Assist in the development of and provide tactical solutions for the strategic direction of water and roading services. In addition this job supervises technical works, scheme operations, asset data administration, and project deliverables and carries out core asset management functions. 2 KEY RESULT AREAS The position of Assets & Systems Manager encompasses the following functions or Key Result Areas: Jobholder is accountable for Developing and Managing Integrated Systems Working with the Asset Management Accountant to develop integrated operations between the engineering, asset management and corporate information & financial systems. Jobholder is successful when Systems are integrated and provide an automated process of recording & reporting data across Council departments and to Council for decision-making requirements Assisting with the development of Council s Strategic direction Providing information to Engineering and Services Group Manager and participate in brainstorming of community services solutions Providing tactical solutions for strategic objectives. Asset information highlights the abilities and limitations of the existing system Community service solutions are technically correct and achievable Solutions are appropriately included in LTP and AMP s Tactical solutions to turn strategic objectives into reality Tactical solutions are developed into project plans and included in the annual plan Plans: illustrate a concise project progression to the desired outcome appropriately sized for cost, time and resources technically robust included in annual plan. Supervise technical works, scheme operations & asset data administration Supervising technical works carried out by TEA and TEW as they pertain to assets & information systems projects Developing or supervising the development of operation manuals and procedures Supervising TEW scheme operation Supervising and vet asset data administration Technical works are on time and within budget Operational manuals and procedures are completed to expectations of E&SGM Scheme operation is timely and correct Scheme faults are reported to works manager and E&SGM Incorrect asset data and associated consequences are reported to E&SGM Remediation plans for incorrect asset data are programmed into Smartsheet and corrected within timeframes and with appropriate resource allocation. 2 P age

3 Project Management Developing and managing projects as assigned by E&SGM Asset Management Identifying, developing and maintaining the ODC Asset Management Policy and delivery programme with E&SGM and submit to Council Producing Asset Management Plans (AMP s) to meet legislative requirements to achieve advanced standards Managing the delivery of asset valuation databases Reviewing/providing new plans when required by E&SGM and as results of changes in policy, Council strategies, legislation, additions, deletions and for budget preparation Providing professional advice to Council s Planning and Regulatory Group in relation to assets, in particular prepare subdivision consent conditions/recommendations, LIM/PIM comments and monitoring compliance on an as-required basis Monitoring operations and performance of facilities and services activities to ensure legislation, resource consent, Council policy requirements and levels of service Maintaining communications, consulting when necessary, with Ministry of Health, BOP Regional Council, NZTA, consultants, suppliers, communities and individuals as best practice approach to asset/activity management Representing Council on any allocated BOPLASS projects related to services and assets. Providing guidance and peer review Asset Management (non-engineering) plans and records in other Council departments. Projects are appropriately resourced and programmed Project reports are delivered in time as requested by E&SGM Budgets and deadlines are managed and over/under spend/run is reported at the earliest opportunity Council has a clear Asset Management Policy and work programme to complete Plans updated by 31 October for previous financial year All asset database valuations updated quarterly and annual summary completed by 31 August for past financial year All deadlines met for legislative compliance All subdivision conditions set, signed off for compliance Complaints, requests for services, information requests administered in a timely manner All advice on LIM/PIMs and subdivisions given in timely manner that helps meet ESD statutory obligations Exceptions to meeting operations, performance standards reported to Manager. 3 P age

4 Providing Technical Engineering Expertise Carrying out technical drawing and engineering calculations as required by E&SGM. Out-sourcing appropriate engineering skills and advice as required for specialist work and with approval of E&S M. Technical solutions are correct and to a modern standard Technical drawings are completed digitally and in a timely manner. Emergency, Faults Service Administration and Co-ordination Providing backup to Works Manager Monitoring/assessing performance of services assets at times of emergencies, faults for planning review, and reporting purposes Coordinating with providers to conditions in service agreements Reviewing programmes and activities to ensure constant improvements in service performance. Budget Management Assisting in preparation of budgets Programming and implementing activities within budget Reporting as required detailing financial performance and progress Reviewing programmes and activities to ensure constant improvements in service performance. Working relationship with Works Manager, ensures activity surveillance criteria is met Asset performance reports produced after emergency, disaster response. Good public relations are maintained Exceptions to service agreements minimised, and reported to Manager. Programmes and activities completed within budget and to agreed standards Timeframes and reporting requirements met Variances justified and reported in a timely way Service improvements identified and implemented. Relationships/communication Ensuring the relationship between the Council and its key external stakeholders is positive and constructive Representing Council at appropriate events, meetings and conferences Building effective relationships with the other staff across Council Customers are satisfied and feedback is complimentary Relationships with key decision-makers and opinion leaders in the community is positive and constructive Communications material is well managed, accessible and filed appropriately. Leadership Performance management, training and development of staff The management of leave balances KPI s and performance management plans are in place and poor performance is managed Direct Reports are trained and are mentored and coached to perform to high standards Annual leave balances do not exceed 12 months entitlement without Chief Executive Approval. 4 P age

6 PERSON SPECIFICATION Bachelor degree in Civil Engineering (desirable CPEng - Certified) Project management experience Experience in managing staff Ability to present and report clearly and professionally in a formal setting Excellent SQL, CAD, GIS, AMS, project management and modelling software skills General computer competency to advanced level Excellent demonstrable understanding of asset management processes applicable in NZ Local Government Understanding and commitment to customer services.
