Government contracting advisors have the unique opportunity to assist business owners with diversifying their customer base and expanding revenue by teaching them how to sell to the largest customer in the world, the government! This position is accountable for the direction, coordination, and delivery of activities for the Billings PTAC. Provides consultation and training to businesses interested in pursuing the government marketplace and assists businesses with understanding and learning the requirements and processes necessary to expand into this specialized market. Provides technical assistance, training and advice on procurement subjects to businesses in a multi-county region. Must communicate effectively at all organizational levels and with businesses from diverse industries. ESSENTIAL DUTIES AND RESPONSIBILITIES BUSINESS CONSULTING/ADVISING: Assist local businesses with government contracting through workshops and one-on-one consultation. Consultation may be conducted by phone, in person, by or web based applications Determine a business s capacity/suitability for government contracting Assess client s training and technical assistance needs and develop a plan outlining recommendations for how that client can most efficiently meet their strategic objectives for succeeding in the government marketplace. Assist clients with determining and connecting to key markets within the public sector Assist businesses with applying for General Services Administration (GSA) Schedules Assist clients with government set-aside certifications such as: o Women Owned Small Business (WOSB)/Economically Disadvantaged Women Owned Small Business (EDWOSB) o 8(a) Business Development Program o Historically Underutilized Business Zone (HUBZone) o Service Disable Veteran Owned Small Business (SDVOSB) o MT DOT Disadvantaged Business Enterprise (DBE)

3 Develop and maintain expertise in various electronic database and payment systems and provide assistance to clients in navigating these systems, and more! System for Award Management (SAM)! FedConnect! Dynamic Small Business Search (DSBS)! Virtual Incident Procurement Response (VIPR)! Federal Business Opportunities (FBO)! Federal Procurement Data System (FPDS)! Invoice Processing Platform (IPP) Meet or exceed program goals for the number of counseling hours, new clients, events, etc. Answer general questions associated with federal, state & local procurement processes Help locate necessary solicitation documents for PTAC clients Interpret solicitations by reviewing contract clauses, terms, definitions and requirements Review and disseminate bid opportunities and subcontracting opportunities to clients Study and internalize Federal Acquisition Regulations (FAR) for the purpose of assisting clients TRAINING: Develop content for live and on-line government contracting presentations Identify technology needs for training workshops, coordinate and execute Coordinate and conduct procurement/contracting training classes and matchmaking events OUTREACH/ADMINISTRATIVE: Maintain contact with all active PTAC clients and reach out to inactive clients to cultivate additional advising opportunities Conduct research in SAM and DSBS to identify potential new clients Develop and maintain relationships with key stakeholders, inform them of PTAC services Develop and maintain relationships with contracting officers at federal, state and local government agencies as well as prime contractors Submit monthly reports to the Montana PTAP lead center (counseling hours, success stories, training events, etc., in accordance with the Procurement Technical Assistance Program Policies as required by DOD/DLA Maintain daily accurate, thorough client data and counseling records in CRM system, generate periodic reports for stakeholder benefit OTHER DUTIES & RESPONSIBILITIES: Market PTAC program and events to business community Function in a collaborative manner with other PTAC advisors, the Montana PTAP Program Manager and BSED staff

4 Participate in trainings and peer learning opportunities with other PTACs and the Montana PTAP lead center Represent PTAC at government contracting events and small business outreach events Perform other duties as assigned KNOWLEDGE, SKILLS & ABILITIES (KSA S): Must possess business acumen and the ability to understand diverse industry dynamics/complexities Take ownership and accept responsibility for professional development and acquiring the skills & knowledge necessary to be an effective government contracting advisor Take ownership and accept responsibility for entire work scope. 5 ENVIRONMENT: Work approximately 75% of the time in the office and 25% out of the office to perform each essential duty satisfactorily Travel to Montana PTAC quarterly meetings (4 per year) and events (in state) and contracting training and events (out of state) Work hours will generally be 8:00 A.M. to 5:00 P.M., Monday through Friday; however, some activities, workshops, and client meetings may require morning, evening or weekend hours and travel as needed Normal business office conditions generally prevail. The noise level is usually low to moderate. Employee may be working in a cubicle, enclosed office, or open area.
