Responsible to: ASB Team Leader 2. Supervisory Responsibility : None 3. Important internal relationships: Board members, staff within Wolverhampton Homes 4. Important external relationships: Customers, Elected Members, West Midlands Police, Probation, Youth Offending Team, Education, Social Services, Local Neighbourhood Partnership, Neighbourhood Wardens, Mediation Service, Tenants and Residents Associations, Tenant Management Organisations Primary Functions As part of a specialist anti-social behaviour team which provides expertise on ASB matters throughout the city you will be responsible for providing an effective service that both prevents and addresses ASB. Whilst a key emphasis is on modifying behaviour and supporting victims, you will also contribute to the enforcement of tenancy conditions.

2 Assist with initiatives for the reduction of crime, disorder and ASB, contributing to local schemes to tackle ASB and the causes of ASB. To be responsible for a caseload of ASB complaints ensuring that they are investigated to timescales and service standards Work in partnership with other agencies to achieve the best outcomes Main Activities 1. Section Management and Service Planning Deputise for the ASB Team Leader where necessary Support senior staff in building good working relationships with partners and service providers To contribute to section planning for the team as part of the Divisional Service Planning, ensuring working towards the key PIs and actions as required, reporting on progress to the ASB Team Leader To understand and work towards providing people focussed excellent services and good quality housing according to individual choices, wherever possible To advise customers on all aspects of the service s responsibilities Contribute to the reviewing and updating of Service Standards and procedures Keep up to date with all relevant legislation and good practice developments 2. Operational Service Effectively manage and deal with an ASB case load Ensure all ASB issues are dealt with swiftly in accordance with ASB policy, procedures and service standards Actively participate in case conferences with other internal and external agencies Plan and conduct ASB investigations in a community setting, taking appropriate action against perpetrators and providing effective support to victims of ASB Assist the ASB Team Leader with the more complex ASB cases Assist the ASB Team Leader with the preparation of legal cases Attend court where necessary to assist the ASB Team Leader and legal team Take and draft witness statements in preparation for legal action, arranging support and protection for witnesses where required Review cases regularly keeping detailed records of all actions and communications with involved parties. Promote a positive image as a service provider to the local community working to ensure all customers receive the best possible service Liaise with housing management staff to ensure all ASB cases and other breaches of tenancy are effectively dealt with

3 To be aware of and implement where appropriate safeguarding procedures for children and adults Where necessary act as a professional witness obtaining evidence to initiate legal or other proceedings Contribute to the provision of training on all aspects of managing ASB Work with the ASB Team Leaders and other managers to identify ways to prevent ASB Build relationships with internal and external partners to provide support to vulnerable clients either at risk of perpetrating ASB or being the victim of it Attend partnership meetings, resident group meetings, and other public meetings both in and outside normal office hours Adopt a professional approach at all times and dealing sensitively with people who may be angry aggressive or upset 3. Contracts To comply with Wolverhampton Homes constitution including financial procedure rules, statutory regulations and approved codes of practice with regards to the placing of orders and the award of contracts 4. Financial Management Adhere to the principles of Value for Money and develop VFM opportunities for the Company To act in accordance with the Company s constitution including Financial Procedure Rules Statutory Regulations and Approved Codes of Practice. 5. Staff Management To support colleagues in their work and also during periods of change. To participate in Staff Development, Appraisal and Training as required. To be familiar with and comply with the Company s Personnel Policies and Procedures and Officer Code of Conduct. 6. Other duties To participate in Individual Appraisal meetings and training as required. To undertake any appropriate training, health & safety related duties such as First Aider, Fire Marshall, Duty Holder, Risk s Health & Safety Representative etc. To participate in the exit and leaver process as required. 7. General The duties of the post may change and develop from time to time in light of new legislation, Wolverhampton Homes Policies, organisational developments and social trends. Such developments will be monitored in conjunction with the Chief Executive and Director of Corporate Services and will be reflected as necessary in the aims and objectives of the post. Whilst every effort has been made to explain the main duties and responsibilities of the post, each individual task undertaken may not be identified. Employees will be expected to comply with any reasonable request from a manager to undertake work of a similar level that is not specified in this job description.

5 Personnel Specification Job Title Anti-Social Behaviour Officer Grade: SO1 Job Purpose: As part of a specialist anti- social behaviour team which provides expertise on ASB matters throughout the city you will be responsible for providing an effective service that both prevents and addresses ASB. You will manage an ASB caseload, working in partnership with other agencies. FACTORS ESSENTIAL DESIRABLE HOW IDENTIFIED Education Standard Numerate and literate to GCSE standard (5 passes at grade C or above) or equivalent NVQ in customer care level 2 or above or equivalent Hold or be studying for an ASB related qualification Hold or be studying towards CIH Application Form Certificates Training Evidence of successfully completing job related training in ASB Evidence of CPD Application Form Certificates Experience Experience of working in a comparable organisation and field Experience of case management, investigations, multiagency working Track record of achieving tangible outcomes in relation to ASB Application form Evidence to show experience in dealing with difficult cases
