1 Project Officer I - Food Security & Livelihoods (Odweyne) Location: [Africa] [Somalia] Town/City: Thogdeer/Odwein Category: Food Security & Livelihood Purpose of the position: Ensure continuous supervision of the overall operations of WVS agriculture and food security projects in the district and acts as a line assistant to the Technical Specialist- Agriculture and Natural Resource Management. Major Responsibilities: Key Outputs/Responsibilities (Accountabilities and results) Weight (%) Programme Implementation Coordinate implementation of agriculture, NRM and Pri-urban and other livelihood activities within the scope of the project. Be involved in community mobilization, targeting and monitor movement and distribution of agriculture inputs & Cash For Work (CFW), and grants to women groups In consultation with FSL manager and FSL staff, and partners, organize and draw work plans Page 1/5

2 Where possible in liaison with the TS-ARM and FSL Manager link extension services to other existing institutions and organizations such as those responsible for providing credit, technology packages, marketing facilities. Work with the Agro pastoralist Communities to explore indigenous Technical experiences and develop cropping calendars and farm Plans. Facilitate adoption of livelihood Resilience innovations such as Sustainable rain fed dry land farming, improved mechanization, irrigated farming, Back yaw farming systems for peri- urban livelihood, FMNR, Environmental Conservation, Holistic Rangeland Management, Sustainable Income Generation alternatives, Bee keeping, livestock Management etc 40% Effective Resource Management Prepare up cash request to facilitate field activities, budgets including monthly cash projections and properly keep records of field expenditures Ensure value for money in regards to all transaction involving World Vision resources Ensure that due diligence is followed in distribution of Agricultural support to the community members Effective Monitoring and Evaluation Conduct surveys, assessments to continually identify agricultural gaps and needs in the district.

3 Conduct regular field visits to project site and update the project manager with the progress of project activities in the field Prepare regular and comprehensive project progressive monthly reports. Participate in Programme evaluation Ensure that all the partners contracted by World Vision, render quality service the the clienteles/beneficiaries as per the terms spelt out in the contractual agreements and give feed back to the TA ARM and the FSL Manager accordingly Capacity building and Staff Development Identify training and development needs of extension workers and make recommendations to project manager Create awareness to the communities and partners of the operational procedures of World Vision with the aim of ensuring that the beneficiaries are optimally transformed while upholding the WV and donors requirements. Ensure that the community structures such as DRR committees, formed through the project understand and perform their roles Work with the NERAD officials at the district to prepare conduct training to District DRR committees, prepare actionable CDPP. Facilitate agricultural trainings to staff and farmers 20%

4 Staff Supervision Supervise project assistants (extension staff) including: determining workload, delegating assignments and monitoring performance then provide recommendations to TA-ARM and FSL Manager. Coordination and Visibility Attend agricultural meetings with partners and stakeholders in the field Collaborate with extension workers and other staff to enhance integration with other sectors Represent World Vision at field level with local government officials and other agencies 7% Other Competencies/Attributes: Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills Must adhere to set security standards Ensure a gender perspective in the scope of work Be a team player Qualifications: Education/Knowledge/Technical Skills and Experience Educational level required: must hold B.SC in Agriculture-plant science/environmental

Technical Training qualifications required: Diploma in Agriculture/Agriculture Education & Extension/Animal Production/ Home Economics/ Farm Management/Sustainable Agriculture/ Environmental Science, Rangeland Management, Dry land Farming or other related field Experience: 3 years; Prior experience in a supervisory position, with good understanding on principles of extension Proven problem solving and decision making skills Experience working with pastoralist community on development matters, advocacy and governance, Gender mainstreaming, children rights & community mobilization skills. Working Environment / Conditions: Work environment: Field based-odwayne district with frequent travel to the villages 70% Domestic and field sites supervision travel is required. On call: N/A Page 5/5
