2 Alberta Seniors and Housing Overview Alberta Seniors and Housing promotes the well-being and quality of life of Alberta seniors and those in need of affordable housing. It develops and delivers programs and services that assist seniors and promote safety and well-being for Alberta s aging population. The Ministry fosters the development of affordable housing and supports access to housing options for Albertans most in need. To achieve these outcomes, the Ministry works with seniors, Albertans who require housing supports and others in the network of support: families and caregivers, communities, senior-serving organizations, housing management bodies, housing providers and other government partners. For further information, visit the ministry website at Position Summary Reporting to the Deputy Minister, you will lead the development and delivery of a variety of programs and services to support the well-being and independence of Alberta seniors. Your division will engage with government and community partners to develop strategic policy initiatives, and provide public information and outreach services for seniors, their families and service providers. Your collaborative leadership style and commitment to ongoing consultation with seniors and stakeholders around the province will inform policy directions and ensure the delivery of client focused initiatives that are aligned with ministry and government priorities. Major Accountabilities Providing leadership in the development of a Seniors Plan that reflects government priorities and is achieved through consultation with Alberta seniors and stakeholders. Leading the development of strategic policies that anticipate changing demographics of seniors, respond to seniors needs, and align with the policy needs of key partners and stakeholders. Overseeing the development and delivery of income support programs such as the Alberta Seniors Benefit Program, Special Needs Assistance for Seniors, Seniors Property Tax Deferral Program, and the Seniors Home Adaptation and Repair Program. Developing and maintaining effective relationships and partnerships with community organizations, stakeholders, interest groups, the public and other ministries through significant networking, advocacy, and communication activities that help promote and respond to seniors issues. Providing the Minister and Deputy Minister with strategic options, policy advice, recommendations and perspectives relating to issues, opportunities and challenges associated with Division programs and initiatives. Leading the ongoing evaluation of Division programs and initiatives to ensure sustainability and responsiveness to changing client needs. Representing the Division and Ministry on government, inter-provincial, national, cross-border and private sector committees and teams. 3 Providing leadership, coaching and mentorship to the senior management team and staff. Promoting innovation, continual improvement, and effectively managing human and financial resources. Authorities The Assistant Deputy Minister is involved with the administration of legislation relating to the business of the ministry and other legislation related to leadership responsibilities and delegated authorities including: Seniors Benefits Act and General Regulations Seniors Property Tax Deferral Act and Regulation Seniors Home Adaptation and Repair Act and Regulation Government Organization Act Financial Administration Act Public Service Act Fiscal Planning and Transparency Act Freedom of Information and Protection of Privacy Act Organization The Ministry of Alberta Seniors includes the Housing Division, the Seniors Services Division, Policy, Planning and Legislative Support, Financial Services, Human Resources, and Communications. The Assistant Deputy Minister of Seniors Services reports directly to the Deputy Minister and oversees a variety of financial assistance programs to help improve the lives of Alberta seniors, including the Alberta Seniors Benefit, Supplementary Accommodation Benefit, Special Needs Assistance for Seniors, Seniors Property Tax Deferral Program, and the Seniors Home Adaptation and Repair Program, all of which provide direct financial assistance to seniors. Additionally, the Assistant Deputy Minister of Seniors Services engages with government and community partners on key strategic initiatives such as: Elder Abuse Prevention, Seniors Events and Conferences, Alberta s Age Friendly Communities, Minister s Seniors Advisory Forum. The Assistant Deputy Minister is accountable for the effective management of approximately 117 full time equivalencies and a budget of approximately $405 million. 4 Issues / Challenges Developing policy options that effectively meet client needs now and in the future in an environment of competing priorities, limited resources and tight timeframes. Collaborating with government partners to develop and implement key government initiatives such as: Transit 2023 Strategy, Alberta Dementia Strategy and Plan, LGBTQ2S+ Seniors Plan, Intergeneration Plan, Mental Health First Aid Seniors Training, Caregiver Supports Review. The Person (1) Knowledge/Skills/Experience Extensive related executive management experience with proven success as a leader, developing policies and directing programs that achieve results. Established record of success in strategic collaboration, engagement and partnerships with a wide variety of stakeholders in government, community and the private sector. Proven skills in leading and motivating teams with a track record of building healthy and positive workplace environments that enable staff to reach their potential while strengthening organizational capacity. Advanced systems thinking and problem solving skills and a demonstrated ability to take a strategic approach on opportunities for innovation and program renewal. Results driven focus with an understanding of government processes and experience in strategy development, accountability frameworks, and performance management systems. Experience managing significant fiscal and human resources. (2) Academic Background A related degree is preferred.
