Since Outdoor media is a very fragmented industry, it shall be very rare for you to get same media through different agencies as everybody would like to pitch on their own. Hence, site selection and then categorizing them according to L1/L2/L3 is not practically possible. - Govt. of India has already authorized Directorate of Advertising & Publicity (DAVP) under Ministry of I&B to issue rates for Outdoor Media all across India. The same rates are used by all ministries for their campaigns. Some of the PSUs are also comfortable using the same rates and issue orders directly to media owners. DAVP has even issued rates to display hoardings in various cities/ state so that there is no confusion. Graphisads Pvt Ltd is exclusive agency to display hoardings in UP, Rajasthan, NMCG would give preference of sites after due field verification. Bidder shall provide best site, available with them and provide the rates. In case where there are no overlaps, NMCG will decide based on the scenario provided in RFP. NMCG preferred sites, if available at DAVP rates should be provided at DAVP rates as mentioned in RFP. For other preferred sites of NMCG, if not available under DAVP rates, then as per RFP least cost selection method will be adopted. Page 1 of 6

Scope Page 12 Empanelled/ registered in DAVP in any category or having outdoor hoarding sites registered with DAVP. Punjab & Haryana. We are fully authorized to display hoardings in various cities of UP as required by NMCG. Attached are relevant papers for UP and Delhi. Could agencies empanelled with DAVP (any category) participate or only media owner could apply? - DAVP has registered more than 200 agencies across various categories like Outdoor, Print, Creative, Audio Visual. Instead of asking all DAVP registered agencies, you should only ask Agencies/ Media Owners registered with DAVP in Outdoor Media category or those having rights to display hoardings in relevant cities of NMCG Scope: Hoarding/Billboards In addition to "Hoardings"/"Billboards", Can Digital Display Boards / Digital Screens and Bus Que Shelters (BQS) at prominent locations of the RFP mentioned cities also be included as the preferred mediums for the NMCG campaign? These are not only dynamic, eye-catching and cost-effective; both of these mediums are DAVP empanelled also. 'BQS' gives adequate time to disseminate its message to masses as people wait there till their bus comes and 'Digital Display Boards' being in a confined location like Railway station or Airport also RFP clause is self-explanatory. However, it is confirmed that agencies Empanelled/ registered in DAVP in any category or having outdoor hoarding sites registered with DAVP can apply. Please refer reply to sl.no.3 above. Methodology for Selection of Sites Page 13 Hoarding locations: 23 city/town Can the purview of the RFP be increased to beyond RFP mentioned 23 cities, especially to Metro cities like - Mumbai & Bangalore where a large chunk of urban and rural mix of our total population resides? Both these cities have DAVP empanelled "Metro" as well as "BQS" options to advertise on. Including these cities shall increase its reach manifold and make it a pan-india campaign. On page 12 of Tender docs (Hoarding Locations city name given) Please clarify the quantity of work on each location. e.g. In Rishikesh - how much hoarding will come and at which location. - Outdoor media in tier 2/3 towns is very fragmented and unstructured. Mostly the media is non-lit in nature and paperwork is incomplete because of literacy issues. Media owners display wall wraps and hoardings after discussion with property owner. Criteria such as lighting and ownership status should be removed because of above mentioned issues. Locations and visibility are also very subjective in nature. We suggest to execute campaigns on DAVP rates with DAVP approved media owners so that there are on audit issues later. RFP Condition prevail. Bidder is required to mention the number and location of the sites for each city that it can provide. NMCG will select the preferred sites based on the information submitted by the bidder and the work will be awarded as per RFP provisions. For good visibility, NMCG is interested in Front lit /Back lit sites. In case, lit-site is not available in a town or at any good location then non-lit site may also be considered. Please refer sl.no1. of Corrigendum No 1. Any agency, which can provide DAVP rates on the selected sites, will be selected, as per criteria. Criteria such as lighting and ownership status shall prevail as depending upon the Page 3 of 6

4 peculiarities of each town, they shall be same for all bidders As the Outdoor campaign works is there (Please specify will it be only hoarding or billboards / kiosk or etc.) Can we use mobile Billboards/Hoarding in the format of Auto/cabs/Radio Taxis, which will cover all the Airport, Railway Stations, Highway, main traffic crossings, Collectorate, Hospitals, colleges, markets, near Ghats etc. as specified in the ToR Many locations, can we offer non DAVP media but on DAVP rates? As many devices do not show exact coordinates, It is requested to consider deviation in coordinates- around 5 degrees Since most of DAVP approved sites in Tier-II towns is non-lit., will NMCG consider only litsites? Parameters for visibility- how will eyeball count be evaluated Particular location and visibility will be decided by NMCG, considering, all the sites available for that location. RFP is for outdoor campaign through installations of Hoardings/ Billboards/ Kiosks etc. However, preference will be decided based on the location of the site and availability of the budget. No. For such cases, rates quoted by bidder or DAVP rates whichever is lesser will be considered. This is applicable to both DAVP and Non-DAVP sites. Bidders are expected to provide exact location of the site with documentary proof such as photographs, map etc. Please refer sl.no.1 of Corrigendum No 1. Kindly suggest, Total budget is 100 crore for this NMCG Project for 6 months, 23 states for Site Display, Printing & Mounting Cost + GST-18%. However, pls confirm the same so that we can work upon the same & share media plan accordingly. Hoarding sites outside Metro Stations may be provided. However, selection of sites would be done on the basis of available budget. There is a typographical error occurred (in Tender Details at CPP portal).
