Status Update Grain Trade Australia (GTA) is a member f the Grain and Plant Prducts Exprt Industry Cnsultative Cmmittee (GPPEICC) representing the interests f all GTA members. The GPPEICC is the principal frum fr the Department f Agriculture and Water Resurces t cnsult with grain, fdder, nuts, seed and timber industries n exprt inspectin and certificatin, exprt market access and ther relevant issues. The mst recent meeting was held 21 February 2018 and issues f relevance t GTA members are utlined belw. 2. Meeting Outcmes i) DAWR Exprt Finance and Certificatin Charges Exprt Cst Recvery Funds - A request fr the use f funds in the Cst Recvery Reserve fr specific industry/dawr prjects was agreed. Criteria fr research prject submissin and their evaluatin are currently being develped. Industry will be advised when thse criteria have been apprved and applicatins fr funding under this apprach are pen. DAWR Debtrs - DAWR will sn be sending demand letters t a number f exprters (DAWR Clients) with verdue debt f mre than 90 days. Industry is reminded that failure t address such issues may lead t a withdrawal f DAWR services. As a cnsequence f the level f debtrs, the cmmittee supprted an investigatin int reducing the timeframe fr when a demand letter may be sent t clients by DAWR with verdue debt. Cst Recvery Impact Statement - The draft Cst Recvery Impact Statement (CRIS) is currently ut fr public cnsultatin. Industry is encuraged t prvide submissins by the due date f 30 March DAWR cntinues t aim fr adptin f the revised fees n 1 July 2018.

2 ii) Sub-Cmmittees/Wrking Grups A number f GPPEICC sub-cmmittees were apprved t discuss in details particular tpics f relevance. GTA sits n each grup and will keep members infrmed f wrk activities and seek input where required. Where industry seeks further infrmatin r wuld like t ffer supprt in particular areas please cntact GTA. Infrmatin Technlgy - An IT sub-cmmittee was frmed t address DAWR IT system develpments in the future and interactin f DAWR and industry IT systems. This sub-cmmittee is expected t cmpliment the recently frmed GTA IT Cmmittee. Dcumentatin - A Dcumentatin Wrking Grup will cntinue the wrk f the Request fr Permit Wrking Grup (see belw) and will widen its scpe t assist the prgress f imprved dcumentatin within DAWR in additin t cnsidering the issues arund pst sail authrisatin. Exprt Legislatin Review - A new Exprt Legislatin Review Wrking Grup will prvide input int the exprt legislatin review with its main task t cntribute t develpment f draft Rules that will exist under the new Exprt Cntrl Act. Sampling - The existing Sampling Wrking Grup will cntinue t review unreslved sampling and assessment issues related t inspectin f gds presented fr exprt. Mbile Bulk Sampling - A new Mbile Bulk Sampling Wrking Grup was frmed t assist develpment f mbile bulk lading guidelines. It will als cnsider defining the risk f these alternative supply chains in cmparisn t existing bulk terminals. iii) Request fr Permit & Dcumentatin Issues The Wrking Grup frmed by GTA t prvide feedback t DAWR n industry cmpliance with exprt regulatin related t prvisin f timely dcuments prir t exprt met prir t the GPPEICC meeting. Delays - While delays in certificatin prvisin cntinue, varius activities have been undertaken and are planned by bth DAWR and industry t address cncerns and reduce timeframes fr certificatin prvisin. Errrs - It was nted that in recent mnths there has been an upward trend in re-submissin f dcuments t DAWR due t errrs. Analysis f data indicates the main cause f dcumentatin delays is lack f attentin t detail by industry when submitting dcuments. Industry is encuraged t pay particular attentin t dcuments befre ldging with DAWR, given the impact f thse errrs n the exprter receiving certificatin and the impact f DAWR addressing thse errrs n ther industry stakehlders seeking their wn dcuments. Further analysis by the Dcumentatin Hub/Services Unit cntinues t explre methds fr a mre rapid turnarund f industry certificates. DAWR plan t cnduct a further rund f discussins in March 2018 with thse exprters cnsidered t cntinue t have a high rate f errrs when submitting dcumentatin. This includes cntinuatin f prvisin f please explain letters t industry a cpy f which is attached t this Market Ntificatins Advice fr cnsideratin by industry. E-Phyts -An e-phyt prject cntinues t pursue develpment f electrnic phytsanitary certificates. GTA is wrking with DAWR and internatinally via the Internatinal Grain Trade Calitin t ensure the grain industry needs fr this certificate and all dcumentatin is managed thrugh this prcess. Industry will be kept infrmed f prgress in this area. Industry is invited t nminate assisting in trials that are currently being planned. iv) Bulk Vessel & Inspectins Update Audits - Fllwing recent audits f establishments by DAWR, it is estimated that the number f issued nn-cnfrmities fr unannunced audits was significantly higher than that f annunced audits. DAWR cntinue t review their audit plicy and interact with industry when nn-cnfrmities are detected. Sampling - A review f sampling arrangements at bulk terminals has been cmpleted. A number f cntainer premises will next be inspected. The utcme will be recmmendatins fr changes t sampling arrangements in these exprt facilities. Industry is reminded that it is the respnsibility f industry t a) cmply with existing legislated sampling rates and b) t ensure samples cllected during/prir t lading are representative f the carg.
