The role of the English Office is to effectively support and represent members in England in national health policy development and implementation. The post holder will report to the Public Affairs Manager, within the English Office team, and work closely with all other constituent parts of the NHS Confederation including Forum leads, Network, Country and programme teams, as appropriate. While being line managed by the Public Affairs Manager, this role will also draw on guidance and developmental support from other key colleagues in the Confederation with a specialism in policy. The post holder will also help support member

2 engagement working with the Senior Communications and Engagement Officer to ensure our policy influencing work is grounded in the views of our members. The post holder will be required to develop and maintain specialist knowledge, expertise and stakeholder relationships in particular areas of policy, in line with agreed organisational priorities which may change over time. They will use this expertise to inform and advise senior colleagues on policy influencing plans and sense-making activities and to produce relevant, high quality member products and stakeholder communications. They will champion the importance of engaging with members, ensuring they are at the heart of our influencing and policy work. STRUCTURE CHART See English Office structure ACCOUNTABILITIES Supporting our influencing and engagement objectives of the English Office. This will include: o Supporting the Public Affairs Manager in the overall stakeholder engagement strategy including in the day-to-day contact with parliamentarians and policy makers. o Monitoring and gathering intelligence on the activity of Government, Parliament and stakeholder organisations, informing the relevant parts of the NHS Confederation as appropriate. o Developing, maintaining and supporting good working relationships with key internal and external stakeholders to support relevant projects. o Contributing, as required, in line with the nature and level of this role, to any other corporate projects and activities necessary to recruit and retain members - including annual renewals, member surveys, the annual conference and exhibition; and commissioned projects and contracts - as agreed with line manager and other senior colleagues within the English Office. o Identifying and scoping products and services, including online content that will be valued by members and stakeholders. Developing and implementing project plans for the production and dissemination of these products and services taking responsibility for ensuring successful delivery, and resolving or escalating issues and risks as required to senior responsible officers. o Contributing to the design and writing of briefings, reports and events; and working with colleagues from the external affairs directorate to develop and publish final products. o Support the development of influencing plans and strategies. o Support the Public Affairs Manager in development of creative and innovative ways to raise the profile of the NHS Confederation with a parliamentary and political audience and key opinion formers.

3 Supporting our ongoing policy research, influencing, analysis and communications activities. This will include: o Researching and analysing specific policy issues, including through undertaking literature reviews and critical analysis of policy documentation, engaging with members; meeting with relevant stakeholders, and proposing policy positions and products based on this research. o Support our stakeholder engagement and influencing work. This will include leading on agreed areas of political and stakeholder monitoring, researching and drafting briefings for stakeholder meetings, supporting senior colleagues at external meetings, drafting correspondence with key stakeholders, including ministers and parliamentarians, and drafting parliamentary briefings. o Using knowledge and expertise to effectively and rapidly summarise complex issues and, on agreed pieces of work, contribute to the development of position statements, media lines and sense-making products on specific policy issues/ areas. o Working flexibly with colleagues across the English Office, to assist in the development of policy influencing strategies; advising senior colleagues and building consensus around influencing objectives and approaches; and working with external communications colleagues to agree stakeholder and media communications plans and products, as well as ensuring we are actively demonstrating the impact of our influencing work in our member communications. o Participating in cross-team working with the wider NHS Confederation group on cross-cutting policy issues, to ensure effective coordination of member and stakeholder engagement activities. o Providing advice, policy content and speaker suggestions for events for members and/or stakeholders relating to specific policy areas. Attending member meetings to present policy work and canvass member views. This may require some travel across the UK. o Organise own workload, managing a range of complex projects, issues and demands to ensure that work is produced to specification and agreed deadlines; responsible for highlighting to the appropriate manager(s) challenges to delivery in a timely manner in a timely manner. o Contribute to effective financial management by using finance systems appropriately and in line with organisational policy, for example raising purchase requests and adding supplier details. o Supervise specified activities of administrative or assistant level colleagues and interns, including delegating work to them and providing them with appropriate support and advice. o Keeping member and stakeholder data up-to-date by using the CRM to record and utilise contacts and detailed business intelligence. o Provide support to the wider team in the use of the CRM system as a CRM super-user, ensuring that NHS Confederation contacts, member designations, groups and lists are set up accurately and that team members

4 are using them appropriately to manage communications with members and stakeholders. KNOWLEDGE, SKILLS AND EXPERIENCE The post holder will have experience of policy analysis and research and of utilising a range of communication and engagement techniques, and will be looking to build on this experience in a varied and challenging role. They will have strong project management, influencing and writing skills, be experienced in issues management and be able to develop effective relationships with key internal and external stakeholders. Essential: o Experience of working in health policy or a related sector, and a demonstrable interest in the national health policy agenda. o Sound understanding of the policy making process in Parliament and Government o Experience of undertaking policy analysis and research and of using this specialist knowledge and expertise to advise senior colleagues. o Good knowledge of UK policy development and influencing processes. o Experience of using a range of communications mechanisms and techniques, in a political, membership, PR, or media context, and possession of communications planning, risk analysis, and evaluation skills. o Experience of managing projects and programmes of work, ensuring deadlines and required standards were met. o Knowledge of project management and budget management processes. o Excellent written and oral communications skills. o Experience of writing for a variety of audiences and purposes, including across online media and for hard copy publications. o Self-motivated and able to work flexibly and act on their own initiative, while being part of a larger team. o Ability to develop and maintain effective working relationships with colleagues members, and professional staff in other organisations.
