1 Slide 1 Tustin Effective Apartment Management Meeting March 17, 2010 Residential Outreach Program Keeping Fats, Oils and Grease Out of the Sewer Mike Zedek and Dave Yager Source Control Division Orange County Sanitation District Let s discuss issues related to fats, oils and grease: getting into the sewer system, the potential for it to cause sewage spills, proactive and reactive outreach responses by OCSD, proper handling and disposal of fats, oils and grease, and a new partnership opportunity with the property managers or property owners to distribute outreach information to provide as a Move-In-Kit to new tenants. 1

2 Slide 2 Orange County Sanitation District Facilities in Southern California Reclamation Plant No. 1 Fountain Valley Treatment Plant No. 2 Huntington Beach OCSD operates two wastewater treatment plants within Orange County --- Plant 1 is located in Fountain Valley at the 405 Freeway and Euclid --- Plant 2 is located in Huntington Beach next to the mouth of the Santa Ana River bed. 2

4 Slide 4 OCSD provides Local Sewer Service to: Local Sewers...but in this presentation we will focus on our Tustin Service Area where Orange County Sanitation District provides local sewer service to the residents and businesses of Tustin. 4

5 Slide 5 OCSD provides Local Sewer Service to: 55 El Modena Islands Unincorporated North Tustin part of Tustin 261 But first, some clarification of our jurisdiction. Orange County Sanitation District owns and operates the local sewers that serve the western half of Tustin, the unincorporated areas know as North Tustin, Lemon Heights, Cowan Heights, Tustin Heights, and the El Modena Islands in Orange. In the eastern portion of Tustin, the Irvine Ranch Water District provides sewer service; however the messages of this presentation are valuable to all sewer users. 5

6 Slide 6 What is FOG? Fats from cooking meats Lard, shortening, cooking oils Fryer grease What is FOG? FOG is our term for Fats, Oils, and Grease that is waste generated when cooking meats, cooking with lard or shortening, or deep fried cooking. Too much FOG gets discharged into kitchen drains from fryer drippings, spills, grills, woks, deep fryers, dishwashing, and solid foods being disposed of into garbage disposals. 6

7 Slide 7 There are Many Sources of FOG Food service establishments (FSEs) Homes Apartment buildings What s the problem with all this FOG going down the drain? This is the inside of a sewer pipe. The white bumpy stuff on the inside edges of the pipe is build-up of FOG that has solidified and settled out in the sewer pipe. 7

8 Slide 8 This FOG builds-up-and-builds-up inside drain lines, private sewer laterals, main sewer lines, and local pump stations. 8

9 Slide 9 When a blockage occurs, a Sanitary Sewer Overflow develops. In Tustin, FOG is generated at restaurants, Single Family homes, and multi-family dwellings such as apartment buildings, townhomes, and condominium complexes. Orange County Sanitation District requires restaurants to obtain FOG discharge permits; follow best management practices; submit self monitoring reports; and pay permit fees. 9

Although we try to inform the public about the dangers of disposing of FOG down the drain, many apartment and condominium communities know too much about grease clogs in the sewer lines. Orange County Sanitation District knows this is a problem that our agency shares with the apartment and condominium communities. The clog either forms in your lines, our lines, or is cleared by your plumber into our lines. 10

15 Slide 15 and sanitary sewer overflows ultimately impact the city s storm drains and flood control channels. The flood control systems eventually drain to the ocean. 15

16 Slide 16 Emergency Response To protect human health and the environment If a Sanitary Sewer Overflow occurs, the incident receives an immediate emergency response from Orange County Sanitation District. We contain and collect any spilled sewage and unblock the greasy sewer line. Removing a grease blockage and the associated clean-up is very expensive and sometimes requires increased future maintenance of the affected sewer lines in addition to our Agency s potential liability for property damages that the sewer spill caused. 16

Let s look at a public service announcement that we made back in 2007 to spread the word about our then NEW FOG-can-campaign. As a reminder, despite some common misconceptions, washing grease downs the sink drain with hot water or extra soap does not solve the problem, it just pushes the eventual clog a little farther downstream. Instead, dry-wipe your plates, pots and pans with a paper towel or napkin and throw the grease into the trash. For liquid grease, pour the grease into a container (as we showed in the video) and dispose of the container in the solid waste stream. 18

19 Slide 19 The door hanger (the image you see on the left) is part of the materials that Orange County Sanitation District distributes during the holiday season and prior to SuperBowl weekend. We use this outreach program to put light on FOG, when we believe that people are cooking and generating waste FOG more than usual. But we want to do more. Orange County Sanitation District is sharing a new project that we have in the works to develop and distribute new resident Move-In-Kits. We hope that community will work with Orange County Sanitation District to make this outreach program a success. We want to ask the apartment managers to issue a FOG move-in kit to new residents when they move in But before Orange County Sanitation District signs off on a new move-in-kit production run, we want to gauge your interest in participating with this new program. So we prepared an interest card that we would like you to complete and return to us to show your level of interest. We ve also arranged for you to share your interest or by dropping us an . If we receive enough response from the Tustin apartment management community, Orange County Sanitation District will produce and deliver a supply of move-in kits to the interested apartment communities. We have planned a kit that will contain a couple of useful items with messaging that reminds Tustin apartment residents 19
