We offer a comprehensive network of services and seek to ensure the provision of high quality services that will bring about significant improvements in the life experience of the young people, children and families/caregivers with whom we work. Anglicare Victoria has an official Reconciliation Action Plan (RAP) that bears the Reconciliation Action Trademark. The RAP requires that staff continue to develop their cultural competence so as to maximise opportunities and improved outcomes for Aboriginal and Torres Strait Islander peoples. OVERVIEW OF PROGRAM This is a combined role, with 0.6 EFT Quality Manager, and 0.4 EFT Regional Development Manager. This role is pivotal in providing regional leadership and direction in line with Anglicare Victoria s Quality Work Plan, as part of an integrated approach across all Family & Community Services in the Southern Region. This is a senior role which is required to undertake a key leadership role across the Division with a focus on sector reform, business development and Regional service integration & practice and partnerships. This position is a member of the Anglicare Victoria Senior Management Group. POSITION OBJECTIVES Under the direction of the Regional Director and in conjunction with the Director Quality, the Quality Manager will: Ensure compliance with the Anglicare Victoria Quality Plan, identify quality improvement opportunities and processes, ensure performance reporting and compliance with relevant standards are in place across the region s Placement and Support and Family and Community services.

2 Play an active role as part of the Regional Management team and participate in leadership and decision making on a whole of region basis across the Family and Community Services, Placement and Support & Parish Partnership services. Actively engage in and promote communication and collaboration between the Central Quality Team and the region, to ensure a comprehensive approach to quality across Anglicare Victoria. Undertake a lead role with Regional / Divisional reform. This includes the development of Anglicare service and program integration, as well as pursuing opportunities for business development. In conjunction with the Regional Director and Program Managers take a lead with practice development across the region and undertake program and case reviews, as well as critical incident analysis. In conjunction with the Regional Director and Program Managers take a lead role with external stakeholder partnerships and related processes. Ensure collaboration across the Southern Division by establishing relationships and working collaboratively with the Anglicare Victoria, Gippsland Region, Regional Director and Development Manager. KEY RESPONSIBILITIES The key responsibility areas for this position are described as follows: Leadership Develop, implement and evaluate an annual Regional Quality Work Plan designed to realise and complement the goals of Anglicare Victoria s Quality Work Plan and overarching Strategic Directions. Develop and maintain communication links and cooperative arrangements with Anglicare Victoria s Director Quality and Central Quality Team, as well as appropriate external funding bodies, community service providers and relevant key stakeholders. Program development including identified quality gaps as part of the regions overall service improvement. Under the direction of the Regional Director and in consultation with Program Managers actively explore opportunities for continual improvement of standards of service, organisational processes and practices within the program including: Nurture a positive and stimulating team environment, characterised by cooperation and willingness to work toward organisational objectives. Facilitate the maintenance of a strong and appropriately focused culture which supports creativity and innovation. Ensure that the training and development needs and opportunities for staff are recognised and addressed. Quality Improvement Lead the implementation of the Anglicare Victoria Quality Work Plan within the region. Maintain an up to date knowledge of DHHS and any related standards and their operational requirements. Work with the Regional Leadership Team to develop and implement the Anglicare Victoria Quality Improvement Plan. Work with the Regional Leadership Team to develop systems and processes to ensure compliance with relevant standards.

3 Ensure services meet the quality requirements as specified by Anglicare and DHHS. Identify opportunities to improve service systems across the region. Undertake reviews in response to critical incidents Undertake Quality of Care and Complaint investigations. Coordination of Performance Reporting and relevant data reporting and analysis Contribute to research initiatives, particularly those that give emphasis to determining quality, outcomes and evaluation in relation to core services. Ensure that services are accessible and culturally sensitive to diverse client and community needs. Actively engage with Central Office Directors, Regional Directors, and Program Managers to lead improvements in standards of service and organisational processes and practices, including: The accurate interpretation and implementation of organisational policy and procedures. Facilitate an engaging and professional team environment, focused on the achievement of organisational and service objectives. Contribute to the professional development and support of the Managers within the Division / Region. Lead quality improvement, compliance and assurance processes, including selfassessment processes in the region. Represent the region and actively participate in the Anglicare Victoria s Central Quality Contacts Meeting. Other duties as required. Practice & Business Development Develop and maintain communication links and cooperative arrangements with the appropriate funding body, community service providers and other key stakeholders relevant to the program. Pursue opportunities for service development and advancement of organizational strategic projects Promote the development of a positive organisational and workplace culture in line with the principles of the organisation and the expectations of Anglicare s Strategic Plan. Contribute to the development of a Divisional integrated service system capable of customising creative service responses to client needs and service contract expectations. In partnership with the Regional Director, as well as other Development Managers, identify and progress opportunities to expand operations through the development of strategic partnerships and other consortium arrangements. In partnerships with Regional Director contribute to the overall planning, development, operations and evaluation of Anglicare Victoria services in the Division. Responsibility for Performance Reporting, outcomes, evaluation, and relevant data reporting & critical incident analysis across the region. Identify, evaluate and ensure continuous practice improvement and development across the region, as well as undertake program and case reviews. Collaborate in the development of budgets in accordance with set parameters. In conjunction with the Regional Director and Program Managers contribute to the development of regional business plans that will bring about the achievement of Strategic Directions and quality service outputs and outcomes through the astute deployment of all available resources and infrastructure Undertake a key lead role re negotiations with DHHS and other funding bodies as required. Collaborate with relevant Director/s to lead the development of submissions for existing or new services. Other duties as requested.

4 Networking & Relationship Management In partnership with the Regional Director and Program Managers, continue or enhance relationship management with key Government and other stakeholders. Develop and maintain good working relationships with Program Managers In partnership with the Regional Directors participate in the development and strengthening of strategic partnerships Represent Anglicare Victoria on relevant strategic networks Occupational Health & Safety (OHS) Anglicare Victoria is committed to ensuring the health and safety of its employees and any other individuals present in our workplaces. KEY SELECTION CRITERIA The successful applicant will be able to demonstrate a high level capacity and expertise in each of the following: Relevant experience, as well as tertiary qualifications, preferably in social sciences and/or management. Demonstrated skills in relation to program planning, project development and project management. Comprehensive understanding of the human service delivery system, with particular reference to services for children and families. A thorough understanding of DHHS standards and their operational requirements. Mediating and negotiating appropriate outcomes in complex work situations. Managing change in a complex environment effectively and with sensitivity. Representing the interests of the organisation publicly and building appropriate relationships with government, other organisations and key stakeholders. Ability to lead and motivate staff and create a workplace culture based on cooperation, team work and common pursuit of organisational objectives. Experience in tender and submission development. Demonstrated ability to provide leadership and consultation in relation to practice in the area of Placement and Support and Family and Community Services. Commitment to social justice principles and specifically to the mission and aims of Anglicare Victoria as outlined in Strategic Directions. Workplace Managers / Team Leaders Establishing the following OHS requirements in the workplace for which they have control or responsibility: provide information, instruction and training to employees in order to perform their work safely and without risks to their health assign people and resources to complete OHS activities (including time and materials) ensure people in key OHS roles receive appropriate training and supervision establish specific processes for OHS consultation and communication including issue resolution with Health and Safety Representatives (HSR) and employees. supervise employees to enable them to perform their work safely and without risks to their health comply with the requirements of OHS legal notices (e.g. Provisional Improvement Notices (PIN), Improvement Notices and Prohibition Notices) and follow all policies

5 promote positive work relationships and act early to address interpersonal issues such as stress, bullying, morale and workplace conflict issues Workplace Managers have been delegated as the employees responsible for managing health, safety and wellbeing in their workplaces. Managers may nevertheless delegate to the OHS Representative, or other employee, the operational aspects of implementing health and safety initiatives. All AV employees are required to take reasonable care for their own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the company s occupational health and safety (OHS) policies and procedures. Managers/Team Leaders/Supervisors will be required to complete the OHS requirements of the organisation, which may include local level training relating to equipment usage, Hazardous Chemicals, PPE. TERMS AND CONDITIONS An attractive remuneration package will be negotiated with the successful applicant. Salary Packaging is offered with this position. All offers of employment at Anglicare Victoria are subject to a six month probationary period. The staff member will be asked to participate in an annual performance review linked to objectives set out for the position. All offers of employment are subject to a satisfactory Criminal History Check and must provide a Working with Children Check prior to commencement. A current Victorian Driver s licence is essential. Anglicare Victoria is a member of HESTA (Health Employees Superannuation Trust). At present, we contribute 9.5% of ordinary time earnings to this fund. Staff may elect to choose their own superannuation fund.
