Time to Change Wales is run by the charities, Mind Cymru, Gofal and Hafal with funding secured from Welsh Government and Comic Relief. Since the campaign started in 2012 there has been a change in the way that mental health is viewed and talked about in Wales. At the heart of the campaign is a movement of Champions who have their own lived experience and take the lead in campaigning or marketing / communications in workplaces, across communities and with their friends and families. Supporting this movement are staff based out of the three partners across Wales. As well as funding from Welsh Government and Comic Relief to address adult attitudes we have recently secured funding from Big Lottery to pilot a programme to look at addressing mental health stigma and discrimination in schools and a project funded by Sports Wales that targets Page 1 of 7

2 men s mental health. We are now into the second phase of delivery that focuses on building on the success of phase 1 as well as embedding new opportunities. All of this work will take us closer towards our vision of a society where talking about mental health has become every day and ordinary, and no one needs to face fear or discrimination because of a mental health problem. Scope of the job The Programme Manager has overall responsibility for the development and delivery of the Time to Change Programme and campaign, reporting to the Director, Mind Cymru and Programme board, Mind Cymru and accountable to the Director, Mind Cymru and the Programme Board for performance and outcomes. Specific responsibilities include: Programme management, leadership and coordination accountable to the Programme Board and to funders; Supporting programme governance; Leading the creation of a cohesive and integrated team with a clear programme of delivery which makes the most of synergies across campaign strands; Line managing up to four staff and matrix management of up to five others; Supporting the Engagement Manager and Programme Board members in ensuring the campaign is high profile and that stakeholders are fully aware and involved and leads to opportunities to further develop the work; Overseeing the development and delivery of the social marketing campaign with Gofal; Ensuring that impact and opportunity are fully researched, evaluated and used as an improvement tool. You will be responsible for reporting to the funders and preparing and presenting reports for the Executive Board on all aspects of the programme s work including delivery and impact. You will have delegated responsibility for all project management and evaluation, and make recommendations to the Head of Operations on budget setting. You will need to produce detailed financial reports (with the Mind finance team) and monitor spend across a budget of 1.8 million. You will be required to operate within the financial guidelines of Mind as agreed by Mind s Council of Management. You will be employed by Mind and work closely with Time to Change Wales staff at Gofal and Hafal providing them with leadership and creating an integrated outcome focused team. You will also have responsibility for ensuring the development of a social movement for change and ensuring that the needs and views of people with experience of mental health problems and carers are reflected. You will work closely with the Engagement Manager and Programme Board members to develop new partnerships with national and regional stakeholders leading to practical and funded work. Mind aims to ensure that the needs and interests of mental health service users, women, Black and Minority Ethnic communities, disabled people, lesbians, gay men, bisexuals, transgender and people or all ages are reflected in all activities. You will be expected to contribute to this aim. Page 2 of 7

3 Key responsibilities Programme Management and development 1. Manage the development and delivery of the Time to Change programme reporting to and supporting the work of the Programme Board. This includes: a. Being responsible for delivery and reporting against milestones, budgets, evaluation returns, and overall programme outcome targets working closely with partner organisations, project leads and responsible managers to achieve this. b. Performance and risk managing. c. Leading on financial management including effective relationship management with funders, the preparation and presentation of quarterly and annual budgets, monitoring, reviewing, re-forecasting and arranging funder audits within areas of responsibility in accordance with corporate governance guidelines. d. Monitoring performance and ensure this is used as a basis for improvement e. Supporting Governance and having an excellent working relationship with the Board. 2. Lead the development and delivery of the campaign including positioning and messaging, social marketing, communications and engagement, working closely with the Engagement and social Marketing leads who will carry out this work. 3. Ensure all projects adhere to Time to Change guidelines and memorandum of understanding, contractual obligations of funders' terms and conditions, and partners' legal obligations within the partnership. 4. Lead the creation of a cohesive, motivated and outcome focused team working across organisational boundaries. 5. Make sure that the team have a clear programme of delivery which makes the most of synergies and opportunities and is informed by feedback and evaluation as well as learning from our sister campaign in England. 6. Line-manage a staff team and to be responsible for the effectiveness of the wider team through joint management with partners. 7. Keep abreast of developments in the social and health care fields that relate to stigma and discrimination, capacity building, quality or project development. Also, to be aware of relevant changes in mental health care and the voluntary sector and to identify issues from all these areas that will impact on the work of the programme. 8. Be aware of and keep alert to possibilities for project management and funding opportunities to further the programme's aims and objectives and co-ordinate the research and development of funding applications. 4 Stakeholder Engagement 1. Develop and continuously improve integrated systems and methods of communicating across programme strands and the wider network of activists and supporters. 2. Work collaboratively with all relevant stakeholders in developing effective methods for consultation and involvement to facilitate joint learning, the sharing of good practice, the dissemination of information and the development of standards. 3. Ensure the Senior Research & Evaluation Officer is able to take the lead on planning and delivering a programme of external stakeholder engagement activity and take responsibility for developing and delivering programme stakeholder relations to secure ongoing support and development. Ensure that Board Members are used to best effect to develop and manage both sets of relationships. 4. Co-ordinate the work of other members of the TTCW Team and wider project staff working with stakeholders (in liaison with their managers), and provide support and advice to all staff working with stakeholders. Monitoring, reporting and evaluation 1. Oversee preparation of relevant reports and briefings for the Executive Board Group, funders and others as required. 2. Lead on establishing, developing and maintaining performance monitoring and reporting systems across the programme, including evaluation in relation to projects and stakeholder engagement with the support of the Senior Research & Evaluation Officer. 3. Oversee the development of the programme impact and evaluation and ensure this is used to strengthen the campaign, the movement for change and support for the programme. 4. Ensure a management information database is maintained and used as a performance monitoring and risk assessment tool. Expectations The post holder is expected to: 1. Operate in a partnership environment, ensuring that the programme work is delivered with the full engagement of programme partners. 2. Ensure that all responsibilities and activities discharged within this post are consistent with the terms and spirit of Mind's policies upholding the values of Mind and be a champion for Mind Cymru and Time to Change Wales at all times. Travel to meetings across Wales and occasionally the UK, including to London to engage with Time to Change Partners in England, and to occasionally work unsociable hours, for example attending evening or weekend meetings/conferences. 4. Chair and contribute to the Programme Management Team and the wider team meetings. 5. Attend and contribute to the supervision and appraisal process and be a part of the Mind Cymru Team. 6. The nature of the post will require flexibility in the role and to undertake any other duties that are within the context and grade of this post. 7. Develop positive relationships with key stakeholders. 8. Contribute to working towards making Mind a greener workplace. 9. Attend and contribute to staff training as required. 10. Contribute to a positive and supportive working environment. 11. Support and contribute to our overall aim of user/survivor participation, including within Mind and to be committed to working alongside users/survivors, as colleagues, (paid & unpaid) experts and campaigners. 6 Mind (National Association for Mental Health) Person specification: TTCW Programme Manager Essential criteria Experience 1. Experience of running a complex, multi-faceted campaigns or similar, possibly within a marketing, PR or communications environment. 2. Substantial experience of programme and project management across a complex span of work with a proven track record of delivery at a senior level. 3. Experience of programme governance and of managing Board level relationships. 4. Demonstrable experience of successfully leading collaborative teams. 5. Demonstrable experience of organisational strategic planning and of providing strategic advice to a wide range of functional disciplines. 6. Experience of using leadership skills to deliver strategic programmes of work, or project stages. Implementing standards of practice across diverse projects, and monitoring the effectiveness of these standards. 7. Proven experience of analysis of evaluation data and producing performance-led monitoring reports, and use of them to identify risk factors and for reporting to funders and senior management teams, within agreed and often tight timescales. 8. Experience of working with funders, pulling together and supporting funding applications. 9. Demonstrable experience of detailed and accurate budget management and forecasts for significant amounts. Ability 10. Able to lead and inspire staff and client groups through setting high personal standards of performance and delivery and demonstrating a personal passion and commitment to delivering social change. 11. Proven influencing and negotiation skills to encourage collaborative working and build positive relationships between a number of stakeholders and internal teams, demonstrating political judgement and awareness. Knowledge of research data and usage. 15. Knowledge of the impact of stigma and discrimination and application in the mental health field. Other 16. Empathy with Mind's aims and objectives, including an understanding of and commitment to Mind's policies. Desirable Criteria 1. Experience of delivering social marketing or behaviour change campaigns. 2. Direct or indirect experience of mental health problems. 3. Experience of policy analysis and developing and successfully implementing national policies, particularly in the field of rights or health and social care. 4. Good knowledge and understanding of mental health and social care policy within a statutory and voluntary sector environment. 5. Ability to work in Welsh and English. 6.
