1 UNICEF OFFICE FOR THE EASTERN CARIBBEAN AREA TERMS OF REFERENCE FOR A CONSULTANT /CONTRACTOR TO PRODUCE ADVERTISEMENTS ON CHILD ABUSE, TARGETING TEENS 1. Background: UNICEF Office for the Eastern Caribbean Area has a Programme of Cooperation with 12 countries: Antigua and Barbuda, Anguilla, Barbados, Dominica, Grenada, Montserrat, St. Lucia, St. Vincent and the Grenadines, St. Kitts and Nevis, the Turks and Caicos Islands and Trinidad and Tobago. In 2013, the UK Overseas Territories (UK OTS) of Anguilla, Montserrat, Turks and Caicos and Virgin Islands (UK) launched the Break the Silence (BTS) End Child sexual Abuse Campaign and since then has implemented interventions to educate different target groups about child abuse. One target groups that is often overlooked is adolescents. In 2015/2016 UNICEF, with funding from UK AID, supported the relevant Child Protection Departments in these countries with a consultancy to develop culturally relevant and age appropriate messages for teens. These messages now need to be produced for airing on radio and on social media. 2. Purpose of Consultancy: The purpose of this Consultancy is to produce messages for radio and social media targeting adolescent boys and girls. 3. Scope: Under the guidance of UNICEF, the Consultant will: a) Review the attached messages and revise them if necessary (See Annex A below) b) Source the necessary talents, graphics and music beds for the ads c) Produce draft ads and pre-test them with adolescents from the countries d) Based on feedback from the pre-test, finalize the ads 4. Deliverables: The Consultant will deliver the following outputs: a) 4 radio ads b) 4 social media ads 5. Duration of contract, Outputs and Delivery dates and details: The contract will run from 22 March May Qualification or Specialized Knowledge/Experience Required: The contractor should have:

2 At least an Associate s Degree in video production or a related field. At least 5 years demonstrated experience in video production. Previous production of materials for social media and for teens/adolescents would be an asset Excellent writing skills in English 7. Contract Supervisor: Ms. Lisa McClean-Trotman, the Communication for Development Specialist for UNICEF Office for the Eastern Caribbean Area, will supervise this assignment. 8. Official Travel: This assignment may require travel outside the duty station (Barbados) to pre-test the productions with adolescents in the 4 UK OTS; However the Consultant/Contractor should find a cost effective way of pre-testing the ads. 9. Estimated Budget: The fee for this assignment is negotiable. Any anticipated travel costs should be included in the budget submitted. 10. Payment Schedule: Consultants/ Contractors will be paid in a phased approach based on required deliverables. 11. Conditions of Service: Prior to commencing the contract, the Individual Consultant will be required to submit a statement of good health, accompanied by a recent Medical Certificate which indicates that the Consultant is fit for work and travel (if applicable). In addition, the Consultant is required to certify in the Health Statement that he/she is covered by medical/health insurance. The statement includes confirmation that he/she has been informed of any inoculation required for the country or countries to which travel is authorized. He/she takes full responsibility for the accuracy of the statement. Institutional contractors or corporate entities will be required to submit certificate of registration or certificate of incorporation. Those companies which have not worked with UNICEF before will be required to submit samples of their work. Medical certification is not required for corporate entities. 12. Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include: timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback

How to apply Prospective contractors should apply through UNICEF s Talent Management System using the following link: and submit a cover letter, a detailed proposal on your concept for production of the messages and samples of previous work produced no later than 5:00pm (EST) on March 17 th, The submission package should include the following: a. A cover letter b. A detailed curriculum vitae or background of the corporate entity in English c. A proposal with evidence of audio visual materials previously produced. d. The boys gaze is focused on a think bubble which shows a woman about to undress. Another bubble shows a boy at the starting line on a track, bending over about to start the race. Voice over: The race is on. Hormones are raging. Get on your mark. Stay in your lane. Avoid the pitfalls of early sexual activity. Having sex with an older woman does not define who you are.
