14 Cartagena Protocol on Biosafety (CPB) Adopted 29 January 2000 and entered into force on 11 th September, 2003 Governing body is COP MOP and 143 parties Protocol Objective: Adequate protection in the safe transfer, handling and use of living modified organisms (LMOs) resulting from modern biotechnology that may have adverse effects on the environment & human health Scope: Transboundry movement, transit, handling and use of LMOs that can affect sustainable use of biological diversity... (Article 4) Pharmaceuticals are excluded Basic Premises of CPB Precautionary Principle Advance Informed Agreement (AIA) between the Parties Decision on the basis of scientific risk assesment

15 Pakistan Biosafety Rules, 2005 Notified on 21 st April, 2005; S.R.O. 336 (I)/2005 The Rules regulate: The manufacture, import, and storage of modified organisms and gene technological products for research, whether conducted in laboratories of teaching, research and development institute in public and private sector. The work involved laboratory work, field trial and commercial release of developed GMOs (plant, animals and micro organisms). The import, export, sale and purchase of GMOs for commercial purposes.

16 Pakistan Biosafety Rules, 2005 Notified on 21 st April, 2005; S.R.O. 336 (I)/2005 The Guidelines establishes the proper procedures to carry out following activities related to GMOs Research and development on GMOs and their products Release of GMOs and products for field trials Release of GMOs for commercial purpose.

17 Implementation Mechanism The mechanism of monitoring and implementation of the National Biosafety Guidelines, 2005 is built on the following three tiers as specified in the Biosafety Rules, 2005 National Biosafety Committee (NBC) Technical Advisory Committee (TAC) Institutional Biosafety Committee (IBC)

20 National Biosafety Centre Pakistan is the Party to Cartagena Protocol on Biosafety (CPB) under Convention on Biological Diversity (CBD) The establishment of implementation system s mandatory under CPB for the regulation of GMOs and their products The regulation of GMOs in the country is governed by Pakistan Biosafety Rules, 2005 notified under section 31 of Pakistan Environmental Protection Act (PEPA) 1997 National Biosafety Guidelines, 2005 provides the procedures to implement Biosafety Rules National Biosafety Centre project established in Pak EPA in April, 2006 The centre provides the implementation setup for the committees, National Biosafety Committee (NBC), Technical Advisory Committee (TAC) and Institutional Biosafety Committee (IBCs)

21 Objectives of the Centre Elucidate effects of GMOs on environment, health (plants, animals and human) Implement of Biosafety Rules and Guidelines to regulate GMOs related activities including import, export, production, handle, sell or release Hold NBC and TAC meetings, disseminate minutes and follow up implementation Review applications, furnish comments for technical evaluation and recommendations of TAC for NBC approvals Facilitate National Biosafety Committee in cooperation with relevant national/provincial authorities Facilitate exchange of technical expertise among research institutions and regulatory agencies Coordinate and develop linkages with foreign Biosafety committees, relevant agencies and International Biosafety Concerns Draft standards and procedures for Risk Assessment/Management and labeling of GMOs Coordinate supervision of GMOs related activities for Risk Assessment and Risk Management Mass Awareness of General Public and Capacity Building of the stakeholders

22 Working and Achievements of NBC Ratification of Cartagena Protocol on Biosafety 31 May, 2009 NBC served as the secretariat of the NBC and TAC Notified NBC and TAC, 38 IBCs NBC assisting TAC and IBCs for proper functioning Held 9 NBC and 16 TAC meetings, disseminated minutes and followed up implementation of decisions Reviewed 155 applications, furnish comments for technical evaluation and endow recommendations of TAC for NBC approvals Nine Training Workshops/Seminars were held for capacity building of the stakeholders Biosafety Brochure developed and widely distributed and Advertisements released in Newspapers, participated in Radio and TV programmes for mass awarness 35 Monitoring and evaluations visits of the institutes and Field Trial sites were conducted by TAC subcommittee for Monitoring GM Crops and NBC officers International training were received for the capacity building of the NBC officers International Liaisons were established with Foreign Biosafety committees, relevant agencies and international Biosafety concerns Facilitate NBC in cooperation with relevant national/provincial authorities oversseing GMOs
