3 INTRODUCTION: Reginal Develpment Yrke and Mid Nrth (RDAYMN) are seeking the services f a Cnsultant t develp a Business Case and Master Plan fr the Rewilding Yrke Peninsula initiative. The Business Case will be used t supprt future funding bids by detailing the pprtunities and benefits assciated with its implementatin acrss a number f sectrs / fcus areas including Eclgical, Agricultural, Turism and Ecnmic. The Master Plan will cnslidate and detail strategies t guide the staged implementatin f the Rewilding Yrke Peninsula initiative. It will als prvide site specific cncepts relating t new / imprved infrastructure and will make the cnnectin between hard infrastructure (eg, buildings), agricultural and turism cmpnents f the initiative, and the eclgical (flra / fauna) game plan. RDAYMN BACKGROUND: Reginal Develpment Australia Yrke and Mid Nrth are part f a natinal netwrk t grw and strengthen Australia s regins. There are currently 55 Reginal Develpment Australia Bards, with eight in Suth Australia. RDAYMN has 11 lcal gvernment areas within its service delivery catchment. RDAYMN is an incrprated rganisatin funded by federal, state and lcal gvernment. Our main gal is t prmte and facilitate sustainable cmmunity and ecnmic develpment within the regins f Yrke, Mid Nrth and the Suthern Flinders Ranges. RDA has a particular interest in building the capacity f the regin thrugh prvisin f business develpment supprt, in particular supprting initiatives and infrastructure prjects which in turn yield jb utcmes and enhance grwth pprtunities. RDAYMN is wrking cllabratively with a number f rganisatins t assist with the implementatin f the Rewilding prject, in particular the Department f Envirnment, Water and Natural Resurces (DEWNR) wh develped this unique initiative, in additin t the Yrke Peninsula Turism Authrity (YPT) and ther key stakehlder rganisatins (described further later). DEWNR, RDAYMN, YPT, the N&Y Natural Resurce Management (NRM) Bard, Yrke Peninsula Cuncil, Legatus, and Primary Industries and Regins SA cmprise the initiatives Steering Cmmittee. REWILDING YORKE INITIATIVE In DEWNR, NRM and key partner rganisatins develped the Rewilding Yrke Peninsula cncept. Rewilding is a new land management apprach that seeks t address many land and bidiversity cnservatin issues thrugh the re-instatement f natural prcesses (eclgical, hydrlgical, and gemrphlgical) t restre a degree f balance in natural systems, negating the need fr nging management interventin. Althugh a cmmn practice wrldwide, the rewilding cncept is new t Australia, but has the ptential t deliver many significant savings t bth public and private expenditure. While the intent f rewilding is t derive tangible cnservatin utcmes fr natural assets, there are many beneficial flw-n effects, particularly fr agricultural prductivity, turism and reginal ecnmies. The Rewilding Yrke Peninsula prject seeks t reintrduce a range f lcally extinct, keystne species t Yrke Peninsula, t reinstate eclgical prcesses and ensure the lng-term functining and 3

4 cnservatin value f lcal ecsystems, t prvide ecsystem services t agriculture (pest management), and t prvide the basis fr an internatinal ecturism market. The cncept fcusses n imprving Yrke Peninsula s (Suthern Yrke Peninsula [SYP] in particular) native vegetatin and animal species fr lng term sustainability. Currently SYP retains a significant area f high-quality remnant vegetatin (75 plants f natinal r state cnservatin significance; 14 species listed as natinally rare, vulnerable r endangered and 14 mammal, bird and reptile species f natinal r state cnservatin significance). While the majrity f native vegetatin remains in very gd cnditin, almst all f the terrestrial mammal fauna is nw extinct (27 species lst), with the exceptin f western pygmy pssums and kangars. With an absence f supprting eclgical prcesses, the cnditin f the peninsula s bushland will deterirate ver the medium t lng-term hence the Rewilding Yrke Peninsula initiative. On the grund / at a practical level it will aim t reintrduce keystne mammal species: 1. Sil engineers (nutrient cycling, mycrrhizal fungi). 2. Pllinatrs and seed dispersers. 3. Predatrs (pest management; cats, rdents). Suthern Yrke Peninsula prvides the mst ideal lcatin in Australia t undertake a re-wilding prgram, because it is effectively a mainland island, islated frm the rest f Australia by a large expanse f cleared crpping land. T prgress this prject a number f stakehlder rganisatins have cmmitted funding tward the develpment f Ecnmic analysis t supprt implementatin (and t assist in gaining implementatin funding). There are 3 key cmpnents t the initiative at this stage, ne being the Ecnmic Analysis, the secnd being a Business Case and the third being a Master Plan. The key utcmes sught thrugh the Rewilding initiative include: Cnserving the natural value f SYP fr future generatins, by preventing further lss f eclgical functin Develpment f landscape-scale sanctuary fr threatened species Value-adding t turism thrugh increased recgnitin f the Yrke Peninsula turism regin Increasing ecsystem services t lcal agriculture Resilience t climate change The Ecnmic Analysis cmpnent f this prject was finalised by EcnSearch in February 2018 and is prvided as an addendum t this Brief. 5 STAKEHOLDER ORGANISATIONS The Rewilding Yrke Peninsula prject is a land management initiative scped by the Naturally Yrke cnsrtium f partner rganisatins, including; the Department f Envirnment, Water and Natural Resurces (DEWNR), the Nrthern & Yrke Natural Resurce Management Bard, Zs SA, FAUNA Research Alliance, Yrke Peninsula Cuncil, Legatus, Yrke Peninsula Turism, RDAYMN, Ag Excellence Alliance, Primary Industries and Regins SA, Greening Australia, Trees fr Life, and Cnservatin Vlunteers Australia. A prject steering cmmittee has been frmed t guide the prject, develp the full scpe, lcatin and activities f the prject and will develp a detailed prject plan. The steering cmmittee is cmprised f a representative frm DEWNR, RDAYMN, Yrke Peninsula Turism, Yrke Peninsula Cuncil, Legatus, and Primary Industries and Regins SA. As the prject prgresses, ther key stakehlder rganisatins and individuals will becme invlved in varius frms frm vlunteers, wildlife enthusiasts t farmers and turists. Thrughut the Master Planning prcess it is anticipated that there will be brad cmmunity cnsultatin and will include the agricultural sectr, wildlife rganisatins, Prgress Assciatins, vlunteer grups and the like, particularly in the Suthern Yrke Peninsula district, where the prject will be implemented. CONTEXT The Business Case, Master Plan and Ecnmic Analysis will be used t supprt future funding bids fr implementatin and t prvide detailed explanatin f the prject strategies, pprtunities and implementatin. In additin a brad range f research and experts in varius fields were als cnsulted, fr the develpment f the Ecnmic Analysis (EA) reprt. The EA reprt has cnslidated much f the key and relevant research, hwever the Cnsultant can be prvided with extensive research references etc, if required. 5

Master Plan Directins Paper (including Actin / Implementatin Plan) In yur applicatin we wuld expect t be prvided with the Master Plan Framewrk. Additinally, prvide infrmatin n: hw yu expect t meet the Deliverables and within the timeframes a summary f yur relevant experience 3 x Referees (and additinal Testimnials if available) Yu can submit yur applicatin as a single cmpany / entity and r as a partnership arrangement r cnsrtia, where yu utilise the services f anther rganisatin/s t deliver specific aspects.
