QEC Values: Respect: We respect the feelings and beliefs of others Teamwork: We listen to, acknowledge and accept others in our team Integrity: We approach others with fairness, honesty and openness Excellence: We strive for excellence and quality in everything we do Resilience: We are positive in our approach to all challenges Position Title: Location: Director Excellence & Innovation 0.6 FTE 53 Thomas Street, Noble Park (Travel to other community sites will be required) Reports to: Chief Executive Officer INTRODUCTION For over 90 years the Queen Elizabeth Centre (QEC) has provided specialized care, support and guidance to help parents manage the many challenges that arise during early parenthood, from before birth until 48 months. Priority is given to families who face physical, psychological, intellectual or environmental challenges which compromise their ability to provide an environment that nurtures and supports the health and wellbeing of their infants. QEC advocates child focused and family-centered practices underpinned by a philosophy that family is the principal source of care for children, offering services and programs that are culturally relevant and accessible to all clients. Residential, day, group, home visiting and Page 1 of 7

2 telephone advice services are delivered at QEC s Noble Park site and/or through regional outreach bases. QEC endorses and participates in the achievement of national and state child health goals and targets to: Increase breast feeding and immunization rates; Prevent illness and injury (accidental and non-accidental); Promote healthy nutrition, fitness and positive family functioning; Identify health and development problems early; and Facilitate early intervention. The QEC is widely recognized for its innovative and caring services. QEC s primary premise, located at Noble Park, is equipped to provide up-to-date advice and support. QEC provides practical support, education and advice to help parents develop skills to confidently manage the challenges of early parenthood. Organisational Overview The QEC is a 42 bed public hospital registered by the Department of Health. It employs approximately 130 staff including Maternal and child health nurses, midwives, psychologists, social workers and mothercraft nurses/early childhood workers contribute to the make-up of our clinical staff. QEC employs a Medical Officer. QEC aims to ensure that: Programs are designed to develop parenting competence and confidence; enabling families to nurture and protect their children and to enhance family health and development; Collaboration and partnerships with other service providers facilitates access to QEC services; Services that are provided are individually and culturally sensitive to aboriginality, ethnicity, gender, religion and sexual orientation; Families who are experiencing difficulties based on identified risk factors that impact on child outcomes are given priority of access; Families are enabled to function independently within their own communities by maintaining productive linkages with community based services; Community and professional awareness about care and nurturing needs of young children with respect to family s unique circumstances, beliefs and values is promoted; Services are monitored to ensure appropriate response to the changing needs of families. 3 POSITION CONTEXT Position Objectives/Purpose To lead the development and implementation of an Evaluation, Research and Learning Strategy in accordance with the goals set out in the Strategic Plan ( This position is instrumental in growing QEC s reputation as a leader in innovative practice in early years parenting support for at risk families in the health and community sectors. To position QEC as a Centre of Excellence through evidence based sustainable practice models that are explored and developed through QEC s training and research partnerships and agenda. This work will inform future practice at QEC and the health and community sector. To act as Chief Executive Officer as delegated from time to time. Role and Candidate Profile The Director Excellence & Innovation is a key member of the Executive Management Team and supports the CEO in achieving the 5 objectives outlined in the QEC Strategic Plan. The incumbent will be an experienced and qualified Executive Manager who holds postgraduate qualifications in the disciplines of management, leadership and is an experienced researcher. The incumbent will have strong business acumen, including grant and tender writing experience, underpinning their research capability. The ability to test and operationalise new service models is crucial to the success of the QEC s positioning as a thought leader in the health and community sector. Direct Reports: Quality Coordinator KEY ACCOUNTABILITIES Key Performance Indicators Create research partnerships so that QEC can grow its research capabilities to contribute to parenting and infant mental health knowledge. Design and implement an evaluation plan to review and refresh all QEC programs and program guidelines over a three year schedule which embeds evaluation into everything we do. Page 3 of 7

4 Secure funding for relevant research through grant submissions etc. which will inform clinical practice. Grow the theoretical knowledge base of parenting and infant mental health through the development of issue papers that facilitate QEC as a thought leader that is able to influence policy. Grow the internal research capacity through the administration of the QEC and VACCA scholarship programs. Facilitate a culture which embraces innovation, creating an agile and exciting organisation, which is always informed by evidence. Foster and encourage QEC staff to present and publish research findings at professional conferences and journals thereby growing QEC s reputation as a leader in the area of parenting and infant mental health. Participate in QEC s Research Advisory Committee to guide research priorities. To manage the quality processes and systems i embedding a culture of continuous quality improvement and meeting the mandatory requirements as a Community Service Organization and a Public Hospital. KEY SELECTION REQUIREMENTS AND CAPABILITES Qualifications/Professional Registration/Other Requirements PH. D in a related field Extensive research experience Management and leadership qualifications is highly desirable. Technical skills Remains current on trends and identifies shifts that require an innovative response. Presents innovation to appropriate decision makers and stakeholders. Assists staff with implementing positive change and supports risk taking. Supports innovative practices to improve program related issues and services. Strategically disseminates information about unmet needs and program accomplishments. When appropriate and in line with organisational mission, promotes QEC as a wellrecognised advocate on public policy topics. Demonstrated skills in research and grant submissions.. Ability to present models and influence key stakeholders and decision makers. Demonstrated experienced in leading and managing the efficient and effective use of human and financial resources; Page 4 of 7

5 Experienced in facilitating collegiate and collaborate relationships with clinical staff, service providers and internal stakeholders, including the QEC Board; Evidence of working well under pressure while delivering to tight deadlines. The successful candidate may be required to travel to other QEC sites located in Melbourne and Regional Centres. The residential, day stay and home based services close down for the period of Christmas/New Year and it is a requirement that all relevant staff take annual leave at this time. Participation in QEC s Executive on-call roster Mandatory A current Victorian Drivers Licence is required A Working with Children Card is required for candidate appointed to this role Current Consent to Check and Release National Police Record with a satisfactory outcome Candidate must possess Australian Citizenship or permanent resident status with applicable work visa. 7 Other A pre-employment medical assessment may be required The Victorian Public Sector Code of Conduct applies to all staff QEC is a smoke free workplace Up to date immunization status PERFORMANCE APPRAISAL Formal reviews are conducted at least yearly. Performance is monitored against the key skill requirements and capabilities.
