1 Wooden Packaging Material Instructions Prepared by: March 2014

2 Updates from Customs* Effective September 16, 2005, wooden packaging materials (e.g., pallets, crates, boxes, and dunnage) imported into countries must be heat treated or fumigated with methyl bromide and marked with the International Plant Protection Convention (IPPC) logo and appropriate country code designating the location of treatment. Additional paper certifications will not be required. Effective July 5, 2006, the immediate reexportation of any unmarked wooden packaging material (WPM) that is not in compliance with the International Phytosanitary Measure 15 (ISPM 15) treatment and marking standard will be required. Any marked WPM that is found to be infested with a live wood boring pest of the families Cerambycidae (longhorned beetle), Buprestidae (woodboring beetles), Siricidae (woodwasps), Cossidae (carpenter moth),curculionidae (weevils), Platypodidae (ambrosia beetles),sesiidae (clearwing moths) and Scolytidae (bark beetles) will also require immediate reexportation from the country of destination. Plant pests that attack live trees prior to being manufactured into WPM will not survive the treatments prescribed in the regulation. If a wood boring pest is found in marked WPM, it confirms that the WPM has not been treated and marked in accordance with the regulation and will be reexported. The importer will be responsible for any costs or charges associated with the reexportation. * 1

3 Who, What, When, Where, Why Who does this apply to? All suppliers exporting and using wooden packaging materials. What must happen? Wooden packaging material defined as, Wood or wood products (excluding paper products) used in supporting, protecting, or carrying a commodity (includes dunnage), must be heat treated or fumigated with Methyl Bromide. There is no need to heat treat AND fumigate, as long as one has been done. When must this occur? All wooden packaging material must be treated before leaving the country of export. Where does this take place? At any IPPC certified location. IPPC contacts are available on the IPPC website by country. Why is this being enforced? To decrease the risk of spreading plant pests. 2

4 Requirements for Marking A compliant marking on wooden packaging material will include, at a minimum, the following: 1. IPPC trademarked logo 2. ISO two letter country code 3. Unique facility # assigned by the National Plant Protection agency 4. Treatment type (HT or MB) 3

5 Compliant WPM vs. Non-Compliant WPM 1. Compliant WPM Inspected and found to be properly marked, no presence of WPM pests, no evidence of WPM pests and has been treated by either of the approved methods (HT or MB). 2. Non-Compliant WPM Inspected and found to have one of the following: a. improperly marked b. presence of WPM pests c. evidence of WPM pests 4

6 Examples of Compliant WPM The IPPC logo must be clear and stamped by a certified facility. In addition, ISPM 15 requires that your pallets be marked on two opposite sides. 5

7 Examples of Non-Compliant WPM The markings above have clearly been written or taped to the wooden packaging material; furthermore, they are not legible. Markings may only be applied by a certified facility. Any WPM with indications of pests or pests will be denied entry 6

8 What happens if my exports turn out to be noncompliant with Customs? Customs will require the immediate reexportation of any unmarked WPM that is not in compliance with the ISPM 15 treatment and marking standard. Customs will also require the immediate reexportation of any marked WPM that is found to be infested with a live pest. In the event that product must be returned to the supplier, Polaris will not be responsible for any charges, costs, or fees associated with the matter. Suppliers should do their due diligence and ensure that their WPMs have been properly treated, and once treated, are stored properly to avoid any infestation by pests. 7

9 Exemptions The following are exempt from any WPM rules/regulations: - WPM made entirely from thin wood (6mm or less in thickness) - WPM made wholly of processed wood material, such as plywood, particle board, oriented strand board or veneer that has been created using glue, heat or pressure, or a combination thereof - Barrels for wine, cigars and other commodities made from wood that has been processed and/or manufactured in a way that renders it free of pests. - Sawdust, wood shavings and wood wool - Wood components permanently attached to freight vehicles and containers 8
