2 Other Fire & Rescue Services Chief Fire Officers Association RESPONSIBILITIES AND DUTIES OF JOB 1. Operational: None 2. Financial: To support the Head of Department to effectively manage the budget delegated to the scheme. 3. Administrative/Clerical/Managerial: a) To coordinate and run the community volunteer scheme including processing of volunteer expenses, uniform issue, maintenance of relevant personnel files and to ensure that ESFRS policy is followed. b) To be the first point of contact for volunteers to resolve queries and provide guidance where necessary. c) The recruitment of volunteers including advertising, arranging interviews and facilitating the vetting process. d) Development and delivery of a programme of training for Volunteers and liaising with internal and external training organisations. e) Develop and support the integration of Fire Service and Police community volunteering providing support and guidance to volunteers as well as internal and external partners. f) To liaise with internal and external partners to develop and implement volunteer activities. g) To assist in the organisation of community safety activities where appropriate. h) To ensure that equipment necessary for the scheme and any other resources are readily available and well maintained. i) To monitor the Community Volunteer budget, particularly in relation to volunteer expenses. j) To liaise with the Community Safety admin team to ensure that appropriate work relating to volunteers is passed to them. k) To produce information resources such as newsletters and leaflets as required and manage social media sites. l) To be responsible for delivery of the LIFEBID programme on behalf of the Service. m) To assist, monitor and support development and progress of the Community Volunteer strategy to the Head of Community Safety. n) To attend meetings, both internal and external, as appropriate. o) To develop and maintain relevant Intranet and web site information. p) To be fully conversant with the organisation s Health and Safety and E&D responsibilities and objectives. q) To maintain health and safety and that of others whilst at work in accordance with relevant policy and procedures.

3 LIMIT OF AUTHORITY 1. Personnel: Coordination of Community Volunteers 2. Financial: 1. To sign authorisation for expenditure in relation to the Community Volunteer scheme up to the agreed limit for the role. 2. To monitor expenditure of the budget allocated to Community Volunteers and advise the Head of Community Safety accordingly. NOTE: This job description sets out the duties of the post at the time it was drawn up. Essential 2 Experience of working in a multi-agency team with an emphasis on community safety. Essential 3 Experience of localised partnership working in community safety including the voluntary and local authority and health sectors. Essential 4 Experience of partnership working in the road safety arena. Desirable 5 Proven successful experience of working in diverse teams Essential 6 Proven successful experience of the management of the principles of equality, fairness & diversity. Essential 7 Hold a recognised qualification in managing health & safety. Desirable INTELLECT 1 To be a member of a wider team of practitioners and professionals whilst being selfdisciplined to work without supervision to achieve deadlines. Essential 2 High-level problem solving and analytical skills; the ability to see beyond and around what always has been. Desirable 3 Ability to plan, communicate, manage, and evaluate organisational aims & objectives Essential 4 Ability to organise and prioritise work activities to meet deadlines. Essential INTERPERSONAL & COMMUNICATION SKILLS 1 Report writing and presentation skills. Essential 2 Effective communication including excellent written, verbal and listening skills. Essential 5 Enthusiasm for the subject matter and a desire to work towards tangible outputs and delivered outcomes. Essential PREVIOUS EXPERIENCE 1 Wide experience of working across organisational boundaries with public, private and voluntary partners. Essential 2 Experience in developing teams in support of organisational goals. Desirable
