4 Phase 1 Update Closeout of VDOT Comprehensive Agreement There are two categories of work that must be performed: remediation of all remaining VDOT facility deficiency items and the Old Meadow Road intersection lane widening. Bechtel and MWAA signed an agreement share costs to perform the concrete pipe remediation. MWAA will remediate the remainder of the deficiencies. Task Order Contract Status Task Orders with Notice To Proceed (NTP): 36 issued, including Old Meadow Road Design; 30 have been completed. Upcoming activities include: Americans with Disabilities Act sidewalk repair, storm drain remediation, manhole/structure repair, Chain Bridge Road drainage design, DCR Median Stormwater runoff repairs, underdrain remediation, and Dulles Connector Road left shoulder modification.

5 Old Meadow Road Schedule The final design is nearing completion for the realignment. 100% design is scheduled to be completed by June 29. A traffic study now underway to be completed by June 30. Utility Issues: Numerous utility facilities require minor relocation work, but significant coordination and time effort for management, design and construction. 11 utility agencies/companies are involved. Utility relocation scheduled to begin July 18. Plans Moving Forward: Construction to begin upon completion of the utility relocation. Construction scheduled to be complete 4 th quarter 2018.

8 Current Guideway & Stations Design-Build Activities All Design Packages complete and issued for construction. 97 Identified Design and Field Changes in Progress: 42 yet to be submitted by CRC 29 in Review process (MWAA Ball in Court = 7) 26 in Issued for Permit/Issued for Construction production process 31 reviewed/processed by MWAA last month Three Design Revisions approved by MWAA Building Codes Department & three by the Department of General Services last month. 119 Supplier Submittals reviewed/processed last month. 43 Non-Conformance Reports resolved last month.

9 Upcoming Guideway & Stations Design-Build Activities Electricians have received and set all Traction Power Substation (TPSS) and Tie Breaker Station (TBS) buildings and are continuing to connect these facilities with communication and power cables to the guideway and stations. East Stations Continue roofing, escalator installation, and electrical and plumbing and set rail ties and track through the stations. Reston Station platform paver installation is ongoing and Loudoun Gateway and Ashburn Stations vault structural steel welding and painting continues. Track Ballasted rail and switch installation continues on the east through the at-grade stations and along the guideways; the contact (Third) rail is being installed in advance of the Systems electrical work on the track.

10 Alkali Silica Reaction (ASR) Issue Universal Concrete Products (UCP) fabricated the At Grade Station Precast Concrete Elements: On May 16 the US Department of Justice unsealed a Qui Tam complaint against UCP. The complaint contains a previously unknown allegation that UCP used a concrete aggregate that does not meet the specified alkali-silica reaction requirements. This reaction can be deleterious to the service life of concrete structures. CRC has been notified that it must address this issue. The Project is working with its engineering consultants to investigate and determine if this is an actual concern.

21 WMATA Rail Yard & Maintenance Facility Design-Build Activities Current Construction Paving, final grading, seeding/stabilization and utility installation continues. Interior buildouts continue in the Service and Inspection Building (SIB), Maintenance of Way Building (MWB), Transportation Building and Warehouse Building. Running rail installation to be complete soon, third rail installation underway. Permanent power provided April 30.

22 WMATA Rail Yard & Maintenance Facility Design-Build Activities Other Ongoing Non-Construction Activities Gas crossing under Route 606 to begin soon. HP obtaining VDOT permit for the sanitary sewer crossings under Route 606. Developing final testing and acceptance plans and procedures. Construction permit inspection and testing ongoing. Interface coordination with Package A continues.
