1 Class Title: LSA Status: Non-Exempt BRIE DESCRIPTION: The purpose of this position is to manage, execute, and monitor an active oversight system that identifies fraud programmatic or criminal violations within the City s HUD unded housing Assistance Program. This is accomplished by overseeing fraud detection; completing fraud restitution; providing referrals and program integrity; and ensuring fraud prevention. Other duties include maintaining sensitive files; supervising the collection and tracking of fraud repayment plans; preparing and typing reports and correspondences; inputting computer data; and interacting with other City employees and citizens. Exerting lbs. frequently, or up to 10 Exerting lbs. frequently, or up to Exerting over 100 lbs. occasionally, lbs. frequently, or up to # Code Essential unctions 1 L Oversees fraud detection by surveying and reviewing client and staff transactions within computerized system and hard copy files for inconsistencies; performing criminal background checks; reviewing local and State records for income and occupancy verifications; resolving complaints via correspondences or personal contacts related to fraud; referring complaints not related to fraud; and conducting follow up inquiries and interviews. 2 S Completes fraud restitution by gathering, compiling, documents, and verifying case details, information, and facts to validate program violations; conducting case conferences and interviews with alleged violators; establishing promissory note and payment contracts; managing debt collection activities on fraud related over payments. 3 S Provides referrals and program integrity by preparing case history and summary with recommendation to the Department Director on case dispositions resulting in termination of assistance to family or criminal prosecution by the City Attorney or other federal prosecuting agencies; and reviewing complaints to ensure staff integrity, impartiality, and honesty. 4 L Ensures fraud prevention by developing and distributing informational handouts; conducting group briefings, seminars, and individual counseling; documenting, tracking, analyzing, and preparing case trend reports for senior staff; researching Page 1

2 and coordinating with other City, State, and ederal agencies on common problems and solutions; providing program updates via the media. 5 L Completes other duties as assigned by maintaining sensitive files; supervising the collection and tracking of fraud repayment plans resulting from client/landlord actions or in-actions; preparing and typing reports and correspondences; supporting senior staff decision making, informational needs of clients, and other service related agencies; and entering computer data. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Over two years up to and including four years. Valid Texas Class C Driver's License Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained at the college level or above. However, it may be obtained from experience and self-study. Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and selfstudy. Intermediate - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Receives limited direction: The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
