1 DIVISION 1- GENERAL REQUIREMENTS This division contains the following elements: 1.1 General 1.2 Summary of Work 1.3 Administration 1.4 Quality 1.5 Temporary Facilities 1.6 Products 1.7 Execution 1.8 Closeout 1.9 Correction of Work, Warranties and Special Warranties 1.1 GENERAL A. The A/E and Design Criteria Professional (DCP) shall review and coordinate all requirements in the A/E agreement and the General Conditions of the Construction Contract with the requirements in the Design Criteria. B. The A/E and Contractor administration duties, procedures, and temporary facilities are included in this Division. C. The A/E shall be responsible for editing Division 1 sections of the M-DCPS Master Specifications Guidelines to ensure that they do not conflict with the General Conditions of the Contract, Instructions to Bidders, and M-DCPS rules, regulations, forms and procedures. Revisions to be submitted to M-DCPS Office of Contract Compliance for review and approval. D. M-DCPS contracted photographers will take aerial and ground level photographs of projects before and during construction. Specifications for construction photographs are not included in M-DCPS Master Specifications and are not needed in project specifications. 1.2 SUMMARY A. Summary of Work: 1. Identification of work covered by the contract. 2. Definition of Contractor - Owner contract type: single or multiple prime, construction management, design-build, procurement or any other type of contract. 3. Inclusion of work under other contracts, future work and M-DCPS furnished products. 4. Contractor s allowable use of the premises. 5. Identification of the Contractor s staging area(s) 6. M-DCPS occupancy requirements. 7. Construction phasing plan, if applicable. 1.3 ADMINISTRATION A. Allowances (CM at Risk): Oct 2013 General Requirements 1-1

2 1. Administrative requirements for identifying and processing Allowance items under Construction Management at Risk contracts. B. Contingency Adjustments (CM at Risk): 1. Administrative requirements for identifying and processing Contingency Adjustment items under Construction Management at Risk contracts. C. Schedule of Values: 1. Contractor provided labor and material values compatible with the Construction Schedule Critical Path Method. 2. A/E coordination of the appropriate forms, schedules, and procedures consistent with the M-DCPS A/E s Procedure Manual (a.k.a. Special Conditions - A/E SC-1). 3. The submittals, timing, forms, duties and responsibilities of the A/E, Contractor and M- DCPS required for the proper disposition of payments to the Contractor. D. Construction Meetings: 1. Includes administration and procedural requirements for meetings administered by the A/E or the DCP. 2. Includes role of the A/E (or DCP), the Contractor, the M-DCPS Project Manager, and other District Staff. 3. Requirements for meeting minutes, agenda and action items. 4. Location of meeting prior to availability of temporary facilities at construction site. E. Construction Schedule Critical Path Method (CPM): 1. Select one of the sections from M-DCPS Master Specification Guidelines according to contract dollar amount. 2. Requirements to coordinate with the General Conditions of the Construction Contract, for contractual issues associated with the CPM. F. As-Built Information for Record Documents: 1. Includes role of Contractor and Sub-Contractors in the collection and recording of data during the construction phase including Change Order work, Field Orders, location of utilities and systems, RFI clarifications and all other modifications made at the site that affect the Record Documents. 2. Include role of the A/E for the preparation of the Record Documents. 3. A/E coordination with the General Conditions of the Construction Contract for all requirements for the Record Documents. 4. Identifies Contractor s responsibilities for updating the as-built information each month for review by the A/E. G. Submittals: 1. Contractor and A/E procedures and requirements for submittals. 2. Review time for submittals. 3. Requirements for mockups and field samples constructed, applied or assembled at the site for review and use as a quality standard. 4. Contractor s options in product selection and limits to possible deviations. 5. Distribution and quantities of submittals. Oct 2013 General Requirements 1-2

3 1.4 QUALITY A. Testing and Inspection Services: 1. Qualifications, duties, costs, and responsibilities of inspection/testing laboratories and Contractor when these services are provided by the Contractor or M-DCPS. 2. Structural and Threshold inspection procedures required by the A/E and the Contractor. 3. Defines who is responsible for quality assurance for all construction. 4. Defines more detailed inspection requirements for some specified products such as roofing, windows and HVAC equipment. 1.5 TEMPORARY FACILITIES A. Temporary Utilities, Power and Lighting: 1. Temporary utilities and controls required during construction. 2. Procedures for Contractor to request temporary use of utilities at existing M-DCPS Facilities. 3. Requirements for installation, maintenance, and removal of temporary utilities. B. Construction Facilities and Services: 1. Temporary construction barriers and facilities during construction. 2. Requirements for site office(s) for the M-DCPS PM, A/E and Contractor. 3. Restrictions for storage sheds and containers. 4. Requirements for service vehicles. 5. Requirements for providing temporary HVAC to construction areas. 6. Restrictions for Contractor s use of existing M-DCPS Facilities during additions, renovations and remodeling projects. 1.6 PRODUCTS A. Products: 1. Contractor s options in product selection, and conditions under which substitutions are permitted. 2. General requirements for procuring products. 1.7 EXECUTION A. Execution and Coordination: 1. Procedures for handling discrepancies found within the Drawings and the Specifications. 2. Requirements for Contractor s use of M-DCPS premises. 3. Supervision of the work by qualifies trade superintendents. 4. Inspection of the work by the Building Code Consultant (BCC). 5. Special procedures for requesting shut-down of existing utilities and building management systems including security, life safety and energy management, etc. 6. Requirements for delivery, storage and handling of contract products. 7. General procedures for installing products, including field measurements, mounting heights, quality of workmanship, field quality control, cleaning, demonstration and protection. 8. 4 9. Procedures for correcting defective work after installation. B. Survey and Layout: 1. Survey work, staking, and other filed engineering responsibilities of the Contractor. C. Cutting and Patching: 1. Contractor s procedures for cutting, fitting, patching, excavating and backfilling D. Waste Removal and Cleaning: 1. Requirements for handling demolition waste and construction waste. 2. Requirement for performing routine cleaning and final cleaning of all work areas. 1.8 CLOSEOUT A. Closeout of the Work: 1. Specific administrative procedures and closeout submittals to be used at substantial completion and at final completion by the A/E and Contractor. 2. Requirements for the following record documents. a. Record drawings. b. Record specifications. c. Record product data. d. Record samples. e. Operations and Maintenance manuals. f. Miscellaneous record submittals. g. Florida Inventory of School House (FISH) documents. h. EHPA user manuals and training video. i. Extra stock items. j. Special required tools. 3. Procedures for the A/E s production of Record Documents. 4. Requirements for Contractor s Request for Final Payment. B. Operations and Maintenance Data and Training: 1. Requirements for submittal of Operation and Maintenance manuals. 2. General requirements for maintenance of equipment and systems during construction and after substantial completion. 3. Provisions for instruction of M-DCPS personnel in proper maintenance of equipment and systems and the procedures for the submittal of maintenance manuals. 4. Requirements and procedures for training M-DCPS personnel on systems and equipment provided in the Work. 5. Additional requirements for training of staff on use of the EHPA facility. 1.9 CORRECTION OF WORK, WARRANTIES and SPECIAL WARRANTIES A. Correction of Work: 1. Procedures for correction of work before and after Substantial Completion. B. Warranties: 1. Administrative procedures for correction of warranted work. Oct 2013 General Requirements 1-4

5 2. Requirements for the Warranty Inspection which will occur prior to the expiration of the 1-year warranty phase. C. Special Warranties: 1. Procedures for warranties required beyond the 1-year warranty period. D. Special Warranty of Structures: 1. Special requirements for warranty of structure in the Facility. E. Maintenance Contracts: 1. Maintenance contract requirements for proposal from installer(s) to perform maintenance beyond the 1-year warranty period. F. Post Occupancy Evaluation 1.
