1 Responsibilities of University and Occupier of University Buildings (Schools) Below lists the University s responsibilities and your responsibilities as the Occupier of University buildings Area The University s responsibilities The Occupier s responsibilities External Area Bicycle sheds All other compressors (those not Boundary fences, walls, and gates and those forming integral compounds serving the site building services) and compressor installations Compressors serving the site building services serving occupier s specific pieces Data networks of equipment Drainage system repairs and clearing of blocked drains Fuel installations, excluding the Flag poles maintenance of interceptors Footpaths, pavement, and steps with associated handrails Scissor lifts Furniture including seating outside of occupier s demise Storage bays and compounds Gas pipes (except those supplied solely to the occupier s premises) within occupier s demise Interceptors and tanks Waste compactors and hazardous Lawns, flower beds, trees, shrubs, and ponds waste disposal Lighting on site (including replacement of bulbs and tubes) Pest control Pumping stations Retaining walls Roads and car parks including markings, yards, and sleeping policeman Site electrical distribution systems, e.g. sub-stations, transformers Site entrance barriers Site signage Water pipes, hydrants, external taps and associated pipework where they form part of the main campus infrastructure including pitch irrigation systems 1 September 2012

3 Structural frames Rigs and experimental equipment Traps connected to the University s Walls of the following types: rigid walls, brickwork and blockwork services internal walls, including pre-painting repairs to plasterwork and Stages and podiums internal painting and decorations Uninterruptible power supply units within occupier s demise Building Services Building Management systems (BMS) Card access system Energy Management CHP Systems Extractor fans Fire detection and evacuation Heating, ventilating, and air conditioning installations Lifts Meters Cooling water system Gas detection in association with the occupier s business Hoists, cranes, fork-lift trucks, other mechanical handling equipment, and other lifting equipment Portable appliances and independent (portable) gas appliances Special gases Standalone heating and cooling packages for specific areas within the occupier s demise or the knock-on effect of such packages Warm air curtains Miscellaneous Equipment and Activities Service and maintenance of equipment provided within teaching rooms booked through FM such as PA, audio-visual and other projection equipment. 4 Cleaning Litter picking To make areas available to enable Personal hygiene services the Domestic Services team to Road, car park, and road gullies cleaning carry out their duties Rooms and facilities cleaning To notify the FM Helpdesk if Steps and footpaths cleaning additional cleaning is required Waste disposal Window Cleaning See the Domestic Services Service Level Agreement for details on frequency of cleaning and waste removal. Other The University s responsibilities The Occupier s responsibilities Health and Asbestos Register production and maintenance Contingency plans implementation Safety Day-to-day operation of building services and management to cope with Extensions, new buildings, structural alteration, and major works to mechanical and electrical installations unexpected damage to property, e.g. by fire or terrorist action Fire Risk Assessments production and maintenance through the Health & Safety Office Ensuring that the Landlord has free access and areas are clear of Hand-held fire extinguishers provision and testing through the obstructions to the Landlord s Health & Safety Office equipment areas, e.g. electrical Health and safety aspects of common and shared areas distribution boards and plant Major Business Contingency Plan implementation and management rooms in the event of a major incident First aid for employees and visitors Provision of sufficient information and training for Facilities Informing the University of any Management staff to operate buildings and buildings services safely other alteration works to be carried out and obtain its consent Providing the Security Office with up-to-date Duty Managers, 4 September 2012

5 emergency, and out of-hours contact lists Upholding health and safety guidelines within the occupier s demise Statutory Duties Construction Design and Management Regulations compliance Electricity at Work Regulations compliance Statutory testing and record keeping of any main infrastructure services, e.g. pressure vessels, gas, electrics, water systems, and lifts Town and Country Planning Regulations compliance Departmental equipment or installations statutory testing Departmental lifting devices statutory testing Fire alarm statutory testing and recording as agreed with the University Health & Safety Office Financial Responsibilities Ensuring all statutory requirements are met on commissioning building works Notifying and obtaining agreement for the costs the occupier will bear prior to works being carried out Paying property related expenditure Alterations or modifications carried out at the request of the occupier Data and telephone installations Furniture and fittings Non-standard cleaning inside the building Environmental/ Energy Responsibilities Building fabric, i.e. its energy performance or insulation Condition and assessment work on the building fabric and its energy systems (times as agreed with the occupier) Effective and efficient running of the building in cooperation with the occupier Ensuring the University s elements of the building and site elements conforms to all the current statutory requirements relating to environmental and energy matters Mechanical and electrical infrastructure of the building (including its Effective and efficient running of the site in cooperation with the University, and a responsibility to conserve energy Effluent discharging into the drainage system - there should be no unauthorised effluent discharging into the drainage system without a University 5 September 2012
