It has been decided to implement this amendment and revised STI Doc: STI/4985/11 with effect from 1 st. ROs/BOs are requested to inform the licensees of IS 4985:2000 under their jurisdiction about implementation of above amendment and revised STI. 2 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF UNPLASTICIZED PVC PIPES FOR POTABLE WATER SUPPLIES ACCORDING TO IS 4985:2000 (Third Revision) (Incorporating Amendment no. 1 & 2) 1. LABORATORY A laboratory shall be maintained which shall be suitably equipped and staffed where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 2. TEST RECORDS - All records of tests, inspection and calibration shall be kept in suitable forms approved by the Bureau. 2.1 All testing apparatus/measuring instruments shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. 2.2 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time on request. 3. QUALITY CONTROL It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part 1):2003, to IS 397 (Part 4):2003]. 3.1 In addition, effort should be made to gradually introduce a Quality Management System in accordance with IS/ISO 9001: STANDARD MARK The Pipe shall carry the standard mark as given in column 1 of the first schedule of the licence in the form of a transfix label. The mark may also be applied by engraving in such a manner that it does not impair the strength of the pipe in any way. Marking may also be done by screen printing. 4.1 OTHER MARKING - In addition, each pipe shall be clearly and indelibly marked in colour using ink/paint as per at intervals of not more than 3 meter Alternatively inkjet printing in any contrasting colour can also be used for marking at intervals of not more than 3 meter with the following: a) The manufacturer s name or trade mark b) Outside diameter. c) Class of pipe and pressure rating d) Batch or lot no. e) The word plumbing in the case of plumbing pipes and f) Licence No. (CM/L ) 2

3 4.2 The information according to 13.1 shall be marked in color as indicated below for different classes of pipes (in the case of indelible marking by paint/ink). In the case of inkjet printing, the pipes shall also be provided near the end with a circumferential color band as indicated below for different classes of pipes to identify the class of pipe. LEVELS OF CONTROL - The tests, as indicated in Table 1 attached and at the levels of control specified therein, shall be carried out on the whole production of the factory which is covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2.0 above. All the production which conforms to the Indian Standards and covered by the licence shall be marked with certification mark of the Bureau. 5.1 CONTROL UNIT- A Control unit is defined as a continuous extrusion run of one size and class of pipe from one extrusion compound up to a maximum of 48 (forty eight) hours duration. 5.2 RAW MATERIAL- Only those additives shall be added which are needed to facilitate the manufacture of the pipe and the production of sound and durable pipes of good surface finish, mechanical strength and opacity under conditions of use. None of these additions shall produce toxic hazard or impair the strength of the pipes. Manufacturers own rework material (Complying with IS 4985, Cl. 6.2) is permissible. The quantity of rework material used is to be declared by the manufacturer. No other rework material shall be used. 5.3 In case of failure in any of the tests twice the no. of samples be tested for that requirement. If a further failure occurs, the entire lot shall not be marked. 5.4 In respect of all other clauses of the specification and at all stages of production, the factory shall maintain appropriate controls and checks to ensure that their product conforms to various requirements of the specification. 6. REJECTIONS A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no circumstances be stored together with that conforming to the specification. 7. SAMPLES The licensee shall supply, free of charge, the samples required in accordance with the Bureau of Indian Standards (Certification) Regulations, 1988, as subsequently amended, from the factory or godowns. The Bureau shall pay for the samples taken by it from the open market. 3

REPLACEMENT Whenever a complaint is received soon after the goods with Standard Marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods or their components are replaced or repaired free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity of the product to the Indian Standard shall be with the Bureau. The firm shall have own complaint investigation system as per IS/ISO In the event of any damages caused by the goods bearing the Standard Mark, or Claim being filed by the Consumers against BIS Standard Mark and not Conforming to the relevant Indian Standard, entire liability arising out of such non conforming product shall be of licensee and BIS shall not in any way be responsible in such cases. 9. STOP MARKING The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. 9.1 The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau. 10. PRODUCTION DATA The licensee shall send to BIS as per the enclosed Proforma-1 to be authenticated by a Chartered Accountant, a statement of quantity produced, marked and exported by him and the trade value thereof at the end of each operative year of the licence. 10 AMENDMENT NO.2 APRIL 2007 TO IS 4985 : 2000 UNPLASTICIZED PVC PIPES, FOR POT ABLE WATER SUPPLIES SPECIFICATION ( Third Revision) (Page 1, clause 3.13, line 1) - Substitute 'six' for 'four'. (Page 10, clause 11.1, line 4) - Substitute 'temperatures, duration and test pressures' for 'temperatures and duration'. (Page 10, clauses 13.1, , and ) - Substitute the following for the existing: 13.1 Each pipe shall be clearly and indelibly marked in colour using ink/paint as per at intervals of not more than 3 meters. Alternatively, inkjet printing in any contrasting colour can also be used for marking at intervals of not more than 3 metres. The markings shall show the following: a) Manufacturer's name or trade-mark, b) Outside diameter, c) Class of pipe and pressure rating, d) Batch or lot number, and e) The word plumbing in the case of plumbing pipes The information according to 13.1 shall be marked in colour as indicated below for different classes of pipes (in the case of indelible marking by ink/paint).
