This will be achieved through (a) rehabilitating select sections of the sewerage system that are deteriorated; (b) limited expansion of the sewerage system into currently unconnected central historical areas, (c) installing more energy-efficient equipment such as wastewater pumps and aeration systems at the wastewater treatment plants and pumping stations; and (d) improving the capacity of the water utilities (vodokanals) in the areas of management, communications and public outreach. 2 Implementation Status Overview Effectiveness for the Bukhara and Samarkand Sewerage Project (BSSP) was declared on April 1, Early activity focused on procurement tasks and structuring of Project Coordination Unit (PCU) capacity in Tashkent and in the Bukhara and Samarkand PCU-branches. Substantial delays were incurred in the selection and contracting of the Implementation Consultant (IC) and in the recruitment of key PCU staff. Due to such slow start, Project execution is behind forecast. Promising progress has however occurred since IC mobilization in January 2011, with issuance of the IC's inception report, launch of survey and preliminary design tasks, and procurement of design, construction and equipment packages. Emergency works on Samarkand's Penjikent Street were also completed. Preliminary engineering assessments by IC suggest that the planned rehabilitation of two wastewater treatment plants may require substantially more extensive investment than originally assessed and budgeted under the Project. Fiduciary compliance by PCU with Bank procedures and instructions is uneven, extending approval processes, with particular delays in the recruitment of key PCU staff. The Project must urgently recruit a head and a financial specialist for the Samarkand PCU-branch, in strict compliance with agreed procedures. The IC survey and preliminary design tasks should be completed to update Project cost estimates, in particular for WWTP rehabilitation/reconstruction needs, and allow joint arbitrages by client and Bank on investment priorities.
