Has the Project Development Objective been changed since Board Approval of the Project? Yes Component(s) No Component Name Component Cost Improving the Water Service Supporting farmers 4.45 Supporting Implementing Agencies 5.00 Overall Ratings Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Overall Risk Rating Implementation Status Overview In the first semester of 2012, the Implementing Agencies in the Tadla and Doukkala irrigation perimeters have made significant progress in the construction of the networks, which they procured in 2011 under the first component of the project. In Tadla, 80km of pipes have been installed, which represents 52% of the total currently committed. In Doukkala, 70 km of pipes have been laid, which represents 35% of the total pipe length committed to date. In both cases, the technical assistance contracts are providing valuable assistance to Page 1 of 5

2 ensure and monitor quality and timely implementation of the works. In Haouz, the Implementing Agency has to face a more challenging situation, which translates into a slower start. Nevertheless, the works have started and 20km of pipes have been laid to date, representing 9% of the pipe length committed. The process of hiring the technical assistance consultants for implementation support has reached its final stage. In terms of support to the DIAEA of the Ministry of Agriculture, the project restructuring has now been completed and the necessary steps have been taken to be able to declare the FAO contract effective and start providing the support the project missed since its start. So far, commitments reached MAD 422 million i.e 42% of the total project cost. The first irrigation systems to be modernized are expected to be functional at the end of While the incremental commitment may seem low compared to the last ISR, it reflects the focus of the Implementing Agencies on infrastructure development of the first construction contracts, while other contracts are in the process of being procured. 5 The Implementing Agencies should strengthen their respect project implementation planning in order to ensure timely and integrated implementation of all components of the network, in order to optimize the date they can be put into service. The Implementing Agencies should also focus on the technical assistance to accompany farmers, through extensive consultation, to help them prepare their conversion to drip irrigation and prepare their transition to new agricultural practices.
