Overall Prgress Twards Develpment Objective: In this quarter, prgress twards the M&E team s develpment bjective was achieved thrugh the fllwing activities: 1) cmpleted studies were presented, while wrk n nging studies cntinued; 2) new discussins n the revisin f PNPM's general and technical guidelines based n PSF M&E team s research prducts started; and 3) cnsultants were selected and hired t facilitate the implementatin f the team s larger capacity-building initiative. Analytical utputs delivered in the perid frm July - September 2013 included:

2 1. The Lcal Level Institutins III (LLI3 ) Overview Reprt was finalized and apprved by the Cuntry Directr; 2. The Cmmunity Management f Develpment Prtfli/Integratin Study was cmpleted and presented t the PNPM Radmap Wrking Grup; 3. The Cmmunity Grups Study was als cmpleted and presented t the Wrking Grup. Plicy discussin and review: In this quarter, discussin n inputs fr the revisin f PNPM Rural s technical guidelines and PNPM Mandiri s general guidelines cmmenced. The inputs will be based n the results f the Integratin and Cmmunity Grups Studies. Capacity-building activities: During this quarter, cnsultants were recruited t develp the cncept fr an internatinal partnership fr a qualitative and ethngraphic methds capacity building prgram (Qualitative Netwrk Initiative). The team als received a request frm BPS t prvide capacity building supprt in the areas f field testing and quality cntrl t supprt the BPS in their endeavrs t revise the cnsumptin mdule in the Natinal Sci-Ecnmic Survey (SUSES). Key Develpments during the Quarter: 1. The LLI3 reprt was finalized and apprved; 2. The Cmmunity Management f Develpment Prtfli/Integratin Study has been presented t the PNPM Radmap Wrking Grup. Discussins were held n the incrpratin f the study results int the Radmap Agenda; 3. The cllectin f quantitative data frm Papua and West Papuawere intensively implemented, including the fllwing: i) data entry and cleaning cmmenced fr Susenas secnd rund; ii) data cllectin fr Susenas third rund began, under the supervisin f the PSF; iii) a jint supervisin missin with BPS was cnducted t prly perfrming areas utside f Papua and West Papua t bserve if their pr perfrmance is related t systemic issues in the Susenas data cllectin methds; 4. Qualitative wrk in Papua and West Papua cntinued, with the fllwing activities being implemented: i) Case study reprt by Junir researchers were finalized; ii) AKATIGA cmmenced n data analysis in crdinatin with PSF; 5. The PRSF-funded Cmmunity Grups Study was cmpleted and the results presented t the PNPM Radmap Wrking Grup. Discussinwas held n the incrpratin f these results int the PNPM Radmap agenda and int the revisin f PNPM Rural s Technical Guideline; 6. The draft analytical pipeline fr was apprved by the JMC; 7. Cnsultants were selected and recruited t frmulate a cncept nte and wrk plan t develp the qualitative research prgram fr cllabratin and capacity building n qualitative and ethngraphic research addressing tpics relevant t CDD and scial develpment in Indnesia. Critical Challenges: The M&E Team has encuntered difficulty in finding a replacement fr the M&E Quantitative Specialist, with n strng candidate being identified during the selectin prcess. The team will need t readvertise the pst. T meet the need fr human resurces t address upcming analysis needs, the

3 team will deply temprary resurces. Activities Planned during the Next Quarter: Fr nging studies: LLI3: Frmal publicatin f the reprt, bth in English and Indnesian; publicatin f plicy and summary briefs with key, ed messages using multiple media; and the hlding f a jint seminar/wrkshp with the Pverty Team t disseminate the key findings t the public. Cmmunity Develpment/Integratin Study: This study will be presented t TNP2K/Pkja Pengendali, Bappenas and PMD tgether with the Cmmunity Grups Study; Cmmunity Grups Study: This reprt will be finalized and presented tgether with the with Cmmunity Develpment/Integratin Study t TNP2K/Pkja, Bappenas and PMD; Village Infrastructure Census: Discussins will be initiated with develpment partners (including representatives f lcal gvernments) regarding the use f this Census as an input fr their develpment planning; Papua Analytical Wrk: Fllwing the cmpletin f cleaning activities, analysis f Susenas first rund data cmmenced in Q Data cleaning f the Susenas secnd rund data (with attached PNPM mdule) will take place in Q4 2013, with the secnd rund analysis f quantitative data expected t fllw immediately. Discussins are being held with BPS t elicit feedback frm the field fr future data cllectin runds, with tw further runds scheduled t take place in the remainder f PSF will prvide additinal supervisin utside f the Papuan prvinces t determine whether shrtcmings in BPS data cllectin methds are specific t Papua r characteristic f BPS data cllectin thrughut Indnesia. Fr qualitative activities, data analysis will be cnducted by AKATIGA with supprt frm PSF. Preliminary presentatin f findings will take place at the upcming wrkshp n PNPM in Papua, t be held in Jayapura in Nvember. Fr planned studies: PNPM Rural Evaluatin Series (Ecnmic Impact Simulatin and Sentinel Villages): EIS cncept nte, staffing plan, and apprved activities will be launched, as will the SV cncept nte and staffing plans. Gvernance and Accuntability analytical prject: The cncept nte will be cmpleted by Q Pekka Evaluatin (mixed methds): The cncept nte will be cmpleted by Q Fr the Qualitative Netwrk initiative, cnsultants will finalize cncept nte and design plan, fcusing n the develpment f a mdel fr engagement and type f capacity building activities. This wrk will be cnducted in cnsultatin with gvernment and knwledge sectr partners.
