1 City of Kissimmee, Florida Classification Description Classification Title: Foreman Department: Public Works Pay Grade: 17 FLSA Status: Non-Exempt General Statement of Job Under occasional supervision, provides daily supervision for the crews that maintain turf on state and city right of ways, ponds and ditches. Irrigation installation repairs and maintains within City limits. Ensures crew compliance with all applicable policies, procedures, and standards of quality and safety. Performs related supervisory and technical work as required. Reports to the Superintendent, Streets Division. Essential Functions: Specific Duties and Responsibilities Supervises crews in the construction, maintenance and repair of City streets and sidewalks. Supervises litter removal from state and city right of ways. Supervises equipment operators and utility workers; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; scheduling employees; acting on employee problems; recommending discipline, transfers, promotions and discharge. Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed. Inspects work in progress for compliance with all applicable policies, procedures, regulations, codes, specifications, and standards of quality and safety. Monitors weather conditions and implements safety procedures in the advent of inclement weather; enforces general safety rules and regulations. Page 1 of 6

2 Maintains accurate and complete records of work performed daily. Operates heavy equipment in crew training and as needed in emergency situations or personnel shortages. Assists supervisor in determining the need for equipment repair and/or replacement. Obtains quotes for the requisition of materials, tools, equipment, etc.; prepares purchase orders; completes Purchasing Card Transaction forms. Prepares cost estimates for individual projects. Ensures the proper maintenance and repair of assigned equipment, tools and vehicles; makes arrangements for repair service as necessary. Keeps supervisors informed of crew activities, issues and concerns. Receives and responds to inquiries, concerns and complaints from City employees, agencies, and the general public regarding division activities and projects. Receives, reviews, prepares and/or submits various records and reports including work orders, vehicle maintenance records, evaluations, CDL checklist, cost estimates, purchase orders, personnel records and forms, state reports, status reports, etc. Operates a motor vehicle, trucks, and heavy equipment including tractors, mowers, chipper, backhoe, front end loader, etc.; operates equipment including weed eaters, air compressor, concrete work equipment, hand and power tools, measuring devices. Operates basic office equipment including a computer, two-way radio, telephone, etc. Exercises care and safety in the use and maintenance of assigned equipment. Interacts and communicates with various groups and individuals such as the immediate supervisor, other division supervisors and staff, other City employees, subordinates, customers, sales representatives, service providers, and the general public. Assists with the installation of ADA mats and the teaching of Chain Saw Safety classes. Maintains and issues supplies. Conducts annual inventory of equipment and vehicles. Assists crews with the performance of construction/maintenance work as needed, including building, repairing and maintaining sidewalks; grading, setting, pouring, finishing streets; installing sod; hazardous tree removal. Performs duties of other foremen, support personnel and/or supervisor in their absences. Assists with division budget preparation. Page 2 of 6

3 Performs related duties as required. Minimum Education and Training Requires a high school diploma or GED equivalent supplemented by three to five years of experience in facility / grounds maintenance, landscaping and / or construction, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Requires a MOT(Management of Traffic) Certificate. Must possess and maintain a valid class B Florida Commercial Driver s License (CDL) including appropriate endorsement(s) or may be hired as a Trainee and must obtain within six months of hire date. A class A Florida Commercial Driver s License (CDL) is preferred. Minimum Qualifications and Standards Required Skill Requirements: Has thorough knowledge of the methods, procedures and policies of the Public Works and Engineering Department as they pertain to the performance of duties of the Foreman, Streets Division. Has thorough knowledge of the organization of the Department and of related departments and agencies. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has knowledge in the areas of street construction, maintenance and repair, and heavy equipment operations and maintenance, as applied to municipal public works projects and programs. Has thorough knowledge of related equipment, tools and materials. Has knowledge of all applicable codes and regulations, and is able to ensure compliance with such in all department projects. Is able to supervise and evaluate the work of others. Is able to provide effective training for subordinates in work methods and equipment use. Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Has the ability to offer assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to plan, organize and prioritize daily assignments and work activities. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret technical materials pertaining to the responsibilities of the job. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has knowledge of the terminology used within the department. Page 3 of 6

4 Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has the ability to communicate professionally in confrontational situations. Is able to make required mathematical calculations with accuracy and in a timely manner. Has knowledge of and skill in the use of computers for records maintenance. Has knowledge of applicable occupational hazards and safety precautions. Is able to perform duties in occasionally uncomfortable or hazardous conditions during site inspections, including extreme heat or cold, noise, dust, odors, smoke, vibrations, machinery and traffic hazards, wetness, humidity, etc. Knows how to react calmly and quickly in emergency situations. Physical Requirements: Must be physically able to operate a vehicle, heavy equipment, mowers, and a variety of machines and equipment including a computer, telephone, hand and power tools, etc. Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and /or pulling of objects and materials of light weight (10-30 pounds) and occasionally moderate weight (up to 50 pounds). Responsibilities: Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts. Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations. Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Has a clear and comprehensive understanding of the principles of effective leadership and how such principles are to be applied. Provides adequate feedback to personnel under charge concerning their performance. Commends and rewards personnel under charge for outstanding performance, and takes timely and appropriate disciplinary action as necessary. Exercises enthusiasm in influencing and guiding others toward achievement of established goals and objectives. Provides a work environment which is orderly and controlled. Coordinates, audits, and controls manpower and financial resources efficiently and effectively. Coordinates, audits, and controls the utilization of materials and equipment efficiently and effectively. Has a clear and comprehensive understanding of established standards, methods and procedures. Working Conditions: Works indoors and outdoors in all types of weather. Is able to perform work in adverse conditions, including but not limited to exposure to extreme heat and cold, wetness, humidity, traffic hazards, machinery hazards, toxic agents, noise, smoke, dust, pollen, dirt, etc. Other: It is understood that every incidental duty connected with operations enumerated in the job description is not always specifically described, and employees, at the discretion of the City, may be required to perform duties not within their job descriptions.
