3 Purpose and use of emission inventories Assess, by air quality modelling, the impacts on the environment, on human health and on materials (EMEP) Develop abatement strategies and prioritise policies and measures for the main source categories (sectors) in a cost-effective way through integrated assessment (CAFE, LRTAP) Monitor the effects of implemented policies and measures and assess compliance with national ceilings (reduced or avoided emissions and reduced impacts) at various levels (sectors, national, international) (NEC, LRTAP) Monitor the level of integration of environmental concerns into sectoral policies (EU-SDS) Inform policymakers and the public on all aspects using indicators (communication tool) (CAFE, LRTAP, EEA) 3 European Environment Agency

4 Main inventory quality demands Increasing demand for timely and high quality data for all user needs (depending on resources availability): reliable (accurate) detailed trends (use of the best scientific methodology) consistent over time (preferably use of the same method for the complete time series) comparable between countries (use of same source categories) complete (covering all major source sectors in the geographic area of concern) transparent (assumptions and methodologies used should be clearly explained and documented) 4 European Environment Agency

5 Main emission reporting requirements UNECE CLRTAP and EU NEC UNECE CLRTAP and Protocols (acidifying pollutants, ozone precursors, HM, POPs, particulates) EU National Emission Ceiling Directive (acidifying pollutants, ozone precursors) Annual reporting by 31 Dec (N-12 months), EU NEC: first reporting by 31/12/2002; CLRTAP by 15 February Same guidelines and methodologies for CLRTAP and EU: o New CLRTAP Reporting Guidelines (NFR, more harmonised with CRF) o EMEP/CORINAIR Atmospheric Emission Inventory Guidebook (third edition 2001, update Oct 2002) EU needs to compile an annual inventory (15 MS) 5 European Environment Agency

7 Main emission reporting requirements UNFCCC and EU GHG Monitoring Mechanism UNFCCC Kyoto Protocol (6 greenhouse gases/carbon sinks) EU GHG Monitoring Mechanism (to be revised in 2003) Annual reporting : UNFCCC by 15 April (N-15 months) and EU by 31 December (N-12 months). Same guidelines and methodologies for FCCC/KP and EU: o UNFCCC Guidelines and Common Reporting Format, being revised during IPCC Guidelines and Good Practice Guidance and Uncertainty Management LULUCF (carbon sinks) Guidance being developed (2003) EU needs to compile an annual inventory (15 MS) 7 European Environment Agency

11 Emission inventory review and improvement programme, main themes Establish an effective review and evaluation process and procedures (new expert panel on review ; pilot assessment on data gaps and inconsistencies in 2003 and develop procedures further in 2004) Continuous improvement of inventories (need to use high quality measurement data; good practice and uncertainty management) Encourage and use scientific research (enhance access to scientific programmes; use these to improve the Guidebook) Make best use of resources (focus on key sources with high uncertainty) Enhance communication with users (analysis of effectiveness of policies and measures and AQ/integrated assessment modelling) 11 European Environment Agency

12 Emission inventory review activities in 2003 Informal meeting (Brussels, 18 December 2002) Prepare outline of Methodologies for technical review (meeting of Expert panel on review : Sweden, ETC/ACC, EMEP/MSC- W; EMEP/CIAM on Feb 2003) Pilot review by Expert panel, up to 15 June 2003 Proposed Air emission inventory assessment report to be produced by EEA/ETC and to send to EU MS and UNECE Parties for comments (up to 15 July 2003) Final report by 15 August for consideration at joint Task Force and EIONET workshop (Sep 2003) and LRTAP/EMEP and CAFE SG Develop proposals for procedures for annual review (EEA/ETC), for consideration by LRTAP/EMEP and CAFE SG 12 European Environment Agency

13 Review methodologies to test in 2003 Initial check (completeness, status report for each country) (e.g. are all NFR pollutants and sources reported; is a national inventory report available) Air emission inventory assessment report, in 2 Parts Part 1 (compares across countries: methodologies, implied emission factors and activity data; use of other data sources such as UNFCCC and Eurostat) Part 2 (identifies issues/questions for each country, for countries to answer) Possibly in future further review of individual annual inventories (desk, central or in-country) 13 European Environment Agency
