3 CA s Paint Stewardship Law o o o Any manufacturer selling paint into California must operate a program to manage left over paint Convenient paint drop-off sites Environmentally responsible paint management

4 Who is PaintCare? o o o o Non-profit that runs paint recycling programs on behalf of manufacturers in states that passed a paint stewardship law Provides free and convenient recycling opportunities for leftover paint Funded through a per can assessment fee at point of purchase All services through PaintCare are FREE!

5 Why Do We Need This Program o o o o 10% of paint purchases is leftover/unused 65 million gallons leftover annually in the US Local and state government resources are limited, resulting in minimal recycling opportunities for households and contractors Paint recycling / disposal through hazardous waste haulers is expensive for businesses

17 What is the MRC? Mattress Recycling Council established in response to 2013 legislation Implement statewide mattresses collection & recycling program Oversight by CalRecycle Funding: $11.00 fee on mattresses & box springs $10.50 beginning Jan 1, 2018

18 Primary Objectives Increase the number of mattresses recycled Effective Communication Strategy Proactively address illegal mattress dumping Minimize consumer recycling fee

19 Program To Date Began Dec. 30, 2015 Over 152 Collection locations in CA Over 110 One-day collection events 10 primary recycler locations Over 1,900,000 mattresses collected

20 Contracted locations will accept mattresses from consumers at no cost Mattress Collection Network o Solid waste facilities o Non-profit entities o Recycling centers o Retailers o Others?

21 MRC & Tribes: Permanent Collection Site For high volume locations, MRC provides: Storage container Financial compensation to handle mattresses Transportation & recycling Paperwork/Reporting Requirements: Signed contract Mattress count for BOL & invoicing purposes Landfilled & Recycled
