2 Items that will be covered are: Where to locate your instructions & supplies Understand that identification is not required at the roster table Where the oath is located on the roster What are acceptable notations on the roster Administering the challenge process 2

4 Your roster judge duty bags contains the necessary instructions, forms and voter receipts to perform this task 4

5 This is a sample of a polling location set-up The roster can be divided into sections and placed in three ringed binders to avoid long lines The number of roster judges needed during the election day will be determined by the voter registration count and type of election 5

6 Your roster judge duty card is a step by step document on how to perform this task Ask the voter their name Ensure voter privacy 6

7 A voter does not have to show Identification at the roster table; they may however, voluntarily hand you their identification 7

8 A roster judge should locate the voter s name on the roster; do not allow voters to scan thru the roster pages 8

9 You have been provided with a sign with the oath that is printed on the top of each roster page Point to the sign or the oath at the top of the page; Instruct the voter to read the oath, then sign on their signature line A voter may choose not to read the oath and just sign the roster signature line 9

10 The voter should sign their signature line using a black or blue pen A roster judge can use a highlighter on the roster page to show a voter where to sign Using a highlighter will also help in counting signatures at the end of the day 10

11 You may also want to count signatures on each page as a voter signs 11

12 Election judges should use a red pen if they need to make any of these notations the roster signature lines AB Curbside Directional arrows Crossing out a voter s signature if they sign on the wrong line 12

13 If you have multiple ballot styles in your precinct, you will need to know which color voter receipt to give to the voter; Check the school district on the roster next to the voter s name 13

14 Once the voter has signed the roster and you have determined their ballot style; Hand the voter their receipt 14

15 Voters should be instructed to take their voter receipt to the ballot judge 15

16 Voter signature lines should only contain the following information A voter s signature in black or blue pen Election judges should use a red pen for: AB Curbside Military AB Crossing out a voter s name if they signed on the wrong line Or directional arrows A highlighter can be used to mark a signature line for the voter 16

17 1. Informational messages should not be written on roster lines or in margins of the pages; such as the word MOVED 2. Use a red pen to make an arrow if a voter signs on the wrong line 3. A voter s preprinted name should not be crossed off 4. Have a black or blue pen available for voters to use when signing the roster. 5. A voter s signature should not cover the barcode 6. Place alpha tabs along the bottom of the roster, and not across the barcodes 17

18 If a voter signs the roster and then realizes the address is incorrect or they changed their name, they would have to reregister A roster judge should cross off their name on the roster page using a red pen Then, send the voter to the election day registration judges If you do not cross off the voter s name on the roster; Your counts will be off If the voter signs again, they will appear to have voted twice 18

19 Signing the roster twice, results in a police investigation for voter fraud and a permanent record in their file 19

20 It is very important that you cross off their name using a red pen Do NOT allow a voter to sign their name twice without crossing one out 20

21 And make a notation in the incident log Include the voter s NAME on the incident log; Avoid using the word Voter 21

22 The word challenge may appear next to a voter s name on their signature line; this would include any of the following; Challenged/postal return the state was unable to verify their address Challenged/name address - the state was unable to verify their name or address Challenged/ other or undeliverable - the post office was unable to deliver a postal verification card Challenged/felony - the voter is serving a felony sentence and their right to vote has been removed Challenged/guardianship - the voter is under guardianship and are not eligible to vote 22

23 A roster judge should be discreet when asking the related challenge questions A roster judge can refer the voter to the head judge 23

24 The challenge process is located on the reverse side of the roster judge duty card 24

25 The roster correction, request to withhold voter information from public information lists and notification of death forms are available in your duty bag Additional forms can be found in the blue book 25

26 Your roster correction form should only be used for typos or duplicates Do not use this form for any other notations regarding a voter, this includes: moved to Florida, Alaska, Wisconsin, away; OR No longer at this address 26

27 If there is a typo in the voter s name or date of birth or there is a duplicate record; Have the voter sign the roster; then A roster judge makes a notation on the roster correction form 27

28 Voters can request to have their voter information removed from public information lists The voter signs the roster; and Completes this form; then Inform the voter that their name will appear on rosters, but not on public mailing lists This form is returned in the canvas bag 28

29 A voter or an election judge with knowledge that a person whose name appears on the roster is deceased can complete the notification of death form This form is returned in the canvas bag 29

30 When the polls close at 8:00 pm, where does everything go 30

31 These completed forms are returned in the canvas bag; Roster corrections Notification of death Incident log used at the roster table Requests to withhold voter information from public mailing lists 31

32 If any of these forms are not used at the roster table print the word NONE on one form only and return it in the canvas bag Roster corrections Notification of death Request to withhold voter information from public information lists 32

33 In your roster judge duty plastic bag, return all items that are listed on the label which includes; Roster judge instructions Any unused forms Any unused voter receipts 33

34 Roster judges should remove roster pages from the three ring binders and remove all alpha divider tabs; then Place all roster pages in the completed roster 8:00 pm bag 34

35 Information that was covered in the Roster Judge presentation included; All instructions & supplies are located in the roster judge duty bag voters do not have to show identification at the roster table The oath is located at the top of each roster page Voters should read the oath before signing the roster A large print laminated sign of the oath is provided and should be posted at the roster table Voter s may opt NOT to read the oath and just sign the roster Voters should sign the roster using a black or blue pen An election judge should use a red pen for the following; Arrows, lines thru names, AB, curbside No other comments should be made on a voter s signature line 35
