1 Clallam County Shoreline Master Program Bogachiel, Miller Peninsula Sol Duc, and Quillayute Rivers, 2007 Presented to the Dungeness River Management Team March 2010

2 Shoreline Master Program applies: To all 39 counties and more than 200 cities that have "shorelines of the state" [RCW (2)] within their jurisdictional boundaries. Shorelines of the State means: All Marine waters; Streams greater than 20 cubic feet per second mean annual flow; Lakes 20 acres or larger; Dickey Lake, 2006 Shorelands-Upland areas extending 200 feet landward from the edge of these waters; And

3 Shoreline Master Program applies: cont. the following areas when they are associatedwith one of the above: Some or all of the 100-year floodplain All wetlands within 100-year floodplain Wetlands River deltas Hoko Mouth, 2006

4 Clallam County Shoreline Master Program: In effect for over 40 years, with nine revisions.

5 Significance Help protect water quality for our marine waters, lakes, and stream systems. Increase protection of lives and property from flood and landslide damage. Protect critical habitat as well as fish and wildlife. Promote recreational opportunities and public access in shoreline areas. Sol Duc, 2002

6 Shoreline Master Program Purpose Reserve appropriate areas for water-oriented uses Promote public access opportunities Identify areas appropriate for restoration and preservation Help local governments avoid or lessen environmental damage as shoreline areas are developed Sekiu, 2006

7 Shoreline Master Program Update will: Integrate plans that address shoreline issues (flood management plans, critical areas ordinances, watershed plans, Puget Sound Action Agenda, etc.) Reduce erosion problems on our streams and beaches Increase flood protection Safeguard fish and wildlife habitat Improve water quality Increase water dependent uses and promote public access Salt Creek, 2008

12 Next steps in Dungeness planning area: Visioning Summer 2010 Shoreline inventory and characterization Summer/fall 2010 Preliminary shoreline designations and goals Clallam County requests River Restoration Workgroup to convene to help develop preliminary technical recommendations for inventory, characterization, designation, and goals.

13 Shoreline Designations shall be based on the existing use pattern, the biological and physical character of the shoreline, and the goals and aspirations of the community as expressed through comprehensive plans as well as the criteria in this section. Each master program's classification system shall be consistent with that described in WAC (4) and (5) unless the alternative proposed provides equal or better implementation of the act.
