General Manager (CNS), Airports Authority of India, Madurai Airport for Supply, Installation, Testing & Commissioning of Chemical Earthing Systems. The sealed envelope containing quotation should be superscribed NIQ for SITC of Chemical Earthing Systems at Madurai Airport due to be opened on Last date and time of receipt of quotations: up to 1500 IST Date and time of opening of Technical bid : at 1530 IST Terms and Conditions: 1. The Scope of Work: The scope of work is Supply, Installation, Testing & Commissioning of four (4) numbers of Chemical Earthing systems at different sites in Madurai Airport (DVOR, Localizer, Glide path & Technical Centre). The work includes 1. Supply of earthing material for four earthing systems (Earth Rods, ground fill material & copper strip - Technical Specifications are mentioned in Annex A) 2. Installation of earth pits & inspection chambers: A bore of Minimum 10 inch diameter must be excavated and Earth electrode must be placed in the center around which back fill material must be filled as per OEM standard. 3. Connection of earthing system to the existing termination using copper strip. 4. Measurement of earth resistance post installation. All the works related to the above must be carried out by the vendor as per the specifications mentioned in Annex A. 2. Duly completed quotation in the format given in Annex C along with requisite documents should reach by registered post, courier or in person at the following address on or before up to 1500 IST positively. The quotations should be submitted on two envelope basis, with the documents mentioned in clause 17 of Terms & Conditions in cover no. 1 superscribed as TECHNICAL BID and price quote in Annex C format in cover no. 2 superscribed as PRICE BID. 6. Technical bid will be opened on the same day i.e., at 1530 hrs in presence of interested quotationer or their authorized representatives. Date of opening of Price bid will be intimated later. AAI will not be responsible for delay in submission of quotations sent by post. 7. Envelope-II (Price Bid) will be opened of only those successful bidders who meet the qualification /eligibility criteria in the technical bid. The date of opening of price bid will be intimated to the qualified bidders later. 8. The price quoted in Annex C should be inclusive of all taxes and levies, packing, transporting, delivery, insurance & Installation. No extra payment will be made other than quoted amount. 9. Bidders are requested to quote their rates accepting AAI tender's terms and conditions in its entirety and they are not permitted to put any remarks/conditions. In case a Bidder submit a conditional quotation/offer i.e. quotation/offer with some conditions which contradict with AAI Terms & Conditions, his quotation/ offer will be rejected without mentioning any reasons and no correspondence will be made in this regard. 10. The Specifications of the SITC of Chemical Earthing System, Copper strip & inspection chamber are mentioned in Annex A. 11. The validity of quotation should be for a minimum period of 60 days. 12. In-complete and ambiguous quotations will be rejected. 13. Delivery & Installation period within 30 days from the date of supply order received. 14. Guarantee/Defects Liability Period Period Guarantee/Defects Liability Period will be one year or the warranty period given by manufacturer, whichever is more. During this period, the supplier shall attend and rectify the defects/problems arising due to design or installation at their own cost within a day of complaint. Page 2 of 7

3 15. Security Deposit: The Security Deposit shall be 10% of the total value of the work done & same shall be deducted from bidder /agency s bill/payment. The Security Deposit is intended to secure the materials supplied against any design/manufacturing defects noticed during Guarantee/Defects Liability Period. The Security Deposit will be returned to the successful bidder at the end of the guarantee/defects liability period without any interest. In case of non-attendance of defects arises during defect liability period, the security deposit money will be liable to be forfeited. 16. Liquidated damages: i). If the successful bidder fails to complete the supply / work within time fixed under the contract, he shall pay to the AAI without prejudice to any other rights or remedy as may be available to the purchaser, an liquidated damages amount of the total value per week or part thereof subject to a maximum value equal to the value of the 10% of total value of order. ii). The amount of liquidated damages for delay and waiver of liquidated damages for delay in case of justified reasons shall be decided at the discretion of Accepting Authority and the same shall be final and binding on the contractor. Time taken by AAI and local statutory authorities for approval and any other reasons beyond control of the contractor shall be considered as justified reasons. The amount of compensation may be adjusted or set off against any sum payable to the contractor under this or any other contract with AAI. iii). Appeal for waiver of compensation for delay with due justification shall be decided as per the provisions of Airports Authority of India. The decision of the competent authority on appeal shall be final and binding on the contractor. 17. The main envelope should contain two sealed envelopes as given below: Cover No. 1: Technical Bid 1. Technical compliance statement (Annexure-A) duly filled and signed by the bidder on the company s letter head. 2. Unconditional acceptance of AAI terms and conditions (Annex-B) duly signed by bidder. 3. Documentary proof in form of literature/ pamphlet/ lab reports of the product to substantiate the compliance to AAI specification as per Annex-A. 4. Proof of PAN No, Sales Tax & Service Tax registration. 5. If the vendor is not Original Equipment Manufacturer then the Authorization certificate from OEM must be furnished in the technical bid. 6. Satisfactory Certificate for successful completion of minimum one no of supply & installation of chemical earthing system must be furnished by the vendor. Experience certificate should show the value of work and satisfactory completion of work. Page 3 of 7

4 Cover No. 2: Price Bid 1. Price, transportation charges, taxes etc. for the Supply, Installation, Testing & Commissioning of Chemical Earthing Systems at Madurai Airport being quoted as per Annex C duly filled and signed by the bidder on their letter head. 18. Payment terms: i) Payment will be made after successful completion of supply, Installtion, commisioning and satisfactory report duly certified by AAI. ii) The bill for SITC of Chemical Earthing Systems at Madurai Airport may be submitted during supply. iii) The payment will be made through e-payment system. As such the following information may please be provided in the quotation: Account No, Name of the Bank, Branch & IFSC Code 19. 5 Annexure A Technical specification & Complaince statement for SITC of Chemical Earthing Systems at Madurai Airport S. It shall be measured by an approved earth testing apparatus for individual earth pits after completion of installation. 6 Quantity Ground fill material must be filled as per the OEM standard for minimum of 20Kg/earth pit. Copper Strip 1 Dimension Width : 25 mm, Thickness : 6mm Length : 5 Meter per Earth Pit 2 Purity Purity of copper shall not be less than 90%. A test certificate in support of the purity of copper should be submitted at the time of supply. 3 Connection The copper strip must be connected between the earth rod in the inspection chamber and the existing earthing termination at the wall and must be routed in a depth of one feet underground. Stainless steel U shaped bolts with copper rods must be used for connection wherever required. Earth Inspection chamber 1 Dimension Length : 300mm, Breadth: 300mm, Depth : 300 mm 2 Material Concrete (or) prefabricated Inspection chamber of same dimension. 2 Steel Lid Over the inspection chamber, a steel lid painted in black (approx. thickness 6mm) should be provided. 3 Identification On the top of the lid, name of installation, date of testing & measured earth resistance values must be painted in yellow in black background. I / we hereby unconditionally accept the quotation conditions of AAI s Quotation document in its entirety for the above works. 3. It is clarified that after unconditionally accepting the quotation conditions in its entirety, it is not permissible to put any remarks/conditions (except unconditional rebates on quoted rates if any) in the quotation. 4. It is declared that our company/partners or its Directors have not been black listed or any case is pending or any complaint regarding irregularities is pending, in India or any Indian State/Central Governments Departments or Public Sector Undertaking of India.
