Specific requirements may change and therefre Scuts are urged t refer t the current editin f the By Scut Requirements Bk fr current criteria regarding advancement t Eagle Scut. The use f this guide will ensure that each Eagle Scut has equitably met all prescribed requirements. The Eagle Scut Service Prject The Eagle Scut service prject maybe cmpleted at any time after earning the Life Scut rank. Yu d nt have t earn all yur merit badges fr Eagle befre starting n the service prject. Yu must use the Eagle Scut Service Prject Ntebk (# r newer) as fund n r n this website, t recrd yur preparatin and prject wrk. Althugh it is acceptable t cpy and distribute the wrkbk, it must maintain the appearance with nthing changed, added r deleted. Read the wrkbk cmpletely befre yu begin. Remember The majr elements f an Eagle prject are t: Plan Develp Give Leadership t Others Prepare Using the Prject Ntebk Sit dwn with yur Scutmaster r Crew Advisr t discuss yur prject idea. They may ffer advice and direct yu t the apprpriate advisrs fr technical assistance. Meet with representatives f the prject beneficiary yu will be wrking with t discuss the idea fr the prject. (This prject shuld be within the parameters f the rganizatin).

2 Write up yur idea fr the prject in the Eagle Service Prject Wrkbk (Prject Prpsal sectin) which shuld include infrmatin t answer the fllwing: What is the prject? Wh will the prject benefit? Hw will the prject benefit this grup? Hw will yu give leadership? What materials, supplies r tls d yu think yu might need? Will permits r written permissin be needed fr any part f the prject? (Nte: If yu are cnstructing smething; architect, PE, OSHA, r ther apprved signatures may be required if dealing with gvernment agencies). A preliminary cst estimate. Prject phases. Safety issues. Apprvals After cmpleting yur prpsal write-up, and befre starting the prject, yu need signed apprval f the prpsal frm: A representative f the prject beneficiary. Yur Scutmaster r Crew Advisr. A unit cmmittee representative. The District Advancement Cmmittee. This cmes nly AFTER the previus three signatures in any rder are btained. Call yur district s advancement cmmittee chair t btain an appintment fr a prpsal review and apprval. (IMPORTANT! This apprval is fr the prpsal nly. The Eagle bard f review will make the final determinatin as t whether the manner in which the prject is carried ut meets the leadership requirement.) Parent(s) r a Scut buddy must accmpany yu t this meeting. Bring the Prject Prpsal sectin f the wrkbk, and any supprting dcumentatin yu may have, t the prpsal apprval meeting. After yur prpsal is apprved, yu may be assigned an Eagle prject cach t wrk with yu in develping yur prject final plan. Carrying Out the Prject After yu have all required signatures, and apprval f the district advancement cmmittee, yu shuld cmplete the final plan. This will help yu demnstrate the plan, develp part f Requirement 5. If yur final plan calls fr a fundraising activity t secure materials r therwise facilitate the prject, r yu plan t ask fr dnatins f materials, yu must first secure permissin t d s by submitting the Eagle Scut Service Prject Fundraising Applicatin fund in the wrkbk. IMPORTANT! Yu must make clear t all dnrs r event participants that the mney is being raised n behalf f the prject beneficiary, which will retain leftver funds. Shuld any dnrs want dcumentatin f a gift, this must be prvided thrugh the prject beneficiary, nt the By Scuts f America. Applicatin must be signed be beneficiary and unit leader befre submissin. There are fur ways t submit an Eagle Scut Service Prject Fundraising Applicatin: 1. as an attachment t: Kimberly.russell@scuting.rg 2. Fax t A cver sheet is nt needed unless yu have attachments t the applicatin. In that case yu need t indicate hw many pages are being sent. 3. Snail mail t: Advancement; Sufflk Cunty Cuncil, BSA 7 Scuting Blvd Medfrd, NY In-persn delivery t the cuncil service center (same address as snail mail)

3 D nt , fax r mail t a specific individual. This can delay the apprval prcess. After apprval, the signed applicatin will be mailed back t yu. Allw up t 2 weeks fr apprval. Yu must have apprval befre beginning any fundraising r dnatin slicitatin. Keep an accurate recrd f dates, persns cntacted, helpers, and time spent n the prject. Yu will need this infrmatin fr yur final reprt. After yur prject is cmplete, write up yur prject reprt in the Eagle Scut Service Prject Ntebk. Be sure t cmplete all the sectins. It is nt necessary t prvide lengthy answers, but yu shuld be prepared t discuss yur respnses in yur bard f review. EAGLE SCOUT APPLICATION PROCEDURES As yu are cmpleting yur last Eagle requirement, ask the unit advancement persn t print ut yur individual advancement recrd frm the BSA INTERNET ADVANCEMENT prgram. Cmpare the dates n the recrd with the dates n yur rank cards and merit badge blue cards. The recrd date shuld be the date f yur bard f review fr a rank, r the date n the merit badge card. If any are incrrect r missing, yur trp advancement persn must crrect the recrd thrugh INTERNET ADVANCEMENT befre yu submit yur Eagle applicatin. The individual advancement recrd is nt t be submitted with yur Eagle applicatin. Once all advancement dates are crrect, g t fr the current Eagle Scut Rank Applicatin r, again, g t Cmplete the applicatin with attachments, and after securing the signatures called fr, as sn as pssible submit it and ne cpy, tgether with tw (2) cpies f the cmplete Eagle Scut Service Prject Wrkbk (including all reprts, lists and phtgraphs called fr) t the Sufflk Cunty Cuncil (7 Scuting Blvd, Medfrd, New Yrk 11763). This is all yu need t submit PLEASE: DO NOT submit numerus pictures with yur applicatin, ther than a befre, during and after. If they apply, yu can bring ther phts t the Eagle bard f review. DO NOT include letters frm yur listed references. Written references must be sent by these individuals directly t yur unit cmmittee chair. DO NOT use 3-ring binders when submitting yur Eagle applicatin package t the cuncil service center. Yu may use sme type f flder r plastic cvering. Frm the Sufflk Cunty Cuncil website, dwnlad the Eagle Scut Reference frm. Fill in yur unit cmmittee chair s name and address. Distribute ne cpy f the frm t every persn yu listed n yur applicatin as a reference. Yu might want t prvide each ne with an already stamped and addressed envelpe t send in the frm and/r reference letter t yur unit cmmittee chair and ask them t be prmpt in their respnse. The service center will frward the Eagle Scut Rank Applicatin and Eagle Scut Service Prject Wrkbk t the district advancement chair. The district advancement cmmittee will then cntact yur unit cmmittee chair t schedule yur bard f review. At the bard f review the cmmittee will prvide the required reference letters.

4 Immediately after the bard f review and after the applicatin has been apprpriately signed, the applicatin, a cmpleted Advancement Reprt and the references are frwarded t the cuncil service center. The Eagle Scut Eagle Leadership Prject Wrkbk and attachments will be returned t yu. When the apprved applicatin is returned t the cuncil service center, the Scut executive signs it t certify that the prper prcedure has been fllwed and the bard f review has recmmended the candidate fr the Eagle Scut rank. The cuncil retains the Eagle Scut Service Prject Wrkbk cpy and nly the Eagle Scut Rank Applicatin is frwarded t the BSA Natinal Advancement Team. The service center screens the applicatin t ascertain if all infrmatin submitted is prper and crrect. Any item nt meeting BSA standards will cause the applicatin t be returned fr mre infrmatin. If the applicatin is in rder, the service center n behalf f the Natinal Cuncil then certifies the applicant as an Eagle Scut. Ntice f apprval is given by sending the Eagle Scut certificate t the cuncil service center. The date used n the certificate will be the date f the bard f review. The Eagle Award will nt be sld r given t any unit until after the certificate is received by the cuncil service center. The Eagle Scut curt f hnr shuld nt be scheduled until the cuncil receives the Eagle Scut rank credentials. Nte: The Natinal Cuncil maintains the right t reject the Eagle applicatin. Hwever, if the abve prcedure is fllwed carefully, it is highly dubtful such actin wuld be taken. ITEMS TO DOUBLE CHECK & HELPFUL SUGGESTIONS: Be sure t read the entire Eagle Scut Service Prject Wrkbk befre starting any wrk n yur prject prpsal. Als be sure t share the Message t Parents r Guardians and Excerpts and Summaries frm the Guide t Advancement with yur parents r guardian. The Eagle Scut Rank Applicatin can be cmpleted right n yur cmputer. But neatly printed applicatins will be accepted. Yu must use yur full legal name. Indicate day, mnth and year where required n the applicatin, including recrd f merit badges earned (Requirement 3). Merit badge dates shuld be the date the merit badge was earned, NOT the date the merit badge was presented. Cmplete the infrmatin required fr yur references. Reference letters are t be mailed directly t yur unit cmmittee chair. Cmplete the reverse side f the Eagle Scut Rank Applicatin up t and including CERTIFICATION BY APPLICANT. Use a separate, duble-spaced, typed page fr statements required n back f the applicatin. Be sure t title each page (i.e. Life Purpse, Descriptin f Hnrs, etc.) The unit leader and unit cmmittee sign fr the applicatin unit apprval. The Eagle Scut Service Prject Wrkbk shuld have plenty f details. Be sure all pints are answered. Keep in mind that the review bard has nt seen the prject and shuld be described cmpletely. Pictures can be very helpful and can be brught t the bard f review. All pages f yur Eagle applicatin shuld be numbered fr referencing.

5 Yu shuld submit yur cmplete applicatin package t the cuncil service center in Medfrd right after cmpleting yur last requirement. Delays in submissin can have a negative impact n the prcessing f yur applicatin. Allw at least six (6) t eight (8) weeks between the bard f review and the Eagle Curt f Hnr. Eagle awards cannt be presented withut the required apprval frm the Natinal Cuncil, By Scuts f America.
