1 CITY OF NORWALK PUBLIC SAFETY COMMITTEE MAY 14, 2014 ATTENDANCE: STAFF: Deputy Chief Wrinn, Police Department; Hal Alvord, DPW Karen Del Vecchio, Director of Information & Technology; Louis Schulman, Norwalk Transit; Adam Bovilsky, Human Relations; Steven Birney, DPW; Sherelle Harris, Norwalk Public Library; Donna Castrocase, Finance Dept. Denis McCarthy, Fire Chief, Norwalk Fire Department; Michelle DeLuca, Director, Emergency Management. Call to Order Fire Chief McCarthy called the meeting to order at 3:30 p.m. and welcomed everyone in attendance as listed above. Action Item: Streetlight Request 9 Frost Street Mr. Alvord presented the item and stated that he was requesting direction on which Commission or Committee would approve requests for street lighting. There was a discussion on a request several years ago and the process at the time when the Public Safety Committee had a different structure.mr. Alvord referred to City Charter and Code section 86-5 and explained that the proposed location is along the border of the 1 st and 5 th districts. Further discussion ensued over the approval process and it was agreed to forward this to the Health, Welfare, and Public Safety Committee to put on the agenda for next week s meeting. (Supporting documents include the letter from Frost Street resident and City Charter sections as noted see pages 4-6) ** CHIEF MCCARTHY MOVED TO APPROVE THE REQUEST FOR A STREET LIGHT AT 9 FROST STREET AND TO REFER THIS TO THE HEALTH, WELFARE, AND PUBLIC SAFETY COMMITTEE FOR AUTHORIZATION AND TO BE FORWARDED TO THE COMMON COUNCIL. ** MOTION PASSED UNANIMOUSLY. Emergency Operations Ms. Deluca stated that every year they do a program in preparation of the hurricane season. She stated that scheduling for VEOCI training will be done soon, and explained that there will be training on the system and the next steps include establishing user access. It was noted that the date and program details will be forthcoming. Page 1 of 7

2 There was discussion on VM signs that are available for use as variable message signs to announce street closures and special events. VEOCI Ms. Deluca noted that this is a regional notification program and passwords have been set up. She described as the objective of this is to manage incidents at the local level with tasking and check lists and assignments. She added that there is interaction with finance so that dollars can be captured for FEMA reimbursement and allocations per area of resource deployment. Board of Education - School Emergency Update Chief McCarthy stated that the table top exercises went well and there was great attendance on the emergency preparedness drill. Deputy Chief Wrinn stated that locks and windows/shades have been ordered and installation will be school by school by the end of summer. City Hall and municipal building assessments are in progress He explained the PA systems are next for improvements and upgrades within the current budget. Chief added that after the schools are finished, municipal buildings are next for facility assessment. There was discussion on the City Hall and with the lack of a Public Address system are evaluating a paging upgrade on the phone system. Mr. Schulman asked for someone to look at the Transit building for security assessment. Department Updates/Roundtable Comments Norwalk Police Dispatch Lt. Resnick stated that they are working with digital software on protocol card system and the 911 consoles. Deputy Chief Wrinn noted that they are looking to replace the cell tower in the Rowayton area. Norwalk Transit Mr. Schulman stated that they are in the process of evaluation of final bids with GPS systems and cameras for vehicle location tracking. He noted that they are replacing a few vehicles and they will have inside cameras and GPS systems. There was discussion on the capability of forward looking ones that can be used for live stream feeds. DPW Page 2 of 7

3 Mr. Alvord noted that they are still looking for an emergency location for large equipment during emergency evacuations. He noted that they have looked at the National Armory facility as a possibility but the location is a bit far. I.T. Dept. Ms. DelVecchio reported that there infrastructure improvements in progress with the network supplier and back up archives in place for faster band service. She added that the IPADs for fire apparatus are being set up with connection on the fiber phone lines with the state fiber network. Ms. DelVecchio noted there are about 200 names of City employees that have been compiled to receive texts or alerts on city hall closures or opening delays. She added that there needs to be clarification on the definition of essential employees. There was discussion on this new protocol of VEOCI notification. Next Meeting - It was noted that next meeting would be on June 18, There were no other items for discussion.
