Corp off: 7 th Floor, Corporate Tower Ambience Mall, N.H.-8 Gurgaon (Haryana) Ph: , Fax: acbpower@gmail.com NOTICE INVITING BIDS (INTERNATIONAL COMPETITVE BIDDING) Bid No : NIT ICB AMPPGL 002 For ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC) FOR 1200 MW (2 x 600 MW +10%) SUPERCRITICAL THERMAL POWER PROJECT AT DISTRICT SIDHI, MADHYA PRADESH, INDIA 1.0 INTRODUCTION 1.1 Aryan M.P. Power Generation Pvt. Ltd. is inviting under two part bidding system from eligible bidders for complete plant on EPC basis for 1200 MW (2 x % Supercritical Units) Project at District Sidhi, Madhya Pradesh, India. These Bid Documents are prepared considering 2X600 MW Supercritical units as per the scope of work mentioned herein after. However, Bidders can offer their nearest standard proven units in the range of ( %) MW, with Supercritical parameters. 1.2 Sealed bids in three copies (1 original + 2 copies+1cd) are invited in the prescribed Bid Proforma, for the Scope of Work described in the Bidding Documents. 1.3 Scope of Work: - The brief scope of Work is as under: i) On Total EPC Basis for complete power plant: Design, engineering, manufacturing, procurement, supply, transportation to Site, handling, storage, construction, erection, installation, testing, Completion, Commissioning, performance testing, training of Owner s personnel and final completion of Coal Fired Thermal Power generation Station including, supply of mandatory /recommended spares, commissioning spares and special tools and tackles. The Station shall have a generating capacity of 1200 MW (2X %) MW, and shall comprise two Units, located at Sidhi District, State of Madhya Pradesh, India, and ( the Project ). Bidder shall consider the Bidding Documents in their entirety for Page 1 of 6

2 a complete understanding and interpretation of the Work and shall submit a Bid that meets the complete requirements of the Bidding Documents. The intent of Owner is to commission the complete Project. ii) On Complete Boiler, Turbine and Generator (BTG) Island Basis: Design, engineering, manufacturing, procurement, supply, transportation to Site, handling, storage, construction, erection, installation, testing,, commissioning, performance testing, training of Owner s personnel for a Coal Fired complete BTG Island including, supply of mandatory/recommended spares, commissioning spares and special tools and tackles. The BTG Island shall be capable of generating capacity of 1200 MW (2X %) MW with BOP Island. It shall comprise two units, located at Sidhi District, State of Madhya Pradesh, India. Bidder shall consider the Bidding Documents in their entirety for a complete understanding and interpretation of the Work and shall submit a Bid that meets the complete requirements of the Bidding Documents. The intent of Owner is to commission the complete Project in the shortest possible time. iii) On Complete Balance Of Plant (BOP) Island Basis Design, engineering, manufacturing, procurement, supply, transportation to Site, handling, storage, construction, erection, installation, testing, completion, commissioning, performance testing, training of Owner s personnel and final completion of BOP Equipment Island including, supply of mandatory / recommended spares, commissioning spares and special tools and tackles. The BOP Island shall include civil and structural work for entire project including BTG. The BOP Island shall be capable of generating capacity of 1200 MW (2X %) MW with addition of matching two identical BTG. The two Units are to be located at Sidhi District, State of Madhya Pradesh, India ( the Project ). Bidder shall consider the Bidding Documents in their entirety for a complete understanding and interpretation of the Work and shall submit a Bid that meets the complete requirements of the Bidding Documents. 1.4 Schedules: The following schedules shall be followed for completion of plant. a) Time for Completion : Bidder to propose shortest Plant Commissioning Schedule subject to a limit of 40 months for first unit, 44 months for second unit, from the date of Notice to Proceed (NTP). 3 b) Bid Fee : The bid fee is non-refundable; the same shall be remitted in the form of Demand Draft drawn in favour of Aryan M.P. Power Generation Pvt. Ltd: Mezzanine Floor, 8-Community Centre, East of Kailash, New Delhi Telephone No. : /21 Fax No. : ID : egateway@gmail.com 2.0 BENEFITS / EXEMPTIONS FOR MEGA POWER PROJECT The Project will be eligible for Mega Power Project status as provided by the Ministry of Power of the Government of India and Owner is in the process of obtaining the necessary approvals from the Government of India. Mega Power Project status will enable the Project to get various fiscal benefits. Accordingly, supplies of goods for this Package will be eligible for benefits/exemptions as per provisions of relevant Notifications of the Govt. of India. The benefits shall be claimed by EPC Contractor. The Customer shall provide a suitable Disclaimer Certificate to EPC contractor and shall also provide all Duty paying documents (both Customs & Excise) for claiming the deemed export benefits as per the Foreign Trade Policy and Handbook of Procedures BIDDERS QUALIFICATION CRITERIA The Bidder should meet the qualification requirements stipulated hereunder in Clause 3.1 to 3.3 as below: 3.1 Qualifying requirement for Bidders EPC Basis The Bidder should have engineered, supplied and commissioned on EPC basis at least one (1) Thermal Power Project of 200 MW Capacity or above, which is in successful operation for a period of at least one (1) year as on the Bid Submission Date. 5 OR The Bidder shall be turnkey management and Contracting Company who has executed an Infrastructure Project and associate with an Organisation who has engineered, supplied and commissioned at least one (1) Thermal Power Project of 200 MW Capacity or above, which is in successful operation for a period of at least one (1) year as on Bid Submission Date. Further, Bidder should have a minimum average annual turnover in the past three (3) accounting years of not less than One Hundred Sixty Million US Dollars (US$160,000,000). 3.2 Qualifying requirement for - BTG Supplier Bidder shall be a manufacturer of Boiler Turbine Generator (BTG) Package or a Contracting Company meeting the requirements as below: The Bidder shall be a regular manufacturer of Boiler and / or Steam Turbine Generator of 250 MW or higher capacity and has supplied at least one (1) Boiler / or Steam Turbine Generator of capacity 250 MW or higher which is in successful operation for a period of atleast one (1) year as on Bid submission date. OR Contracting Company which has executed Contract for Site handling, Erection and Commissioning of Boiler and Steam Turbine Generator Package of capacity 250 MW or higher is also qualified provided it has a Consortium Agreement with BTG Manufacturer meeting the requirements as described in Clause above. OR If The Bidder is a regular Manufacturer of Boiler and / or Steam Turbine Generator but not manufactured and supplied Boiler and / or Steam Turbine Generator of 250 MW or higher capacity can also be considered provided he is having collaboration with a Boiler and / or Steam Turbine Generator Manufacturer who on his own fully meets the requirement of clause Qualifying requirement for Bidders BOP Package Bidder (or if Bidder is a Consortium, at least one Consortium Member) shall have engineered, supplied and commissioned complete BOP Island for at least one (1) Thermal Power Plant of 200 MW capacity in India which is in successful operation for a period of at least two (2) year as of the Bid Submission Date. 6 4.0 Bidders who have already submitted BTG package offer can also quote for complete EPC for the Power Plant. 5.0 Bidder s desiring to quote for BOP Package can also quote for the same. 6.0 The Bidders in their own interest are advised to submit their Bids complete in all respects conforming to all terms and conditions of the Bid Document. 7.0 Performance Security : The successful Bidder shall submit a Bank Guarantee equivalent to 10% of the Bid Price towards Contract Performance Guarantee within 15 days of acceptance of Bid. The Contract Performance Guarantee shall remain valid till the completion of Final Acceptance Test. 8.0 Bids shall be evaluated based on the information / documents available in the Bid Hence Bidders are advised to ensure that they submit appropriate and relevant supporting documents along with their proposal in the first instance itself. Bids not complying significantly with the requirements of bid documents are liable to be rejected without any further opportunity. 9.0 Bidders to ensure that after Award of Contract and during execution, the Contractor shall not seek to alter any agreed Contractual terms, Conditions & Specifications Issuance of the Bid Document does not construe that the Bidder has been short- listed or qualified, neither it is an assurance that the bidding process will not be terminated in the mid way 11.0 If the Bid Documents are required to be sent by courier, an additional amount of Rs. 2, for courier charges in India or US$ for courier charges outside India has to be sent well in advance in addition to the cost of bid documents. However, Aryan M.P. Power Generation Pvt. Ltd. will not take any responsibility for loss or delay, if any in the transmission of the document sent by courier.
