Background Peace in Sudan continues to be consolidated, after the signing of the Comprehensive Peace Agreement (CPA) between the Government of Sudan (GoS) and Sudan's People Liberation Movement/Army (SPLM/A) on 9 January Despite the death of Dr. John Garang shortly after his appointment as First Vice- President of Sudan and President of Sudan, the on-going establishment of the Government of Southern Sudan (GoSS) as well as that of the State and County-level Local Government has maintained its course and has begun to bring about very substantial changes in the political structures and processes. The institution of a National and a Southern Sudan Assembly as well as signing of both a National and Southern Sudan Constitution, among a number of key landmark achievements, are highlights to the commitment by both parties. The recent Juba Declaration between SPLA and SSDF has strengthened the drive for political/military stability in Southern Sudan. Despite these positive developments, the CPA remains on very fragile ground. The continued existence of militia groups that remain as yet uncommitted to the CPA threatens large areas of Upper Nile and parts of Bahr El Ghazal. LRA attacks both on UN staff/premises and civilians has crippled large parts of Equatorial and stifled economic development. Political appointments at various levels and the resulting undercurrents have also led dissatisfaction and violence, while ethnic tensions over grazing and water prevailing in rural areas. Continued perceptions of marginalization by communities in a new emerging CPA reality, as well as slow implementation of salary payments to both military and government officials, has led to conflict and

2 heightened tensions. Success in the implementation of the peace agreement is contingent on sustained political will and commitment of all parties and the UN system continues to play a strong supporting role, particularly on issues such as Good Governance (State and Local Government as well as Rule of Law programmes) and Area-based Recovery. UNDP has already developed a strong programmatic focus on transitional recovery, broad governance and peace-building, and for the last year has included a major re-engagement in Southern Sudan and expansion in the transitional zones. Partnerships with GoSS at the center and at the State levels are being developed, while county-level programming is at an early stage. Special attention needs to be given to ensure that UNDP programmes are carefully grounded, meeting realistic expectations, making linkages with the right counterparts, and addressing real needs. Within Southern Sudan, UNDP needs to begin to identify existing undercurrents of conflict within the States ensure a greater understanding of the political dynamics within Southern Sudan as the agency continues to position itself for the post referendum period. Description of Responsibilities : 1. Function / Expected Results: Provides high quality policy input to UNDP programmes and projects and ensures that UNDP programmes are in line with national policies and priorities focusing on achievement of the following results; Provide conflict analysis to the Head of Office, deputy head of Office and the team leaders including analysis of Sudanese history, politics and social relations as well as of ongoing political developments affecting programming and their impact on programme development; Support the Deputy Head of Office in building a programme that responds to conflict and supports medium and long-term peace building strategies; Provide role-specific advisory services within all UNDP programmes and projects, including support to programme managers in undertaking conflict analysis as part of their programme activities at GoSS and local levels 2. Function / Expected Results Ensures provision of top quality policy advice services to the Government and facilitation of knowledge building and management focusing on achievement of the following results: Support the Head of Office in mainstreaming of conflict prevention and conflict sensitivity within UNDP-supported programmes, strategies and other planning tools such as the UNDAP and PRSP; Maintain a strong collaborative approach with the Strategic Advisory Team in addressing crosscutting issues within UNDP programming; Strengthening of UNDP relations with government counterparts at GoSS and state levels, including advice and help in difficult negotiations; Facilitate capacity building and training efforts towards mainstreaming peace building and conflict analysis and prevention in UNDP programmes; 3. Function / Expected Results Ensures creation of strategic partnerships and implementation of the Transitional programme focusing on

3 achievement of the following results: Feed key inputs into UN policy and inter-agency processes related to conflict prevention and peace building, while providing technical support to the UNCT in improving synergies in programmes addressing the source of conflicts; Provide key analysis of current political trends with an emphasis on the key political actors in Southern Sudan as the region moves towards the post referendum period; Provides updates on a regular basis of the causes of ethnic based conflict and the key figures behind this conflict Provide analysis of the political trends in southern Sudan Builds and strengthens relations with government officials, explaining the approach of UNDP to the challenges of Southern Sudan Assist in building a network of partners and stakeholders to strengthen incorporation of a conflictsensitive lens across all development programmes and a collaborative conducting of a regular Strategic Conflict Assessment in conjunction with other key actors (GoSS, donors, UN agencies, NGOs, CBOs, traditional authorities etc.); Provide input into all UNDP Southern Sudan strategic initiatives; 4. Function / Expected Results Advocacy and promotion of awareness of UNDP mandate, mission and purpose focusing on achievement of the following results: Maintain close contact with relevant staff in BCPR/UNDP while contributing to corporate policies in recovery/peace-building as necessary; Provide to Senior management regular reports on conflict analysis 5. Function / Expected Results Knowledge Management and Services: Support the Corporate Knowledge Strategy and corporate knowledge system, Teamwork. Provide input into strategic planning and the realignment of UNDP business processes associated with the implementation of the KMSC and country office knowledge management services. Advocate for adoption and implementation of KM corporate standard products and services; support the rollout of corporate KM initiatives; and at the same time provide feedback on regional needs that feed into the identification of such products and services. Manage delivery of regional KM services to Office, as well as to the practice and cross practice teams, including Regional KM priorities: Support the facilitation of Communities of Practice; Lead development and application of tools for KM; Support the quality development of knowledge products/publications and their application for development; Work closely with the regional practices, ensure that knowledge is tied to UNDP s value chain (through providing methodology, know-how and ongoing support to the knowledge exchange); Lead the management of UNDP s expert base in the office. Co-ordinate Regional KM activities with other country offices and with HQ. Act as a liaison between country office and regional needs and the development and implementation of corporate products and services at the country office and regional level. Develop and implement a country office KM Strategy in coherence with the corporate strategy and in line with regional needs. Monitor business needs and identify opportunities for the development of new KM products and services in response to new needs. Report on KMG delivery and system usage 6. Function / Expected Results Contributions to policy advisory services, programme support and delivery and outreach

4 Provide training and outreach on corporate KM products and services to the COs and UNCT; and other UN agencies in the country. Advise the Head of Office and other Units including in cross-cutting areas, on global knowledge management strategies and regional knowledge management needs and opportunities. Support policy advisory and regional programme delivery through knowledge management advice. Advocate and provide training for knowledge management functions to enable all staff to share knowledge in operational activities. Promote practical synergies between Knowledge Management and learning including the corporate learning and knowledge management platforms Ensure that knowledge management is appropriately integrated into the office business processes and the job description of personnel. Promote the work of the KMG. Represent UNDP in working level inter-agency meetings on KM in the region; build partnerships with other UN system organizations, in consultation with the Country Office concerned, where relevant, in support of the objectives of the KMSC. 5 Job Knowledge & Expertise: Applies the required depth and breadth of knowledge and expertise to meet job demands In-depth knowledge and understanding of the Sudanese context, including the historical roots of the war and the present day contours of the ongoing tensions Capable of applying economic theory to the specific country context Possesses ability to carry out high quality economic research Possesses proven ability to offer practical policy advice on conflict issues with strong analytical skills, especially with respect to the dynamics of conflict, and an ability to apply these to programming Uses Information Technology effectively as a tool and resource Qualifications : Master Degree in Sociology, Law, Political Sciences or related discipline. Minimum of 7 years of progressively responsible professional experience in conflict analysis, conflict and crisis prevention and management, peace-building, recovery and development, and related areas. Experience in Sudan, in particular Southern Sudan, is necessary. Previous experience of working with government officials in Southern Sudan a particular advantage.
