As Head of Development & Regeneration you will be a member of the new Property & Development Management Team, linking the repairs, asset and development teams to provide quality, performance and improvements that will drive our service standards to sector leading levels. The Head of Development & Regeneration will need to demonstrate strong technical skills and an understanding of the development cycle from land assembly to building completion, the grant system and be financially astute to put deals together; a key objective will be to deliver 450 new homes over the next 5 years. 7 Bron Afon - Role profile Responsible to Responsible for Director of Property and Development The Development & Regeneration Team & Contractors Create, develop and lead the organisation s development and regeneration service, identifying viable development opportunities, securing grants and funding, developing programmes, managing consultants and contractors to deliver new build and regeneration programmes to time, standard and budget. Champion a Health & Safety culture throughout the organisation and in the management of contractors. Lead significant and complex change in a regulated environment, delivering Bron Afon s operating model in conjunction with stakeholders. Act as an effective member of the Departmental Management Team, the Corporate Leadership Team and leader within the business. Role model the values of Bron Afon, supporting and driving culture change both corporately and at team level. Management Lead Bron Afon s development & regeneration programme, including site identification, appraisal, acquisitions, grant application and negotiations, design, procurement, build and hand-over. Lead the strategic and tactical decision-making process for development, providing expert advice together with progress of the development programme and the associated risks and opportunities. Lead and manage the development team to operationally deliver all development and regeneration projects from inception to completion in a safe and transparent manner to standard and budget. Ensure the correct choice and management of contracts. Ensure that development practice demonstrates full compliance with all legal and statutory regulations, covenants and CDM and health & safety requirements including duty of care. Lead working groups to ensure the development programme is aligned with strategic objectives. Lead strategy and policy development including the development of policies, procedures and systems around the new build development and regeneration function. Lead the planning and procurement of development and regeneration programme including engaging consultants and contractors in line with the Association s Procurement Policy. Oversee effective project and programme management including producing and evolving effective programme monitoring reports suitable for officer, Board, Committee and external use. Lead and develop the financial appraisal of potential new build schemes and the programme in conjunction with colleagues. Ensure value for money in the new build programme is delivered through minimising costs and maximising external grant and other income. 7 Bron Afon - Head of Development & Regeneration

8 Bron Afon - Role profile Develop projects that meet the requirements of customers, Bron Afon and the regulatory framework, managing the design and procurement of new projects, overseeing the appointment of consultants and managing their performance. Participate in the out of hour s emergency call out rota. Strategic financial management and control Develop and manage multi million pound budgets including providing expert advice related to development business planning. Effectively set and manage budgets for the short, medium and long term, to ensure adequate funding is in place and that any variations in funding are appropriately managed. Providing expert advice related to development business planning. Actively contribute to the development, implementation and review of corporate operational, business and risk management plans updating the Director of Property and Development of all relevant and emerging risks. Identify and report on key performance indicators ensuring that the Development function builds a positive performance culture where it strives to continuously improve to meet and/or exceeds internal and external regulatory requirements, incorporating excellence and best practice. Leadership, Staffing and Organisational Development Lead and manage the Development function ensuring the effective use of all resources and develop frameworks which support delegated decision making and empower staff to reach their full potential. Support the development of individual and team performance frameworks which reward and recognise contributions to service improvement and addresses underperformance. Governance, Regulation and Conduct Lead by personal example, demonstrating the highest personal standards of integrity and conduct consistent with Bron Afon s vision and values. Ensure compliance with all standing orders, financial regulations, regulatory and inspection frameworks. Prepare and present all information returns to the regulator, local and government bodies, as applied to Development and Regeneration. 11 Bron Afon - Person specification Qualifications, knowledge and understanding Corporate membership of RICS, RTPI, or other appropriate chartered qualification. Ideally a relevant management qualification. Current and significant experience of transforming and leading commercial construction organisations. Experience of managing large scale budgets and financial monitoring. Proven track record of delivering high performance and efficiency in areas of responsibility. Demonstrable experience in the construction, procurement and management of multi million pound contracts. Experience Demonstrable experience of leading complex organisational change. Extensive demonstrable experience of leading new build development programmes. Extensive and demonstrable experience of leading teams and individuals to deliver results in a development and regeneration environment. Excellent understanding of the regulatory and legal framework surrounding the delivery of new build housing of all tenures. Experience of carrying out options appraisals, financial appraisals and development of business case reports. Detailed, practical knowledge of common construction contracts. Experience of formal contract management in a new build development setting. Detailed knowledge and experience of procurement of new build housing contracts. Knowledge and experience of Health & Safety legislation, including building regulations and CDM requirements, affecting new housing development and regeneration. Experience of successfully maximizing grant to fund new build social housing Knowledge of the Welsh Government affordable housing objectives and the opportunities it presents Bron Afon. Experience within a development environment with a registered provider (RP), developer or housing related or other voluntary organisation. Experience of and involvement with more than one sector. Experience of the legal responsibilities and liabilities of RPs. Skills and attributes Excellent leadership and motivational skills with the ability to foster empowerment. 15 Position: Head Development & Regeneration Package: Salary: Competitive package Pension: Bron Afon s occupational pension scheme (or such other registered pension scheme as may be set up in place of it) Bron Afon will contribute on a monthly basis the appropriate contribution determined from time to time by the pension scheme together with deducting from the Executive s salary such sum as may be required to be contributed by the Executive. Other terms: Anuual leave is 32 days pa plus an additional 3 days leave designated between Christmas and New Year. Probationary period is 6 months, after which the notice period is 3 months. Location: Your usual place of work will be our head office at Ty Bron Afon, William Brown Close, Cwmbran, NP44 3AB. Given the seniority of the role, visibility across all our operating areas and occasional national travel is expected, as is flexibility in fulfilling the requirements of the role. Cwmbran, is well connected by road and rail. It s under 20 miles to Cardiff, and just 35 miles from Bristol. You would also be just 30 miles away to a beautiful coastline and in the heart of an impressive scenic landscape. The Head of Direct Services will lead on the creation and development of a commercially focused in-house repairs and maintenance service and the Head of Investment will be responsible for leading our approach to establishing and leading major works and improvement programmes and contractor management.
