1 Position Title: Team/Workgroup/Dept: Reports to: Location: Project Engineer Asset Delivery Asset Delivery / Assets and Agribusiness Senior Engineer Project Delivery Traralgon Office PURPOSE OF POSITION The Project Engineer will provide expert support to one of the Senior Engineers Project Delivery in the Asset Delivery Group in the planning, design, tendering, supervision, construction, commissioning and successful operation of existing water industry infrastructure and the construction of new infrastructure. ORGANISATIONAL ENVIRONMENT Gippsland Water is the second largest regional urban water corporation in Victoria. It comprises of a diverse, complex and geographically dispersed asset base with a total replacement value above $1.0 billion. The Asset Delivery Section within the Assets and Agribusiness Department provides expert technical advice on Gippsland Water s the delivery of new assets to support service obligations and the sustainable development of Gippsland Water s business. To meet this challenge, the Asset Delivery Section is comprised of two functional groups, both led by a Senior Engineer Project Delivery. The Asset Delivery Group is responsible for the implementation of the organisation s Capital Works Program. The Asset Delivery Group engages in option studies, functional designs, detailed designs and prepares tender documentation, manages contracts and supervises contractors during the construction of Capital Works. It is also engaged in the planning of projects prior to tendering contract works - incorporating land tenure issues such as native vegetation, native title, planning permits and cultural heritage assessments. 2 KEY ACCOUNTABILITIES This position is directly accountable for the provision of expert technical support, supervision and information relating to the scoping, preparing specifications, tendering, construction and commissioning of Capital Works projects of new and refurbished water industry infrastructure. This role is critical to the successful delivery of the Asset Delivery Team s capital works program. KEY RESPONSIBILITIES: To facilitate the efficient and effective completion of works associated with the delivery of delegated, approved annual capital works projects, the Project Engineer, will have responsibility for: Involvement in the Planning phase, to ensure projects resolve the original problem statement, will be safe and efficient to operate, provide value for money, and include constructability reviews, clear performance requirements and safety in construction considerations for a variety of water and wastewater systems; Liaise with a wide range of internal and external stakeholders to finalise project studies and produce procurement and project delivery plans for the project. Also ensure clear plans are available for issues such as safety, environmental management, and cultural heritage; Preparation of tender documentation and facilitation of the tendering, award and contracting process relating to capital projects in accordance with Gippsland Water policies and procedures probity considerations; Providing detailed project management and contract administration and coordination of allocated capital projects dealing with a range of engineering disciplines as required including conducting site meetings with contractors, monitoring and managing project expenditure, recommendations regarding contract variations, preparation of payment certificates for submission to the Superintendent; Oversee Contractor field activity to ensure compliance with agreed plans such as, OHS&E, Quality, specialist management plans, planning requirements and other permits. Surveillance activities include compliance with the issued drawings and technical specification, as well as protection of existing infrastructure. Knowledge of General Conditions of Contract and negotiate contractual and technical matters as authorised Superintendent s Representative for major contracts, as delegated by the Superintendent ; Routinely advise management of project issues and prepare project status and financial information reports on a monthly basis, and at key phases of project delivery; Page 2 of 5

3 KEY CHALLENGES The Project Engineer will be required to establish productive relationships with both internal and external key stakeholders to facilitate the delivery of solutions that meet stakeholder expectations. The incumbent will have to be able to work in a multi-disciplinary engineering team and provide timely support and advice to members of the Asset Delivery and planning teams and other staff within Gippsland Water. Capital projects delivered must work effectively, be safe to use, and meet the performance and control objectives of the operations group. JUDGEMENT & REASONING Whilst the incumbent will be able to refer to a number of existing GW policies and procedures to guide in decision making, a considerable degree of technical interpretation and identification of viable options, drawn from experience will be required regularly. The incumbent will be required to interpret complex technical information, understand and interpret policy, codes, regulations, Australian standards and legislation. Further, they will be expected to generate alternative solutions, select the most appropriate option, and provide a convincing argument of this selection to the Senior Engineer, or other key stakeholders. At times there will be issues that the incumbent will be expected to resolve that are complex and without precedent. This position requires the ability to persuade, convince and negotiate with a variety of both internal and external customers and stakeholders, to ensure understanding of technical concepts, and the nature and significance of risks identified within capital works projects. The incumbent plays an important role in influencing and convincing others to modify their operational activities to comply with evolving standards and procedures, but also work processes as they improve / develop. Internal Communications Operations, SCADA, Asset Planning, Finance & Commercial Services workgroups and peers in Asset Delivery are among the areas of greatest business interaction. In addition, the incumbent will likely have contact with Gippsland Water employees and customers both internal and external to the business. External Communications Peers in other water authorities to exchange information to improve processes Council Engineering and Planning Officers GW consultants Contact with WGCMA, DSE, EPA, Vic Roads, Vline, and other Government agencies and regulatory authorities on an as needed basis regarding projects and regulatory approvals and advice associated with project work Contractors and Sub Contractors performing project work Customers and members of the public in relation to Asset Delivery Projects ESSENTIAL & DESIRED FORMAL QUALIFICATION Essential: o A tertiary qualification in an engineering discipline. o A current motor vehicle driving licence. Desirable: o Civil Engineer, or related experience in Construction Delivery of infrastructure projects; ESSENTIAL & DESIRED SKILLS/EXPERIENCE Essential: o At least 3 to 5 years experience working in a technical role compatible with the key responsibilities of this position Desirable: At least 5 years work experience in an engineering field compatible with the key responsibilities of this position Page 4 of 5

5 o Appropriate experience in the installation, contract management and construction supervision of water industry infrastructure, or equivalent. o Demonstrated whole of project management experience o Demonstrated ability to clearly write and review technical specifications and prepare Contract documentation. o Well developed oral and written communication and presentation skills. o Ability to investigate and analyse options and review functional designs to provide the best outcomes for water and wastewater infrastructure issues. o Demonstrated productive performance in a team environment. o Understanding of Risk Management processes. o Ability to place into service newly delivered projects in an operating environment. o Demonstrated Contract management, administration skills and experience with large projects. o A detailed understanding of General Conditions of Contract AS4300, AS4000 & AS4902 o Claims resolution and Variation management experience. o Ability to understand and operate technical, program, and finance computer software packages o Construction supervision experience of multidisciplinary infrastructure projects o Practical understanding of the risk management in water & sewerage infrastructure. o Ability to comment on designs, to improve safety, and consider constructability, and cost outcomes. SELECTION CRITERIA: Demonstrated experience in the delivery of construction projects for water industry infrastructure or equivalent Demonstrated ability to clearly write and review technical specifications and prepare Contract documentation. Ability to investigate and analyse options and review functional designs to provide the best outcomes for water and wastewater infrastructure issues. Minimum 5 years experience working within the civil engineering discipline.
