1 POSITION DESCRIPTION 1. POSITION DETAILS Position Title: Division: Unit: Management Level: Manager, Homelessness Unit City Life Social Programs and Services Team leader/supervisor 2. ORGANISATIONAL RELATIONSHIPS Position Title of Supervisor: Manager Social Policy and Programs Titles of Positions which report to Manager Homelessness Unit are: 1 x Homelessness Project Coordinator 3 x Public Space Liaison Officers Contractors for which this position is responsible: Contracts for funding for homelessness services as required 3. PRIMARY PURPOSE OF POSITION The City of Sydney works to build socially sustainable communities that support a more a socially just and inclusive Sydney a city and community that is also more connected, liveable and engaged. The Manager, Homelessness is responsible for leading the City s response to homelessness in line with the City s strategic directions, and managing the Homelessness Unit, which includes: Homelessness services contracts Homelessness services, strategy, research and policy development New initiatives, advocacy and other homelessness related projects Responding to homelessness in the public domain Collaboration and stakeholder management The Homelessness Unit aims to continuously improve services to people who are homeless or at risk of homelessness and other disadvantaged and vulnerable people within the community as required. POSITION OBJECTIVES The major objectives to be achieved by the Manager, Homelessness Unit are; In collaboration with relevant City Units, manage and coordinate the development and implementation of a strategic framework for the Homelessness Unit that effectively supports quality service provision, research and the development of new projects and key policy initiatives. Lead and manage the efficient and effective operation of the Unit to deliver the objectives set out in its Business Plan, including: o budget development and management for the Unit and its projects o supervision and development of staff o performance management o resource allocation o development and review of policies and procedures for the Unit o overseeing the quality of operations to ensure optimum outcomes. Establish, extend and maintain strategic linkages and partnerships are with key external and internal stakeholders and work collaboratively to deliver homelessness program objectives. Be proactive and responsive to identified issues in relation to homelessness and disadvantaged and vulnerable adults as required. 5. POSITION ACCOUNTABILITIES Coordinate and manage service delivery arrangements and performance monitoring systems for the City s homelessness services to ensure that appropriate controls are maintained, effective systems operate, any contract variations are effectively negotiated, and service levels are maintained and improved. Provide high level advice and planning to guide the City s approach to addressing homelessness. Monitor, research and analyse key service improvement, service delivery and customer satisfaction issues, developments and trends in the public and private sectors relating to the City s homelessness services and policy to ensure that these are effectively addressed and managed by the City of Sydney. Develop responses and strategies at short notice to emerging issues raised by the Executive, Lord Mayor and key stakeholders and ensure they are informed of up-to-date issues and problems which may impact upon the City, the Council and people who are homeless. Represent the Unit and Council on a range of working parties and committees to ensure that an integrated and strategic approach to the development and improvement of the City s homelessness and community services is adopted. 3 Develop service-related specifications, proposals, plans, agreements and other documents that are clear, unambiguous and lead to effective project management and service provision. To be held accountable for working conditions under the control of the position and for detecting any unsafe or unhealthy conditions or behaviour and to take immediate steps to investigate and rectify any risks to health, safety and welfare arising from any activity. Comply with and keep abreast of any relevant legislation applicable to the performance of the duties of this position. 6. WORK, HEALTH & SAFETY RESPONSIBILITIES Supervisors/Team Leaders are responsible for the health and safety of all persons under their direction. As such they are responsible for assisting their managers in implementing the WHS Policy and Safety Management System (SMS) by: Inducting all new and transferred workers Implementing risk management activities Stopping work in circumstances that are deemed an immediate risk to health and safety until a satisfactory solution is agreed/implemented Title: Manager Homelessness Date: February 2017 Page 3

4 Actively promoting consultation, WHS training and access to information to ensure safe work procedures are understood and followed Managing, implementing and advising workers when changes have been made in the workplace (i.e. systems of work, risk assessments) Reporting hazards and any work-related injuries/illness as soon as practicable; taking reasonable care; and taking immediate steps to investigate and rectify any risk to health, safety and welfare. AUTHORITY TO ACT The position holder has extensive liaison with both internal and external stakeholders, partners and service providers. The position holder, together with the other Unit staff, manages projects across the City s diverse activities, including contracts and other service delivery arrangements. The position holder provides high-level advice and oversees staff to ensure the delivery of projects within specified timeframes. Consultation with relevant staff and units within the City is required on major policy and service development and improvement initiatives to ensure an integrated approach across the organisation. The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, corporate policies, procedures or safe work method statements. All personnel have the power to stop work in circumstances that are deemed an immediate risk to health and safety until a satisfactory resolution is agreed / implemented. Such circumstances may include life threatening situations or those that could result in loss of limb or other significant lost time injury. 9. SELECTION CRITERIA Essential Criteria Tertiary qualifications in a relevant discipline or extensive relevant experience within the homelessness or social services sector Comprehensive understanding of and experience in researching, developing, delivering and monitoring social services, including experience in developing policies, plans, systems and initiatives relating to homelessness, human services or related services. Demonstrated high level experience in leading and coordinating services, managing contracts and reviewing services to ensure that service delivery specifications and arrangements accurately reflect statutory requirements, corporate priorities, customer expectations and emerging issues and trends. 5 Highly developed oral and written communication skills and the proven ability to research, analyse and provide clear, high level written and verbal advice and briefings on complex policy issues, and to interact with and influence a broad range of senior staff, technical specialists, community members and other stakeholders. Experience in leading and managing staff in a high volume and complex environment and proven ability to balance competing priorities in order to meet deadlines. Demonstrated high-level ability to reason conceptually, negotiate effectively, resolve complex problems and sensitive issues, to make clear decisions and to initiate action. Experience in budget preparation and control. Competent level of computer literacy combined with a developed understanding of word processing and spreadsheet applications. Desirable Criteria Knowledge of or familiarity with the City of Sydney LGA with a particular focus on homelessness and an understanding of local issues and concerns. Understanding of the role and processes of Local Government. Knowledge of funding sources and programs. Proven ability to design and implement training and briefing sessions. Understand the homelessness service sector within the inner city Sydney area.
