However in the National Climate Strategy (2011) one of main objectives calls for building the capacities and improving the awareness and dissemination of disaster and climate risk information and provides an indication of the organization responsible, timeframe, and expected costs associated with the objectives and measures. The National Climate Strategy (2011) as one of the main objectives is to improve the management and the dissemination of disaster and climate risk information and provides an indication of the organization responsible, time-frame, and expected costs associated with the objectives and measures. 4/45

Carrying out state environmental policy and strategies, the Government is working closely with civil and scientific society, efficiency of which in recent years has increased significantly. Environmental associations have annual financial resources from the National Environmental Fund for monitoring the state of the environment, public information on the quality and state of the environment, education and environmental education. During reporting period in the framework National preparation to the Conference on Sustainable Development Rio+20 CSOs and STIs were involved in developing of SLM related issue reports of the National Report for United Nations Conference on Sustainable Development 2012 Rio+20. A number of CSOs and STIs were co-organizer of the Public Hearing of the draft National Report of the Republic of Moldova for Rio+20. The purpose of public consultation was to consider the conclusions and recommendations on priority actions related to the promotion and implementation of sustainable development principles in all sectors of the national economy included in the draft National Report of the for the Conference on Sustainable Development Rio+20 Rio+20. However, despite of the undertaken actions, in general existing legal environment does not foster the engagement of CSOs and variations of the CSOs initiatives depend on volume of funding. 6/45

However Moldova in its capacity of the Convention member, makes the commitment to support, to the extent of its possibilities, CSOs and technical scientific research in issues concerning desertification and mitigation of drought consequences, carried out by national institutions in collaboration with regional and international bodies. 8 Performance indicators Operational objective 1: Advocacy, awareness raising and education As an example of action taken to increase the number of environmental related initiatives of CSOs in the field of education can be establishing a new structure called the National Council for Participation (CNP). National Participation Council (NPC) is created at the initiative of the Government of Moldova as an advisory body. The Council consists of 30 members, representatives of organized Civil Society Organizations and groups. National Participation Council intends to facilitate involvement of all interested stakeholders in designing, implementing, monitoring, evaluation and updating of strategic planning documents, including environment and education. The Council aims to develop and promote strategic partnership between public authorities, civil society and private sector to strengthen participatory democracy in Moldova, by facilitating stakeholders communication and participation in identifying and achieving strategic priorities for country development at all stages and by creating the institutional framework and capacities to ensure the full involvement of stakeholders in the decision making process. In order to achieve the established goals, during the NPC mandate were created four working groups, one of which is on Social, Education, Environment and Youth Policies. As an example of action to increase the number of environmental related initiatives of STIs in the field of education is the organization by the Ministry of Environment the Ecologic Hour, which is teaching material developed for pre-university education institutions. Each year this initiative reveals a certain environmental topic biodiversity, water protection, climate changes, sustainable development, combating desertification etc. In April-May 2012 it launched the photo and drawing contest Environment and Sustainable Development. This contest was started in the context of the UN Conference on Sustainable Development RIO+20 that was held in the period from 15 to 22 June Students of various pre-university institutions participated in the drawing context, while the photo contest was open to everyone. The contest results have been exhibited in the Ministry s building. 8/45

Qualitative assessment Does your country have a monitoring system partially covering DLDD? Yes No Provide any complementary information as needed (e.g., major difficulties experienced, how the system is being supported, etc.): The does not have national monitoring network specifically dedicated to DLDD. Currently Moldova has 2 institutions that carry out monitoring related to DLDD processes on limited sites: Hidrometeorological Service (Ministry of Environment) - and Institute of Soil Science and Agrochemistry (Ministry of Agriculture and Food Industry). For example, the Institute of Soil Science and Agrochemistry performes monitoring of soil quality only in 3 sites, whereas for the comprehensive monitoring of soil degradation (considering the various natural and socioeconomic conditions of Moldova) there are a need to have a network with more than 130 points of observations. The does not have a common national system of environmental information and there is no common information resource, that complicates searching for information as well as complicates working on national action plans, strategies, etc. Coordination and data exchange between agencies responsible for environmental monitoring is irregular and frequently the result of personal initiatives of experts. In recent years a number of various environmental information systems have been developed in the most of which were set up within international projects. However these measures are still insufficient for complying with the requirements of national legislation and international obligations. An integrated environmental monitoring system has not yet been introduced. The environmental monitoring network has recently been expanded that has led to a rapid growth of data 11/45

18 Performance indicators Operational objective 5: Financing and technology transfer The recent and underway policies of the are aimed at promoting environmentally friendly activities and technologies in Agriculture, Land and Soil Management, Livestock Production, Biotechnology, Insurance, Irrigation system etc., closely related to DLDD. However, Technology Needs Assessment finalized with specific Action Plan that provide a clear road map to reforming economic incentives and attracting investment in specific technologies to mitigate DLDD threats so far have not developed. Experts have proposed more than 30 advanced technological options and solutions for the specific conditions of Moldova in the DLDD and related fields. However, lack of mechanisms for the implementation of policy and regulatory environments does not facilitate access of the interested stakeholders to environmental friendly technologies. They use options which focus on a win-win approach, when a particular measure is implemented just for increasing current agriculture productivity. This approach does not consider effective medium and long-term perspective for the farming and livestock systems across the various natural and socioeconomic conditions of Moldova, although the economic, energetic and ecologic advantages of advanced practices and techniques are evident. For example, according to long-term field experiments at the Research Institute of Field Crops Selectia (Balty, ) using the conservation tillage technologies lead to the economy of fuel up to 46%. 18/45
