All staff have a part to play in this commitment. Primary Purpose This role exists to provide transformational programme management to realise outcomes and benefits of strategic significance. The Programme Manager will coordinate, lead and oversee the successful implementation of a related set of projects and outcomes to deliver results and benefits related to achieving strategic goals. The Programme Manager is responsible for the successful delivery of new capabilities and establishing programme governance. They will provide leadership, advice and guidance to the senior responsible owner/sponsor, project managers and related

2 stakeholders. The Programme Manager will exemplify the organisation s values of CARE (Compassion, All-one-team, Responsive and Excellence). Key functions include: Effective co-ordination of programme and subsequent projects. Management of project and programme dependencies. Management and resolution of risks and issues. Project and programme delivery meets quality indicators, time and budget. Highly developed skills in people and change management, leadership, operational knowledge and strategic focus. Key Accountability Standards/Achievements Delivers a successful programme methodology that supports the achievement of strategic directions. Governance, Stakeholder Engagement and Change Management. Disciplined programme methodology is applied to ensure work tranches are aligned to a strategic need. Robust planning and design of the programme is documented and proactively monitored against its progress. Manage change control of programme to agreed scope and align to business strategy. Maintain overall integrity and coherence of programme. Support each project to align to programme strategy. Represent the programme at relevant committees and forums. Ensures post implementation activities are undertaken and lessons learnt are integrated into learning and capability. Understands strategic and business plans and able to interpret into programme deliverable. Implement and maintain robust reporting mechanisms. Ability to work positively with a full range of individuals and groups involved in the programme of work. Consults and engages with key stakeholders both internal and external throughout life cycle of programme. Manage relationships with stakeholders who have an interest in programme. Determine stakeholder analysis to inform leadership and influence required to achieve programme goals. Support and coach project managers to build capable project delivery. Risk Management and Issue Resolution Identify the programme s procedures and mechanisms for resolution of issues such as change requests, requests for information, technical problems, stakeholders concerns and suggestions. Actively identifies, escalates and mitigates risk at project and programme level. Quality Management Manage the work programme deliverable to agreed scope, schedule, budget and quality requirements. HEALTH & SAFETY Recognises individual responsibility for workplace Health & Safety under the Health and Safety at Work Act Programme plan covers key events, milestones, governance requirements and is divided into tranches that delivers step change in capability with some associated benefits. Management roles: Ensure a safe working environment and safe working practices. Plan, lead, organise and control Health and Safety activities directed at preventing harm in the workplace, in consultation with employees and Health & Safety representatives for area. Ensure that all accidents/incidents in the workplace are investigated, and that hazards are recognised and adequate controls put in place. Quality Improvement Capability and Capacity Non-Management roles: Bay of Plenty DHB Health & Safety policies are read and understood and relevant procedures applied to own work activities. Workplace hazards are identified and reported including self-management of hazards where appropriate. Can identify Health & Safety representative for area. Identify opportunities to build the capability of quality improvement skills in the health workforce across DHB and community Promote the Model for Improvement methodology and access to quality improvement tools Apply coaching, mentoring and facilitation techniques to support the workforce transform processes or

5 Person Specification Essential Qualifications Tertiary qualification(s) in healthcare and or business. Experience Attributes Relevant industry qualifications i.e., Six Sigma, Prince2, APMG Change Management Practitioner, IHI training. Proven experience in successful project management, process redesign, quality improvement, change management in a complex organisation. Skills and experience in motivating and influencing others. High standards and the desire to be at the leading edge. Track record of being a highly respected team member Energy, passion for Quality Improvement and a high level of selfmotivation. Excellent interpersonal skills. Commitment to the principles of the Treaty of Waitangi. Values Demonstrates behaviours consistent with the BOPDHB values. Desirable Experience in adult teaching/coaching/ facilitation. Computer literacy to an advanced level. You agree to demonstrate flexibility and a willingness to perform a variety of tasks to promote and support BOPDHB initiatives. You are required to meet the Health and Safety at Work Act 2015 requirements as set out in the BOPDHB Health and Safety policies and protocols. This includes completing successfully any health and safety training provided by the BOPDHB.
