1 GRAVESENDCAMPUS 1.0 LEARNING & SKILLS COUNCIL 1.1 Application In Principle The Application in-principle (AIP) was approved by the LSC on the 9 th May 2007 for the following buildings: Gravesend Campus; 1. New Block C & R (Block C and Identity Block combined) Refurbished Hospitality Centre (Block H) Refurbished Technology Centre (Block T) Motor Vehicle Workshop (Block M) All necessary enabling and demolition works that accompany the above redevelopment Dartford Campus; Dartford Swimming Pool Conversion (Block H) 1.2 Application In Detail. An Application In Detail (AID) for the Phase 1 works comprising new Blocks C & R was approved at the LSC National Committee on 13 th December All works on further Applications In Detail for the second phase have been postponed pending clarification on future funding and instructions from the College. 1.3 Fee support applications. The Stage 2 and Stage 3 Fee Support applications, in the amount of 250,000 and 810,000, were received on 20 th September 2007 and 20 th October 2009 respectively. Monthly applications are being submitted to the LSC for payment against the funding approval. 1.4 Post Completion report A Post Completion report is to be submitted to the LSC on completion of the project within 18months of Practical Completion. 2.0 PROGRESS TO DATE 2.1 Enabling and temporary accommodation works All temporary units with the exception of the two storey unit at the rear of the site, have been removed. 2 2.2 Main Contract Works The buildings were completed and handed over to the College for occupation on the following dates:- Block C Nursery 10 th August 2009 Block C and external works 11 th August 2009 Block R reception and refectory 1 st September 2009 Block R training kitchen and offices 11 th September 2009 Block R body matters and sports hall. 21 st September 2009 The defects liability period expired on 14th September End of defects inspections have been completed and approximately 80% of the defects have been rectified. A final inspection will be undertaken shortly before releasing the retention monies held under the contract with BAM Construction. 2.3 IT installations The infrastructure cabling across the Gravesend and Dartford sites is complete and the new College servers at both the Dartford and Gravesend campuses have gone live. The new voice and phone systems have also gone live with the installation of new phones and computers. 2.4 Furniture, fittings and equipment. The furniture installations were completed in Block C on 11 th August 2009 and in Block R were phased with the main installation completed on 11th September All furniture has now been supplied and installed. 2.5 Completion works The following Completion Works are being carried out:- Demolition of existing three storey Block C and completion of the estate road to provide a one way route from Lower Higham Road entrance to Dering Way. The demolition, the rear access road and the retained link works are all now complete. Refurbishment of Hospitality first floor. o Gransden Construction has completed this work. Refurbishment of second floor of existing Block C (previously LRC). o Gransden Construction has completed this work. 2.6 Ifield School The works to Block C Ifield School were completed by BAM on 11 th August P:\Projects\5361 NWKC - GRAVESEND\Reports\Summary Status reports\summary Status Report.doc 2

3 3.0 PLANNING, BUILDING REGULATIONS AND STATU TORY CONTROLS 3.1 Planning Planning applications for the new buildings, refurbishment works and temporary accommodation at the Gravesend Campus have been approved by the Local Planning Authority. The Conditions of Planning have been formally released by the Planners. The main Condition relating to the construction of a Cycleway along Dering Way has been discharged following the completion by the College of the design. The College are not required to carry out or contribute further to the Cycleway. Following discussions with the planners, a new planning application has to be submitted for the rear access road and car parking changes. 3.2 Building Regulations An inspection took place prior to each handover and occupation notices have been received. Final certification for the new buildings has now been received. 4.0 COSTS 4.1 The total gross construction cost (including VAT) contained within the Application In Detail for Phases 1a and 1b (Block C & R) is 32,308,848. The current estimated final cost is within this approved sum. 4.2 A final account has been agreed with BAM. Final quotations and costs have been agreed with the furniture supplier and ICT installers. 4.3 Payment has been received from Ifield School. 4 DARTFORDCAMPUS 1.0 LEARNING & SKILLS COUNCIL 1.1 Application In Principle An Application In Principle (AIP) for the Dartford Campus was approved by the LSC National Committee on 21 st May Application In Detail An original Application In Detail for Phase 1 was submitted to the LSC on 24 th October This was subsequently revised to achieve an excellent rating under the most recent BREEAM Assessment 2008 (rather than the BREEAM 2006 Assessment). A revised AID was issued on 1 st December Following much deliberation a Project Readiness Verification Questionnaire was completed on 8 th May 2009 and the College were selected by the LSC to submit a revised AID with proposed savings. This revised and reduced AID was submitted in July 2009 and was eventually approved in writing on 9 th September The amount approved is 52,603,485, with the LSC funding 50,496,000 over the following years: ,149, ,584, ,614, ,099, ,050,000 The scope of revised funding is:- Construction of new Block B Teaching block and Block S sports hall totalling 10,924m2. Refurbishment of the existing Theatre Block and conversion of the swimming pool (Block H) in lieu of the construction of a new Theatre Block (Block T) totalling 2,366m Fee support applications. A Stage 2 Fee Support application for the preparation of the AIP for Dartford has been submitted to the LSC. This application is on a matched funding basis with the College funding 50% of the application in the total amount of 500,000. A Stage 3 Fee Support application has now been submitted to the LSC. 1.4 Additional funding All works on further Applications In Detail for the second phase have been postponed pending clarification on future funding and instructions from the College. A meeting was held with the LSC on 1 st February 2010 to review progress on both the Gravesend and Dartford campuses. 5 2.0 PROGRESS TO DATE 2.1 Enabling, demolition and temporary accommodation works The Enabling Works Contractor, Gransden Construction, and the temporary building suppliers have completed the enabling and temporary accommodation works. The new temporary accommodation is now fully occupied. 2.2 Yeomans facility The temporary relocation of the Yeomans Unit is complete 2.2 IT installations The new Server Room in Block K is complete. Cabling works across the campus and the server relocation have now been carried out. See Gravesend Section for further ICT information 2.3 Design development The design team had originally completed and issued their design up to RIBA Stage E / F to the Contractor, BAM. Following the changes agreed with the LSC the design team have now revised the design of Blocks B and S to comply with the approved AID. The design has been amended to incorporate lessons learnt and changes made at Gravesend. The design team has now completed the design of the refurbishment of Block H ready for formal instruction to BAM Construction. Following the reduced funding, a revised design for the car parking, landscaping and drainage has also been completed. 2.4 Consultants appointments Revised fee quotations have been agreed with all the consultants. Maples Teesdale have prepared consultants agreements these have now been issued to all consultants. KSS Group and AKT have signed their appointment documents. Fulcrum and NRP appointments have yet to be signed. NRP have received their revised appointment incorporating the QS services. 2.5 Geotechnical testing. Following the discovery of a void at the location of the ATES borehole, further investigation has been carried out on the extent of known and potential Deneholes on the site. Peter Brett Associates, the engineers originally appointed by the University of Greenwich, were appointed to assist with this process. As a matter of precaution, electromagnetic geotechnical testing commenced across the entire site to endeavour to indentify any features in the ground. Following receipt of the initial results, a number of potential anomalies below ground have been identified. 6 has recently collapsed between the swimming pool and Block V. Further geotechnical testing by Costains subsequently commenced in July Following completion of the first phase of probe testing works undertaken by Costain Geotechnical a number of soft spots were been identified. Alternative proposals have been priced with BAM for either raft foundations or ground stabilisation works. These proposals have been evaluated by the design team. BAM will carry out the geophysical ground investigation surveys and remediation / ground stabilisation works as necessary to proceed with the construction of the original foundation design. BAM Ritchie have now completed ground stabilisation works beneath Blocks B and S. Remedial works have now been carried out to the ground feature under the existing Block H. The insurance company appointed contractor technical report remains outstanding. Further dynamic probe tests have been carried out beneath the new foundations to Block H and underpinning works are now complete. 2.6 Main contract procurement Following the issue of an OJEU Notice and return of First Stage Tenders, BAM Construction were appointed to enter into Second Stage Tender negotiations in July Revised tenders have been received and form the basis of the AID submission. A letter of intent was issued to BAM on 28 th September 2009 for the initial site set up works over 6 weeks in the amount of 500,000. Further letters of intent were issued to BAM on 3 rd December 2009 for the continuation of design, installation of temporary roads and paving, site preparation and levelling works, procurement of steelwork and commencement of the geotechnical ground stabilisation works. The building contract has now been signed by BAM Construction and NWKC. BAM Construct plc has also signed and Parent Company Guarantee. The Building Contract incorporates a Provisional Sum for Block H refurbishment. Instructions have now been issued for all of the works. 3.0 PLANNING, BUILDING REGULATIONS AND STATU TORY CONTROLS 3.1 Planning The planning application for the Dartford Campus received consent at committee on 8 th November The decision notice includes a number of conditions and reserved matters (the latter relating to the submission of details for the refurbishment of Block K). The Conditions have now been discharged with the exception of the two conditions relating to drainage. Applications will need to be submitted for minor amendments to these Conditions. Following revised LSC funding, discussions commenced with the Planners regarding the changes to the scheme. The main changes comprise: - Revised phasing. 7 Revised cladding materials. Minor relocation of Blocks S and B. Consent was received on 15 th January 2010 to these non material amendments. The planners have also agreed to the construction of additional temporary car parking on the playing pitches at the location of the new temporary site access. This will relieve the pressure on car parking on site. Following recent discussions with the Planners the following submissions are required:- Revised substation design non-material amendment. Consent granted. Changes to elevations, plans, etc non-material amendment. Submitted and awaiting approval. Changes to external works, drainage, etc non-material amendment. Awaiting submission. Block K Reserved Matters. Awaiting submission. Retention of temporary roads and accommodation. Awaiting submission. 3.2 Building Regulations The plan and inspection fees have been paid and the Building Control officer from Dartford Borough Council is visiting site regularly. 4.0 PROGRAMME The programmes submitted with the AID are based upon the following revised completion dates:- Completion of Block S May 2011 Completion of Block B June 2011 Commencement of Block H May 2010 Completion of Block H May 2011 Early completion of Block H Theatres only November 2010 Completion of the final external works and removal of temporary accommodation End COSTS P:\Projects\5361 NWKC - GRAVESEND\Reports\Summary Status reports\summary Status Report.doc 7

8 The Contract Sum agreed with BAM amounts to 31,574,950. The total gross construction cost (including VAT) contained within the Application In Detail amounts to 52,603,485. The current estimated final cost is within this approved sum. The main financial risk s on the project are:- ICT installations cost. Furniture and fitting scope and costs. Retention of temporary accommodation units Tenders have been received for the supply and installation of the furniture and Complete Office Group (the installers of the furniture at Gravesend) has been selected as preferred bidder to develop the scope and space plans. 6.0 SITE WORKS BAM have completed the following works:- Foundations and groundworks to Blocks B & S. Structural steel frame and upper floors to Blocks B & S. Steelwork to Block H. Precast concrete planks to Blocks B and S. Demolition works to Block H External cladding and roofing works to Blocks B & S are on programme and nearing completion BAM have now commenced on site with the following works: - Block B Blockwork walls and internal partitioning. First fix services. Raised access floors. Block S Blockwork walls and internal partitioning. First fix services.
