The meeting opened at 1.30 pm. 1. Portfolio Questions: Questions on Justice and the Law Officers and then on Culture, Tourism and External Affairs were answered by Cabinet Secretaries, a Minister and the Solicitor General. 2. Social Security (Scotland) Bill Stage 3: Joe FitzPatrick, on behalf of the Parliamentary Bureau, moved S5M That the Parliament agrees that, during stage 3 of the Social Security (Scotland) Bill, debate on groups of amendments shall, subject to Rule 9.8.4A, be brought to a conclusion by the time limits indicated, those time limits being calculated from when the stage begins and excluding any periods when other business is under consideration or when a meeting of the Parliament is suspended (other than a suspension following the first division in the stage being called) or otherwise not in progress: Groups 1 to 5: 1 hour Groups 6 to 8: 1 hour 25 minutes Groups 9 to 12: 2 hours 15 minutes Groups 13 to 16: 3 hours 15 minutes Groups 17 to 20: 4 hours. 1

The following amendments were moved and with the agreement of the Parliament withdrawn: 41,124 and 81. The Presiding Officer extended the first time-limit under Rule 9.8.4A(c). The Presiding Officer determined, under Rule 9.8.5BA, that, in his view, no provision of the Social Security (Scotland) Bill related to a protected subject-matter. 4. Social Security (Scotland) Bill Stage 3: The Minister for Social Security (Jeane Freeman) moved S5M That the Parliament agrees that the Social Security (Scotland) Bill be passed.
