1 Job details Job title: Head of Programmes & Performance Responsible to: Director of Business Effectiveness Responsible for: Posts in the Project Management Team and the Performance Team Location: Liverpool with travel across all sites and the opportunity to work flexibly Overview of the role The overall purpose of the Head of Programmes & Performance role is to provide leadership, management and direction to all staff within the Programmes and Performance teams. Aligning the work of the teams to drive change and improvement activity across the business is a key outcome to be achieved. Working with the Director of Business Effectiveness, the role leads on the development and deployment of the Business Intelligence Strategy and the embedding a continuous improvement culture with an emphasis on working with the business to develop new, contemporary approaches to service delivery. This spans both project and programme based change activity and working with the business to improve existing services. The overriding outcome is to ensure that Plus Dane is continually improving its service to its tenants and customers; that our Regulators are provided with assurance that Plus Dane is meeting the required standards and that the Board is provided with a sound basis upon which to take decisions to achieve its strategic outcomes. The role will oversee the development and implementation of functional strategies, provide strong leadership to colleagues and be responsible for all areas of performance and budgets within its remit. The Head of Programmes & Performance is a senior role, which works closely with Plus Dane s leadership team to successfully implement strategies and a high level of performance across the organisation. This includes working to develop strong and effective cross functional working initiatives and taking the lead on developing and implementing specific corporate initiatives and representing the organisation with partners. Main responsibilities and accountabilities Details on the main responsibilities and accountabilities of the Head of Programmes role are provided below. Leadership Develop and embed the approach to Project Management and Business Intelligence across the organisation to ensure that change delivers real sustainable value. Provide strong leadership, direction and management to staff within the function. Be a role model and work to embed Plus Dane s purpose, culture and values. Consult with and positively influence and build relationships with key stakeholders. Lead and manage the organisational work programme taking a strategic leadership role and working closely with the Leadership Team to drive a culture of continuous improvement. Lead the development of the change portfolio, ensuring that core project management disciplines are embedded across the business.

2 Provide leadership to embed programme management and continuous improvement disciplines both within the team and across the wider business. Strategy Lead the development and embedding of a clear Business Intelligence strategy that enables the business to make evidence based decisions. Work with the Director of Business Effectiveness to assist with the development and successful implementation of strategies, business and financial plans in the function and across the wider business. Develop a customer service ethos within the team, creating commissioning approaches that enable the work to be prioritised to meet the needs of customers and stakeholders (internal and external). Ensure the team s work programme is aligned to the vision, values and risk appetite of Plus Dane. Work with the Director of Business Effectiveness to support the Chief Executive and Executive Management Team to shape Plus Dane s overall corporate strategies, business plans and change management plans to drive the achievement of a contemporary, future facing business. Performance management Lead the performance management and reporting processes focused on provided assurance to the Board and its committees. Develop clear approaches and manage a programme of continuous improvement, bringing clear improvement methodologies and embedding these appropriately. Manage the tracking of financial benefits and value for money gains realised both within and outside of the programmes portfolio. Set and be accountable for all performance and achievement of targets, goals, objectives etc. within the function. Work closely with the leadership team to prioritise work and deliver a valued added approach to performance improvement. Provide strong performance management for the team, ensuring that delivery of personal targets and objectives is achieved and that development plans are in place and continually refreshed to ensure that the skills and knowledge remain fit for purpose. Finances, budgets and resources Accountable for the management of budgets and delivery of efficiency targets. Responsible for embedding value for money principles through ensuring that Plus Dane s assets and resources are used efficiently and effectively. Governance Ensure that Plus Dane operates within all regulatory guidance, statutory and legislative requirements. Working with the Business Effectiveness Manager, ensure that the Risk Management Framework is embedded across the organisation and that Plus Dane Board is sighted on the consolidated risk profile of the business at all times. Oversee the embedding of robust governance around Plus Dane s core business intelligence and data, ensuring that data protection regulations are adhered to at all times Provide expert professional advice to the Board, Executive Team, other directors and staff as required. Ensure that all functional strategies, policies, processes and guidance notes are up to date and in line with best practice / current legislation.
