7 UNEP s Sustainable Procurement vision Sustainable Procurement powerful tool for change Recognition of need for sustainable policies across all policy areas as a way to achieve sustainable development Consumers are expressing their will through ethical / environmentally conscious purchasing how their taxes are spent needs to reflect this change Vital for putting corporate social responsibility in place 7

8 UNEP s Sustainable Procurement vision 1) SP has to assure a balance among the three pillars of sustainable development. 2) SP has to be implemented by all actors in partnership. 3) SP has to be integrated at policy and operational level. 4) SP has to incorporate the concept of Life Cycle Economy. 5) SP has to be accompanied by capacity building especially for SMEs. 6) SP has to be measurable and encourage transparency. 7) SP has to be adapted to the various local realities and needs. 8

9 UNEP DTIE Division of Technology, UNEP/IAPSO Procurement Database Contains over 200 sites providing information on environmentally responsible procurement and in particular on product selection criteria International, regional and local information sources Section on eco-labels contains 106 entries More research is needed to enrich database with more information from various countries Hosted by Maintenance with UNEP with support from IAPSO Linked to THANKS FOR PROVIDING SITES! 9

10 UNEP DTIE Division of Technology, UNEP IAPSO SUSTAINABLE PROCUREMENT MODULES An awareness raising and training tool for IAPSO training but applicable more widely (other UN training, development agencies etc.) First tool of this kind to UN suppliers: will to be piloted and adapted Introduces life cycle thinking and function based approach Stresses the importance of local capacity building and transparency Provides basis for the development of a common language/procedures for UN procurement in line with the goal of sustainable development We will try to be as practical as possible :) but the lack of awareness of sustainable development in UN procurement MUST be tackled!!! 10

11 Interagency Group on environmentally and socially responsible procurement 1) Share organisations experiences to date on Sustainable Procurement and receive feedback on strategies under development 2) Encourage ownership of sustainable procurement by members procurement departments 3) Identify new sustainable procurement partners in developing and developed countries 4) Develop a plan of action particularly focussed on five themes: a) information exchange; b) development of joint procurement documents (e.g., product standards and best practice/convergence); c) capacity building (including awareness raising); d) research and studies; and e) measuring success of the initiatives taken 11

12 UNEP DTIE Division of Technology, sustainableprocurement.net Contains information on the concept of sustainable procurement (provided by UNEP) Provides information on the work and existence of the Interagency Group on Environmentally and Socially Responsible Procurement Links with procurement pages of each interagency group member Value of the site will depends on members Commitment Set up and hosted by IAPSO Maintenance with IAPSO with support from UNEP The site is up and running since summer 2002 but not complete yet 12

13 UNEP DTIE Division of Technology, ADB / UNEP MAPPING Base: brief UNEP mapping done in December 2001 on UN procurement practices ADB consultant in cooperation with UNEP is currently exploring environmentally and socially responsible interagency group members activities Report ready next year 13

14 UNEP s Vision of International Agencies Support 1) Review our own procurement policies, and to look at the way aid to development is provided by UN agencies and donors; 2) Integrate sustainable procurement requirements and training in current practices, in the offices and in UN operations and programmes; 3) Awareness raising and at the level of government and local authorities; 4) Training on low or 0 cost procurement choices especially in developing countries; 14

15 UNEP s Vision International Agencies Support 5) Discuss of possible financial support to allow the purchase of sometimes more expensive sustainable products; 6) Development of a monitoring system and common indicators to measure the medium and long term environmental, economic and social benefits of greener procurement choices; 7) Create close links between cities and authorities in developed and developing countries to exchange expertise and develop joint initiatives. 15
