2 SUMMARY M/s. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd. is a Co-operative Mandli and currently engaged in production of sugar from sugar cane and also having 45 KLPD molasses based distillery unit located At & Post Sayan, Taluka Olpad, District Surat Unit has replaced existing plant and machineries by installation of advanced technologies based machineries for sugar mill and hence its modernization in existing cane crushed quantity increased from 5000 TCD to 7000 TCD but no change in existing boiling house, boiler and molasses based distillery unit. Modern Technological mill has been installed without prior permission. Due to modern technology, production is increased. PROJECT COST The total cost of the project would be around Rs. 36 Crore. REQUIREMENTS FOR THE PROJECT LAND: No additional land is required to acquire for the modernization of sugar mill, existing land i.e. 5,95, sq.mt. is sufficient for the modernization project due to increase in cane crushed quantity and installation of advanced technology based machinery for sugar unit which is located at Sayan, Oplad, Surat WATER: Total water requirement for the existing and modernization project is around 3120 KLD, no additional water is required, but demand of water will be reduced. Which would be sourced from Canal/Borewell. ELECTRICAL ENERGY: Existing power requirement is sufficient for the modernization project i.e. 490 KVA sourced from DGVCL, 9 MW bagasse based Captive Power Plant. D.G. Set (625 KVA-2 Nos.) is for emergency purpose only. MANPOWER: For existing and proposed modernization project, approximately 1200 personnel are employed. Sets (2 Nos.) EMISSION FROM PRODUCTION PROCESS There is no process gas emission from existing and after modernization of Sugar mill. WASTE WATER GENERATION AND IT S TREATMENT: Entire industrial effluent is treated in Effluent Treatment Plant (ETP) and treated water is reused for on land irrigation/plantation/gardening purpose within the factory premises. Domestic sewage is disposed off through septic tank/soak pit system. NOISE POLLUTION AND CONTROL MEASURES: Noise pollution is generated from existing unit and expected to be generated from the proposed modernization which will be controlled by adopting different types of noise pollution control measures. Main sources of the noise pollution are machineries, Electric motors, boilers, etc. Following noise control measures will be adopted, Encasement of noise generating equipment. Greenbelt is developed all around the plant boundary to act as noise attenuator.

4 In addition personnel, working near high noise level generating sources, has provided with ear muffs. Proper and suitable acoustic barrier has provided around, areas generating high noise. Effective preventive maintenance and vibration measurement of all rotating equipment will help in the improvement of plant life and also noise reduction. SOLID/HAZARDOUS WASTE GENERATION AND ITS DISPOSAL METHOD The sources of solid/hazardous wastes, generation and its management are as given in the following table. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd. is a Co-operative Mandli and currently engaged in production of sugar from sugar cane and also having 45 KLPD molasses based distillery unit located At & Post Sayan, Taluka Olpad, District Surat Unit has replaced existing plant and machineries by installation of advanced technologies based machineries for sugar mill and hence its modernization in existing cane crushed quantity increased from 5000 TCD to 7000 TCD but no change in existing boiling house, boiler and molasses based distillery unit. Sugar unit was established in November 1972 as a Co-operative Mandli to protect the social & economic interest of small farmers located in the region. Mandli is also trying to get good quality crops on continuous basis in order to obtain good quality sugar production. Unit has started molasses based distillery with a capacity of 45 KLD rectified sprit from 1994 and 20 KLD absolute alcohol from January The demand for products intended to be manufactured is increasing in the country and in global market also. M/s. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd., is able to meet the demand of various products locally and globally. This is generated direct and indirect employment opportunity for various levels of people including local area employment. 8 1.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND OR REGION. There is a need for a promotional agency for coordination of efforts in the field of establishment of cooperative sugar factories in India, for the provision of technical advice and help, for acting as an exponent of cooperative opinions on matters connected with this programme etc". There were only 30 cooperative sugar factories producing 14.9% of the total sugar production. Under the guidance of National Federation of Cooperative Sugar Factories Ltd (NFCSF), the capacity of the existing cooperative sugar factories were increased, new cooperative sugar factories were set up, yield of sugarcane per hectare and sugar recovery % cane was improved, resulting in increased sugar production. Today the cooperative sector of the sugar industry is responsible for about 48 per cent of the national production of sugar. 1.4 DEMANDS-SUPPLY GAP M/s. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd had had informal survey of the market with various customers including current parties, because of this understood that there is a big potential for the range of products thus, Mandli is planning in this project to the current range of products. The phenomenal growth of Indian Sugar Industry, particularly in co-operative sector through its Technical Cell created in It has provided Technical and Managerial services to about 130 new sugar mills capacities ranging from 1250 TCD to TCD and 70 existing mills in implementing their technology up-gradation, expansion, modernization, rehabilitation projects and Sugarcane Development Activities etc. The economic betterment of cane growers in India. Many sugar factories of India, Nepal, Sri Lanka, Kenya, Ethiopia, Medagaskar, Ghana, Sudan etc. have taken lead under the aegis of NFCSF for their modernization, technological up-gradation, expansion, improvement in process efficiency and energy conservation etc. 1.5 EMPLOYMENT GENERATION Around 1200 personnel is employed as existing and proposed modernization project.

9 CHAPTER-2 PROJECT DESCRIPTION 2.1 TYPE OF PROJECT M/s. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd. is a Co-operative Society (Mandli) and currently engaged in production of sugar from sugar cane and also having 45 KLPD molasses based distillery unit located At & Post Sayan, Taluka Olpad, District Surat This project is for the modernization in sugar mill and subsequently increased production capacity. Unit has replaced existing plant machineries by installation of advanced technologies based machineries for sugar mill and hence its increased in existing cane crushed quantity from 5000 TCD to 7000 TCD. Hence, as per S.O. 804 dated 14 th March, 2017 this activity falls under category A and schedule no 5(j), Sugar Industry, due to violation of EC notification 2006 and its amendments. 2.2 LOCATION M/s. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd., is located At & Post Sayan, Taluka Olpad, District Surat Total plot area of 5,95, is acquired. It is situated at 21 20'19.15" North latitude and 72 53'41.37" East longitude. 10 2.3 SIZE OR MAGNITUDE OF OPERATION M/s. It is operated by experienced team and environmentally sound management. 2.4 PROCESS DESCRIPTION Process description for the proposed modernization of existing products is given in additional attachment. 2.5 RAW MATERIALS REQUIREMENT WITH THEIR SOURCE AND TRANSPORATATION Details of Raw material consumption for the proposed modernization of existing project are given as below and these all raw material is transported to the site through road. Caustic soda MT -590 MT 10 MT 2.6 RESOURCE OPTIMIZATION / RECYCLING AND REUSE IN THE PROJECT This Society (Mandli) is reusing water, bagasse, fly ash, Sludge and Methane gas generated after treatment in ETP, etc. This way conservation of natural resource are being done for the better environment. 2.7 AVAILABILITY OF WATER ITS SOURCE, ENERGY / POWER REQUIREMENT AND SOURCE WATER REQUIREMENT AND WASTE WATER GENERATION Total water requirement for the existing and after modernization project is around 3120 KLD, no additional water is required, but demand will be reduced. Which would be sourced from Local Body/Borewell. Total around 1530 KLD waste water is generated from the operational activities. Entire industrial effluent (1380 KLD) is treated in Effluent Treatment Plant (ETP) and treated water is reused for on land irrigation/plantation/gardening purpose within the factory premises. Domestic sewage (150 KLD) disposed off through septic tank/soak pit system.

15 CHAPTER-3 SITE ANALYSIS 3.1 CONNECTIVITY RAIL The nearest railway station is Sayan Railway station, which is around 2.5 km in South direction from the project site ROAD The site is well connected by road network to all the key places. The major highway passing near the project site is NH - 8 which is around 6.8 km East direction and SH-168 which is around 2.6 km in South direction from the project site AIR The nearest airport from the project site is Surat Airport. The distance of airport from project site is around 29 km in South west direction COMMUNICATION Sayan is well connected with telephone, telefax etc. all the communication facilities are well developed in the district. 3.2 TOPOGRAPHY Topography of the land is plane. 3.3 EXISTING LAND USE PATTERN There is no Forest, National park, Wild life sanctuary within a radius of 10 km. All the infrastructures are available within Sayan city like Schools, Hospitals & community facilities.

16 CHAPTER 4 PLANNING BRIEF 4.1 PLANNING CONCEPT M/s. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd. is a Co-operative Mandli and currently engaged in production of sugar from sugar cane and also having 45 KLPD molasses based distillery unit located at & Post Sayan, Taluka Olpad, District Surat LAND USE PLANNING Plant has been developed as per plant layout considering production facilities, auxiliary and ancillary facilities and plant utilities & services. The total plot area is 5,95, sq. m. Land use is provided as build up area of buildings, Storage facility, Roads, Greenbelt, open land etc., these kinds of land use is there. 4.3 AMENTIES / FACILITIES Adequate storage facility for raw materials, machinery spares and consumables has provided. A small mechanical and electrical/ instrument workshop facilities for repairs and maintenance has been provided. Time and security offices have been provided in the plant. To avoid fire hazard, internal fire hydrants system in all major plant unit has provided.

17 PROPOSED INFRASTRUCTURE 5.1 INDUSTRIAL AREA The company has already acquired land of 5,95, sq. m. 5.2 RESIDENTIAL AREA Existing factory is providing residential provision for their workers. 5.3 GREEN BELT M/s. Shree Sayan Vibhag Sahakari Khand Udyog Mandli Ltd. CHAPTER 5 The main objective of the green belt is to provide a barrier between the source of pollution and the surrounding areas. The green belt helps to capture the fugitive emission and to attenuate the noise generated apart from improving the aesthetics. Development of green belt and other forms of greenery shall also prevent soil erosion and washing away of topsoil besides helping in stabilizing the functional ecosystem and further to make the climate more conducive and to restore water balance. Green belt has been developed at plant boundary, road side, around offices & buildings and Stretch of open land. Around 2,02,343 sq.mt. area (i.e. 34%) is developed as green belt. 5.4 SOCIAL INFRASTRUCTURE Drinking water facility, Canteen, proper sanitation, etc. is provided to the workers working in plant. 5.5 CONNECTIVITY As discussed earlier, proposed location of the plant is already well connected with the network of road & rail. So there is no need to construct any new road or rail for the transportation. 5.6 WASTE WATER MAMAGMENT Entire industrial waste water is treated in Effluent Treatment Plant (ETP). ETP is contained Primary and secondary treatment process. Treated effluent is reused for on land irrigation/plantation/gardening purpose within the factory premises. Entire sewage waste water is disposed off through septic tank/soak pit system. 5.8 INDUSTRIAL SOLID WASTE MANAGEMENT From the production activity there shall be mainly ETP sludge, Used Oil, discarded containers, Fly ash, etc.

18 REHABILITATION AND RESETTLEMENT (R & R) PLAN CHAPTER 6 The modernization project is established on existing land, and there is no habitat, so the project proposal does not involve any Rehabilitation & Resettlement.
