliness. Ensure all processes are adequately documented. Take all practical steps to ensure personal safety and the safety of others while at work, according to Council s health and safety policies, procedures and system. 7.
