1 Position HSEQ Operations Manager Date July 2018 Business Unit HSE and Quality Location New Plymouth Purpose This role exists by working as part of the HSEQ Leadership Team to: Lead a team of Advisors to coach, advise, educate operations and delivery in the Gas and Electricity business Lead a team to support the business to execute the Health and Safety Management System and the Environmental Management System Manage, with the business, the contractor approval process and provide performance assessments relating to HSEQ Manage and execute effective incident management process and investigations Work collaboratively with service providers as part of the PCBU chain and support understanding of Powerco requirements Key Relationships Position Reports to: Group HSEQ Manager Direct Reports: Indirect Reports External Investigators Key Internal Interfaces: Electricity Operations Delivery Manager, Electricity Contracts and Performance Manager, NOC, Gas Operations Manager, Gas Project Delivery Manager, Gas Contracts Manager, HSEQ Team, Legal Team, EMT, Board Key External Interfaces: Service Providers, WorkSafe, EEA, GANZ, other EDBs Key Result Areas 5 2+ Jobholder is accountable for: Strategic and Tactical Leadership Joint team strategic planning with HSEQ leadership Translating strategic intent by planning and execution of HSEQ tactical plans Coaching and mentoring/management of change Team Leadership Lead a capable team by: Ensuring clarity of team vision and purpose is developed and communicated effectively Pro-actively managing poor Jobholder is successful when: Support annual business planning for HSEQ function Strategic HSEQ plans are developed with team and wider business to meet the business needs HSEQ tactical plans are executed, capitalising on strengths/skill set within HSEQ team. Tactical initiatives detailed planning (business case) will include: o resourcing/costs o organisational capacity o embedding o benefits realisation Enable Group HSEQ Manager to maintain oversight of medium-term delivery plan for HSEQ Assist with coaching HSEQ Team and wider business in HS risk management tools Manage change by collaboration and developing effective relationships at all levels in Powerco Impacted stakeholders are supported through change High team morale and employee satisfaction is evidenced through staff surveys, feedback and engagement Feedback and development conversations motivate, support and engage team members Powerco HR policies are observed and HR Authorised by: Group HR Manager Page 1 of 6

2 performance and behaviors Ensuring implementation of and compliance with all Powerco HR policies and processes, including Review and Development (R&D), induction and recruitment Holding regular one-on-one meetings with team members to monitor work and provide guidance and feedback Ensuring performance improvement for the team through developing staff knowledge and skills and growing capability of the team through training, professional development and recruitment and pro-actively managing poor performance and behaviors HSEQ Operations General Lead a team of Advisors to provide HSEQ coaching, advise, education to Gas and Electricity business functions to enable the business to manage its HS risks to ALARP Integrating operational advisors into Gas and Electricity business units Lead and support the execution of our occupational health strategy Work with senior leadership teams in both Electricity and Gas to understand the works plan for each business unit to identify clear priorities for HSEQ operational team balancing with reactive works (maintenance/faults) Provide HSEQ leadership and guidance to senior leadership teams in both Electricity and Gas Support safety observation visits by Powerco and coach on how to engage crews Ensure HSEQ operations team build effective collaborative relationships internally within Powerco and externally with service providers Support internal /external auditing and respond to audit actions Jointly with operations accountable to ensure compliance of critical processes linked to HSE controls and barriers HSEQ training programs and training provider selection Health Safety Management Systems In conjunction with the HSEQ management team identify continuous opportunities for Safety Management processes implemented on time and to standard Individual development and competency needs are identified in R&D plans and training and guidance provided to enhance skills Regular one-on-one meetings support the performance to achieve business goals Competency development needs are identified in R&D plans and enhanced as evidenced through advancement and career development Team is proactive in its support of the business functions and is delivering recognised value. Powerco operational decisions are being taken to ALARP. Team is seen as advisors not policemen. Business functions are progressing to line ownership of HSEQ Business functions are being supported in executing the health and safety management key processes Assessment of the works plan and establishes a plan for the team to support it Develops effective relationships at a senior level and is trusted to provide advice and support for complex issues relating to HSE Gas and Electricity business functions are supported and HSEQ operational team provides a valued service. Service provider relationships are being sustained and are effective to drive improved HSEQ performance in the field HSEQ Operation Team audit actions are completed on time. Joint actions with operations are supported to be completed on time Operations understand the why and the value of critical HSEQ processes. Coaching is given to teams on the processes and feedback sought on improvements Occupational Health Advisor and Nurses are effective in supporting the business in managing health risks HSEQ training meets the needs for the business and addresses critical risks. Training providers are of sufficient quality Processes are appropriate and address risks to the business with simple excellence as the driving ethos Clear, usable process information, guidance and training material is developed Authorised by: Group HR Manager Page 2 of 6

3 System/processes in meeting legal, legislative and business needs with a focus on critical risks Environmental Electricity and Gas are aware and given guidance of Environmental Management System (EMS) requirements from the HSEQ operations team Ensure EMS requirements are considered within project/programme execution Incident Management and Investigations Manage incident reporting and investigation process Assess resources required for incident investigations and engage external resource where appropriate Provide analysis of trends using audits, investigations to understand performance Chair the Incident Management Meeting High Potential Incident (HPI) incident investigations are led by team or external investigator Keep up to date with potential trends for preventative action planning Analyse and evaluate Powerco Board reporting on incidents and trends Collaboration and Sharing Ensure team develop and maintain effective service provider relationships Enable sharing of learnings from incidents through safety notices, intranet to internal and external stakeholders Ensure appropriate attendance of HSEQ Operational Team to service provider tool box sessions to share learnings, communicate Powerco s expectations and processes Attend, as appropriate, industry forums, working groups to influence industry as well as opportunity to learn Powerco contractor forums Powerco participated in and is seen as a leader in HSEQ practice within the Electricity Supply and Gas Distribution HSMS systems are being continually improved to deliver enhanced risk management EMS objectives are understood within Gas and Electricity EMS team are supported to execute the EMS and provide quality assurance through documentation on legal compliance Investigations are carried out in accordance with the incident management standard Incidents investigations are effective and reports are accurate and of high quality Legislation reporting complies with requirements Serious incident communication is appropriately escalated in accordance with incident management standard HPI investigation reports are provided to the wider business and the Health and Safety Exec Committee Service Providers are made aware of Powerco s expectations relating to investigations and are coached to achieve the standard Monitor external and internal incident actions and provide visibility to senior leadership teams and EMT as appropriate Team provides coaching to internal investigation Powerco leaders Trends are collated to provide visibility to the business of effective or non-effective controls/barriers as well as contractor performance. Output to be used as part of analysis to Board to provide assurance on effectiveness of controls/barriers Positive relationships are established and maintained with service provider counterparts Learnings from incidents are shared with industry and Powerco Powerco HSEQ operations team has an appropriate level of visibility in the field and toolboxes Powerco is an influential contributor to HSEQ industry forums and working groups Powerco contractor forums are held at regular intervals and are positive, informative and give opportunity for two way feedback. 4 Industry and within New Zealand as a whole Assist in demonstrating best practice to other industries, regulatory bodies and public Contractor Management and Performance Ensure team develop and maintain appropriate contractor relationships Jointly manage contractor approval process with operational business units Ensure International Suppliers Network (ISN) contractor pre-qualification is effective Support Powerco competency framework and its continuous development Manage the resolution with operations of HSE issues relating to any foundation agreement Support operations in assessing KPI s relating to HSE performance from service providers Support as appropriate for operational meetings with service providers Bi-Annual Board contractor performance review Health & Safety Demonstrate leadership in, and actively participate in Powerco s health and safety management system, in particular: o Hazard management o Incident/near miss reporting o Wellness o Health and Safety Committees Ensuring Powerco s obligations as a PCBU are met. Identifying the hazards associated with their daily tasks and ensuring appropriate measures are taken to eliminate and if not then minimise the risk of harm. Identifying and planning health and safety training with their manager on an annual basis. Actively participate in incident investigations and reviews as required. Taking all reasonable care to ensure that your actions or omissions do not impact on the health and safety of yourself or others Actively supporting and promoting a Clearly documented Electricity, Non-Network and Gas Contractor Approval Processes (CAP) CAP including ISN pre-qualification is running smoothly both internally and externally There is visibility within Powerco of current approved contractors and what they are approved to do There is visibility within Powerco of contractors who are engaged in the CAP Approved Contractors are, where permitted, engaging subcontractors with an equivalent or higher standard of expected performance Contractor performance monitoring results available to Powerco business Excellent HSEQ Performance is identified, shared and encouraged Suboptimal performance is identified and mitigated with the appropriate actions and clear visibility is give of improvement plans/notices Appropriate time is spent supporting contractors in meeting Powerco s HSE expectations Powerco Board is presented with a comprehensive review of contractor performance Employee proactively monitors and improves hazards in their workplace and at Project/work sites. Contractor safety performance is actively monitored and improved. PCBU obligations are fully compliant. Employee has completed: o H&S induction o Environment induction o Workstation assessment (Occupational Health Nurse) Employee has completed any training identified and planned during their current R&D process. Employee has completed hazard identification training and proactively monitors hazards in their workplace. Hazards/risks associated with operations which may have the potential to result in harm to you, other workers or visitors are reported. 5 safe and healthy work environment. Mitigating the risk to all staff by demonstrating compliance with HSEQ requirements. Engaging in consultation with staff to ensure risk management planning, incident reporting and management and safe work practices are implemented. Demonstrating due diligence by ensuring what is considered reasonably practicable under the HSWA legislation is factored into all decision-making related to the health, safety and welfare of employees. Person Profile Qualifications Essential Tertiary qualification in Health and Safety with significant experience in an operational environment; or an Engineering Degree (Process/Mechanical/Electrical) Desirable Knowledge & Experience Ten years experience as an HSEQ Manager or Operational/Project Manager and recognised as a safety leader by his peers. Experience in managing teams to deliver or support delivery of good safety, quality, environmental outcomes Proven experience in an operations or engineering role with field/construction experience Authorised by: Group HR Manager Page 5 of 6

6 Previous management of contractor approval systems and competency monitoring Experience of driving effective safety culture and systems across a complex supply chain through collaboration Applied techniques to monitor company and supply chain HSE performance both leading/lagging Knowledge of HSEQ interdependencies Familiar with risk management techniques, including bow-ties Significant experience in Incident or Root Cause Analysis Investigations Previous experience and success in influencing at all levels within an organisation Broad understanding of health, safety and environmental legislation Detailed understanding of applicable ISO standards Previous experiencing presenting to Executive Leadership Teams/Boards Key Skills/Attributes/Job Specific Competencies A safety leader at core and effective leader/manager An excellent active listener Excellent verbal communications skills and a confident public speaker Prioritises collaboration and engagement Awareness of management of change approaches and techniques Willing to take rational risks Makes informed decisions based on data Flexible to try new approaches Exceptional attention to detail Passion and a strong commitment to keeping people safe Excellent organisational and planning skills especially around the engagement and influencing of stakeholders Other Requirements Current full NZ Driver Licence Minimum NZ Work Permit Travel between Powerco offices will be required with some overnight stays Authorised by: Group HR Manager Page 6 of 6
