2 The requirements in the above key result areas are broadly identified below: Key accountabilities Key accountabilities (jobholder is responsible for) 1 Job Specific Accountabilities Implement the requirements of and compliance with Bay of Plenty Navigation and Safety bylaws and various relevant acts in relation to moorings. Ensure that swing moorings are effectively and efficiently regulated and managed. Undertake any other relevant duties as directed by the BOP Regional Harbourmaster/Manager. 2 Relationship management Establish and maintain close working relationships with internal and external contacts including local authorities, ratepayers, landowners, suppliers, consultants, and contractors. 3 Corporate contribution Promote the implementation of the Corporate Culture Statement, Leadership Model and Health and Safety Systems. Recognise individual responsibility for Workplace Health and Safety under the Health and Safety in Employment Act Meet the statutory responsibilities detailed in the Information Management Policy and Procedures standard. Meet Bay of Plenty Regional Council s statutory responsibilities for civil defence and emergency management. Key accountability measures (jobholder is successful when) All moorings have current licences and inspection certificates. Enquiries are responded to within 48 hours. Best practice is maintained in mooring design, maintenance and regulation. Advice, developments and implementations are based on sound research and analysis, and are provided in a timely and professional manner. Moorings are appropriately situated within designated mooring areas. Mooring audits are carried out regularly and followed up as appropriate. Information is appropriately captured, maintained and communicated. Effective, professional relationships and partnerships are developed and maintained with internal and external contacts. Professional image is conveyed in public forums. Corporate responsibilities are undertaken and completed accurately, meeting specified standards and within agreed timeframes. Hazards are identified and all incidents and accidents are reported. Participate in any wellness programmes, such as stress management training and health monitoring. Council records are created and maintained in corporate information systems, meeting specified information management standards. Participate in any civil defence and emergency management training initiatives and assist with any civil defence emergencies, as part of Bay of Plenty Regional Council s responsibilities for civil defence and emergency management. Work complexity Most challenging duties typically undertaken, and the frequency of it being performed: Maintaining a high level of professional awareness with regard to mooring management and relevant legislation. Occasionally required to handle difficult onsite face-to-face confrontational situations when dealing with mooring owners, regarding complaints and non-compliance of mooring licences and bylaws. Auditing mooring inspectors and ensuring they comply with Council documentation and best practice. Removing unlicensed vessels from moorings and/or removing unauthorised or illegal moorings. Maintaining comprehensive records of mooring locations, conditions, service history, and ownership. Establishing and operating a moorings liaison group to ensure that mooring owner views are captured and considered. Other aspects Note any significant aspects of this job that have not been captured elsewhere in this document. A project will be required to bring the moorings in the Rotorua Lakes area into compliance with Bylaw requirements (there are currently many unlicensed moorings). Ensuring appropriate cover of approved mooring inspectors, which has historically been an issue.

4 Person specification Minimum academic qualifications and experience required: Essential Successful completion of NCEA, Level 2. Minimum of two years relevant experience. A valid driver s licence required* 1 Desirable (for recruitment purposes only) Local Launch Master s licence (NZQA Level 3 equivalent). Knowledge / experience (indicate years of experience required as appropriate) Essential Excellent English written, verbal and comprehension. Microsoft Office applications. Word processing, spreadsheet and database experience. Understanding of mooring specifications and management. Sufficient experience and ability to proactively apply knowledge and skills to continually improve systems, quality and results. Desirable (for recruitment purposes only) Knowledge of navigation safety issues, particularly Navigation Safety Bylaws (local knowledge a bonus). Key skills / attributes / job specific competencies The following indicates what would typically be expected for this role at a competent level: Advanced knowledge Understand of mooring specifications. Understanding of mooring licencing processes. Working knowledge Knowledge of Maritime Transport Act and Local Government Act 1974 and other relevant legislation. Project and time management. A reasonable level of computer ability. Awareness Community, cultural and political awareness. Personal attributes / key behaviours Sound judgement and initiative. Critical decision making skills. Ability to work unsupervised. Negotiation and mediation skills, with the ability to resolve conflict situations. A high level of courtesy, listening and communication skills. Well-developed public relation skills. Sound report writing skills. 1 Driving record free of driving suspensions or convictions (excluding demerit points and infringement fees). Requirement for valid Driver s Licence may be waived if applicant has a driving-related disability.

5 Ability to demonstrate a high level of flexibility and self-motivation. Excellent problem solving skills. Other requirements May require frequent travel within or outside Bay of Plenty region.
